APPROVED VILLAGE OF LAKE ZURICH PARK AND RECREATION ADVISORY BOARD OCTOBER 9, 2007 The meeting was called to order at 7:30 p.m. ROLL CALL: Present - Chairperson Maureen Degen, Board Members Phil Dlatt, Al Froehde, Mike Hilt, Kathy Kozlowski, and Teri Pytel (7:33). Excused – Spring Green. Staff present - Park and Recreation Director Perkins. APPROVAL OF MINUTES: August 14, 2007: A typographical error on page 3, the last paragraph under Other Business, needed to be corrected to read, $250,000 instead of $20,000. MOTION made by Kathy Kozlowski, seconded by Phil Dlatt, to approve the minutes of the August 14, 2007 Park Advisory Board as corrected. Voice vote, AYES have it. MOTION CARRIED. September 11, 2007: A typographical error on the motion on page 2 needed to be corrected to read Terri Pytel as the second. MOTION made by Mike Hilt, seconded by Al Froehde, to approve the minutes of the September 11, 2007 Park Advisory Board as corrected. Voice vote, AYES have it. MOTION CARRIED. PUBLIC APPEARANCES: John Steiger, 670 Red Bridge Road, lives south of the baseball diamond at Staples Park. He would prefer the path be moved to the other side and there be a buffer. He already has a problem with people walking through his yard and is concerned that the proposed location of the path would add to this problem. ITEMS FOR REVIEW/DISCUSSION/APPROVAL: Check Presentation from AHCF Walk-a-Thon – Gene Andrasco, Representative: AHCF Representative Gene Andrasco, Lake Zurich, said their walk-a-thon on September 23 was very successful and people enjoyed Paulus Park. As a token of their appreciation, he presented a check to Director Perkins and Chair Degen. Director Perkins said they were an excellent group to work with and thanked them for their donation. Park and Recreation Advisory Board Minutes, October 9, 2007 2 Check Presentation from LZACC – Taste of the Towns – 2007: LZACC – Taste of the Towns – Request for 2008 – Dale Perrin, Representative: Lake Zurich Area Chamber of Commerce (LZACC) Executive Director Dale Perrin, Lake Zurich, said their Taste of the Towns event in August was very successful with about 500 people attending. Event Chair Carol Coleman, Lake Zurich, said the park was beautiful and enjoyed by the participants. They presented a mock check to Director Perkins and Chair Degen for $1,400. (The original had been presented to the Board of Trustees on October 1.) Due to the success of the event, they would like to hold the Taste next year on August 24. Director Perkins said the LZACC paid $300 for the liquor license and the remainder of the fees was waived, but a contribution had been expected. He recommends the same arrangement for next year. MOTION made by Teri Pytel, seconded by Al Froehde, to recommend the Public Works Committee allow the LZACC to use Paulus Park for the Taste of the Towns event on August 24, 2008, from 10 a.m. to 9 p.m. Voice vote, all in favor. MOTION CARRIED. American Cancer Society – Relay for Life – Request for 2008 – Angie Hodera, Representative: Angie Hodera and Linda Lockmayer, Relay co-chairs, provided information about the Relay for Life events and presented highlights. Ms. Hodera said everyone loves Paulus Park, and its central location is very desirable. A Fun Facts sheet listed information about last year’s event. Kari Skluth, representative of the Lake County Region of the American Cancer Society, further addressed the purpose of the Relay. She said they proposed dates for 2008, which is June 20 through 22, are later this year due to the late close of the Wauconda High School year on June 12 or later due to school construction. Director Perkins said there would not be any conflicts with the park schedule. He said the fees have been waived in the past as the Village’s contribution to the American Cancer Society, but the Village is open to contributions. Chair Degen asked their committee to select earlier dates for 2009 and future years because of possible conflicts due to the beach season and the sprayground use. MOTION made by Mike Hilt, seconded by Kathy Kozlowski, to recommend the Public Works Committee allow the Relay for Life to use Paulus Park on June 20 through 22, 2008. Voice vote, all in favor. MOTION CARRIED. Park and Recreation Advisory Board Minutes, October 9, 2007 3 Oak Ridge Marsh Conservation Group – Judi Thode, Representative: Judi Thode, 52 Robertson Road, and Rob Neff, 1168 Thorndale Lane, provided an update about the progress their group is making to move forward on their plan for Oakwood Marsh restoration. They have prepared a brochure and have a web site. Mrs. Thode said they are actively seeking grants and would welcome help in finding and applying for them. Since it is helpful to be part of a foundation when applying for a grant, she is considering starting a private foundation to fund the Oak Ridge Marsh restoration. Mrs. Thode said they plan to begin restoration work very soon. She would like to use Tallgrass Restoration Company as a naturalist to aid them in their plans and in the restoration work. Al Froehde said planning is essential and agreed that a naturalist should be on board. He said a controlled burn is essential to combat the buckthorn. Chair Degen had concerns about establishing a private foundation with limitations. She would prefer a Friends of the Park type organization and did not want separate foundations for special purposes. Judi said she would not want her funds to go for playground equipment or other park uses and would like it to be used for natural areas only. Director Perkins thanked Judi and Rob for their hard work and contributions and said the foundation was a very generous offer. He received a quote from Tallgrass that would charge $3,900 per acre for manual clearing, $2,800 per acre for mechanical clearing, and $3,400 to clear the bird observatory. New Village Tree Ordinance: The new Tree Ordinance, prepared by the Tree Commission and adopted by the Board of Trustees on October 1, 2007, was briefly reviewed without comment. Staples Park OSLAD Grant Projects: Director Perkins reported that the park improvement bids were opened and the Public Works Committee concurred with staff and TD&A recommendation to select MM Burke. A brief update on the project was provided. Paulus Park OSLAD Grant Projects: Director Perkins said they are still waiting for ComEd to hook up the electricity for the sprayground and gave a brief update on the project. Bristol Trails Park OSLAD Grant Projects: The Village of Lake Zurich is invited to go to Springfield to present their proposal to the IDNR to try for an OSLAD grant. Park and Recreation Advisory Board Minutes, October 9, 2007 4 Beach Fees for 2008 and Breezewald Park Beach: Director Perkins said the free beach at Breezewald Park was very well attended. He recommends keeping it free for 2008 and revisiting the issue in 2009. Due to the failure to open the sprayground, Director Perkins is considering some discounts, “give-a-ways,” or other options. Phil Dlatt suggested the beach pass fee remain the same but include five free guest passes per family as a bonus but nothing for individuals pass holders. Director Perkins liked the idea but will also have some “give-a-ways” for the residents. OTHER ISSUES: Phil Dlatt said the Chili Cook-off was an excellent event and thanked staff for doing an excellent job.
