The meeting was called to order at 8:02 p.m.
ROLL CALL: Present –Mayor Tolomei, Trustees Bondi, Callahan, Coleman, Gyarmaty,
McAvoy, and Taylor. Also present – Administrator Dixon, Village Attorney Browne, Finance
Director Martynowicz, Police Chief Urry, Fire Chief Mastandrea, Park and Recreation Director
Perkins, Public Works Director/Engineer Heyden, and Assistant Village Engineer Lebbos.
APPROVAL OF JANUARY 22, 2007 MINUTES:
MOTION made by Trustee McAvoy, seconded by Trustee Bondi, to approve the minutes of the
January 22, 2007 Committee of the Whole as submitted.
Voice vote, all in favor. MOTION CARRIED.
ORDINANCE CREATING A CLASS C LIQUOR LICENSE FOR BINNY’S BEVERAGE
DEPOT – 975 S. RAND ROAD
Binny’s Beverage Depot, 975 S. Rand Road, has applied for a Class C liquor license for the new
business that will open this spring.
MOTION made by Trustee Gyarmaty, seconded by Trustee Bondi, to recommend the Board of
Trustees adopt an ordinance to adjust the number of liquor licenses to allow a Class C license to
be issued to Binny’s Beverage Depot.
AYES: 6 Trustees Bondi, Callahan, Coleman, Gyarmaty, McAvoy, and Taylor
NAYS: 0
MOTION CARRIED
NEWSLINE –MARCH 2007 EDITION
MOTION was made by Trustee Taylor, seconded by Trustee Callahan, to recommend the Board
of Trustees approve the March 2007 edition of Newsline.
AYES: 6 Trustees Bondi, Callahan, Coleman, Gyarmaty, McAvoy, and Taylor
NAYS: 0
MOTION CARRIED
AFFORDABLE HOUSING PLAN – IMPLEMENTATION OF 2ND YEAR GOALS
Administrator Dixon provided an update on implementation of the Affordable Housing Plan by
the Village of Lake Zurich. The second year will begin on May 1, 2007.
Mayor Tolomei restated the proposed recommendation in Village Planner Gadde’s memorandum
dated February 7, 2007 and Administrator Dixon’s memorandum dated February 8, 2007

regarding the intent of complying with the Affordable Housing Planning and Appeal Act. Mayor
Tolomei said the Committee of the Whole directs staff to provide information to the Finance
Committee to review; the Committee of the Whole directs staff to research the Comprehensive
Plan and present to the Plan Commission and the Board of Trustees any recommendations to
attract affordable housing; and the Committee of the Whole directs staff to have further dialog
with other taxing bodies and other agencies that my reduce requirements that would permit
affordable housing units to be built in the Village.

MOTION made by Trustee McAvoy, seconded by Trustee Coleman, to adjourn the meeting.
Voice vote, AYES have it. MOTION CARRIED.
