6. CONSIDERATION OF MINUTES (Documents included in packet)
A. Minutes of Special Board Meeting, September 11-12, 2009

Recommended Action: Motion to approve each of the minutes. (Voice Vote)
C. Executive Session minutes.
Summary: State law provides that the Board of Trustees must review executive
session minutes every six months to determine whether it is still necessary to keep
those minutes confidential. The Board of Trustees has had the opportunity to
review the executive session minutes and has received the recommendations of the
Village Administrator in a memorandum dated October 2, 2009, indicating which
minutes to release for inspection and which minutes should remain confidential.
Recommended Action: Motion to release the Executive Session minutes dated
April 20, 2009 (partial), May 18, 2009 (partial), and June 1, 2009 for inspection
and to hold other minutes confidential as indicated in the Village Administrator’s
memorandum dated October 2, 2009.

A. Semi-Monthly Warrant Register Dated October 19, 2009, Totaling
$807,030.35. (Trustee Sprawka)
Recommended Action: Motion to approve the semi-monthly warrant register dated
October 19, 2009, totaling $807,030.35. (Roll Call Vote)
B. Newsline, Winter Edition. (Trustee Halen)
Recommended Action: Motion to approve the 2009 Winter edition of the Newsline
as presented. (Roll Call Vote)
C. Amendment to Building Code related to electron message signs. (Trustee
Poynton)
Summary: The proposed amendment adding Section 8-10-8E to the Building Code
will allow for the installation of electronic message signs. Electronic message
signs will be permitted only on signs owned or operated by local governmental
entities or regional governmental authorities (Pace, Metra, etc.). The proposed
ordinance also restricts the amount of sign face to be approved for the electronic
message area; the sign must be a ground or monument sign, and set back to be a
minimum of five feet from any property line.
Recommended Action: Motion to approve “An Ordinance Amending Section 8-10-8
of the Lake Zurich Building Code Relating to Signs in Industrial, Office, and
Institutional Buildings.” (Roll Call Vote) (Assign ORD. #2009-10-667)

13. CLOSED SESSION / ADJOURNMENT
Recommended Action: Motion to recess into closed session to discuss matters
related to pending litigation and review of closed session minutes dated September
21, 2009 and October 5, 2009 for content, and to adjourn immediately after the
closed session without conducting further business. (Roll Call Vote)
