A regular meeting of the Board of Historic District Regulatory Board was held on February 20,
2020 at 5:00 PM m the City Commission Chambers in the Administration Building.
The meeting was called to order by Kathy Bangley at 5;03pm.

Welcome & Introductions
Cheryl Baksh was introduced as the Administrative Assistant for CRA and secretary for HDRB.
Kathy Ba&gley mtroduced City Employee Ronni Wood and advised the Board that Ms. Wood
will assume the HDRB staff position.

Members Present: John Turiey, Brandon Alvarado, Lairy Bossarte
Members Absent: None
Staff Present: Kathy Bangley, Assistant City Manager, Cheryl Baksh, Secretary, Rormi Wood,
Office Assistant for the CRA
Agenda Item 3. Votine of Chairman
Ms. Bangley asked for a motion in order to vote someone for chairman. Mr. Turley asked who
had been here the longest. There was then general conversation amongst the Board members
about their tenure. Mr. Bossarte nominated Mr. Alvarado for chairman, and Mr. Turley
seconded the motion. Brandon Alvarado was elected with a unanimous vote as the new
chairman.
Agenda Item 4. Approval of Minutes from January 17,2019
Ms. Bangley asked if any corrections needed to be made to the minutes from the January 17,
2019 Board meeting. Mr. Alvarado stated he did not see any changes that needed to be made.
Mr. Turley motioned to approve the minutes and Mr. Bossarte seconded the motion. Chairman
Alvarado called for a vocal vote. All 3 Board members voted unanimously to approve the
minutes from the January 17, 2019 meeting.

Ms. Bangley reviewed the application and background mformation for Exquisite Designs &
Company. Ms. Alls, the owner of Exquisite Designs & Company, was present to address any
questions or concerns from the Board. Ms. Bangley then asked if there are any questions.
Chairman Alvarado stated he saw no issues with the sign. Mr. Turley stated he went by a couple
times and did not have a problem with the sign. Chairman Alvarado asked for a motion. Mr.
Bossarte approved the motion and Mr. Turley seconded the motion. Chairman Alvarado called
for a voice vote and the motion was approved unanimously.
Agenda Item 6. Cpmnaumcations and Petitions
• Vacant seats on HDRB: Ms. Bangley reported there are two vacant Board seats. She has
one application and Ms. Wood has two prospective applicants. Once all applications are
submitted, Ms. Bangley and Chairman Alvarado will proceed with the mtemews. Mr.
Alvarado asked if we were still accepting applications, to which Ms. Bangley responded
affirmatively until both vacancies are filled.
• Ms. Bangley also reported that Chastain-Skillman had been approved by the CRA for the
engineering and design for Phase I of the Dover Kohl Lake Wales Connected plan. The
scope of work is from Wetmore to Scenic Highway on Park Ave. The HDRB will be kept
informed of the progress and the plan.
• Upon invitation by Ms. Bangley, Ms. Wood discussed the process and benefits of a
Certified Local Government (CLG). The fust step is establishing an Historic
Preservation Ordinance that would preserve downtown Lake Wales historic buildings.

Ms. Wood reported that she will have the first draft of the Historic Preservation
Ordinance prepared for the Board's review and comments at their March meeting. CLG
benefits include being eligible for federal and state historic preservation grants.
o Mr. Alvarado asked if the CLG would apply to the Northwest District. Ms.
Bangley stated it currently would not. Discussion continued about amendments
and expansion of the CLG, at which time, Ms. Wood interjected that she would
contact the Department of State, Division of Historical Resources to obtain
answers to their concerns and questions.
Ms. Bangley asked the Board to establish a time for future HDRB meetmgs. It was
unanimous that that the start time offutire meetings would be 5:15 P.M.
