APPROVED VILLAGE OF LAKE ZURICH COMMITTEE OF THE WHOLE SEPTEMBER 22, 2008 The meeting was called to order at 8:26 p.m. ROLL CALL: Present –Mayor Tolomei, Trustees Branding, Callahan, Johnson, McAvoy, Poynton, and Taylor. Also present –Administrator Vitas, Village Attorney Mueller, Finance Director Zochowski, Police Chief Finlon, Fire Chief Mastandrea, Park and Recreation Director Perkins, Public Works Director/Engineer Heyden, and Village Planner Gadde. APPROVAL OF MINUTES: MOTION made by Trustee Johnson, seconded by Trustee McAvoy, to approve the minutes of the August 20, 2008 Committee of the Whole as submitted. Voice vote, all in favor. MOTION CARRIED. MOTION made by Trustee Callahan, seconded by Trustee Poynton, to approve the minutes of the August 25, 2008 Committee of the Whole as submitted. Voice vote, all in favor. MOTION CARRIED. ORDINANCE DECLARING CERTAIN ITEMS AS SURPLUS PROPERTY Village Administrator Vitas said this item is being brought forward to the Committee of the Whole due to the large number of items that have accumulated and need to be disposed of. A listing of the items was labeled Exhibit A and attached to the proposed ordinance. MOTION made by Trustee Poynton, seconded by Trustee McAvoy, to recommend the Board of Trustees approve an ordinance authorizing the disposal of personal property owned by the Village of Lake Zurich as set forth in Exhibit A. AYES: 6 Trustees Branding, Callahan, Johnson, McAvoy, Poynton, and Taylor NAYS: 0 MOTION CARRIED FOLLOW-UP DISCUSSION ON STB/CN MITIGATION REPORT Village Administrator Vitas provided an update on the recent public hearing and action taken by staff to oppose the CN acquisition of EJ&E Railroad. Staff has had contact with the STB and their consultants, RHS, to discuss problems with the mitigation at the local level of government and within communities. Staff is in the process of finalizing that report. Each department will submit a report to him summarizing estimated costs and damages from the acquisition. Village Administrator Vitas said the TIF District would be bisected by the railroad. He estimated a 13- 15% reduction in value. If an under or overpass on Old McHenry Road is not built, staff would have to look at options to provide fire and ambulance service on the other side of the tracks and Committee of the Whole Minutes, September 22, 2008 2 may need to consider building another fire station. The cost to the Village of Lake Zurich will far exceed the $40 million that CN estimates will be the cost of the impact to all the communities, which is erroneous and misleading. Trustee Johnson reminded the citizens to send in their letters before the September 30 deadline and listed drop off locations. FOLLOW-UP DISCUSSION ON FORM-BASED CODES Mayor Tolomei provided an update on the meeting on form-based codes on Saturday, September 20. He said the presenters were Mahender Vasandani, an independent consultant, and Rob Goodill of Torti Gallas and Partners. Village Administrator Vitas said the meeting was well attended and beneficial. He said form- based codes will help move a cohesive plan forward and allow each block to be treated separately. There is a schedule, and he estimates it will take 60-90 days to review and adopt the form-based codes. Mayor Tolomei said rather than trying to address the downtown as a whole, selected blocks could be focused on and critical blocks moved forward more quickly to finalization. Training sessions should be open to the public and video taped. Village Planner Gadde said staff can add links to the Village web site that can provide information on form-based codes. OTHER BUSINESS: Trustee Branding asked Director Zochowski to provide a follow-up on his suggestion to hold a financial workshop. Director Zochowski explained the workshop or retreat format that can be used to develop strategic goals for the next five years and to establish or confirm the mission, values, and services the Village provides. Mayor Tolomei said it has probably been ten years since the board and staff attended a retreat. Village Administrator Vitas said it is a wonderful process than can be very helpful in planning the future. He and Director Zochowski will work as team to organize a retreat.
