Borough of Lansdale Public Works Committee Minutes Meeting of February 7, 2024 Members Present Members Absent Rich DiGregorio, Councilman BJ Breish, Chairman Meg Currie Teoh, Councilwoman Jason Van Dame, Code Manager Greg Rapp, Superintendent WWTP Christopher Fazio, RV Engineers Minutes from the December 6, 2023 Public Works Committee meeting were approved by a vote of 2-0. o Committee Business Items 1. Projects 1.1. Ridge Street Outfall Replacement – The committee approved moving the amended proposal from RVE for construction management and inspection not to exceed $12,990.00 to full council for approval. They also recommended putting forth a motion to full council for approval to prepare bid specifications and advertise this project. 1.2. Cherry Street Outfall Replacement – Work is delayed until March due to material delay. 1.3 Norway Drive Storm Sewer Repair – Easements need to be signed by the residents of the five properties involved. Currently working on organizing a public meeting for the property owners involved to discuss the project and get the easements executed. 2. Public Works Update 2.1. Winter Maintenance – New plowing routes lead to successful handling of 1/19 storm. Mr. DiGregorio Suggested putting the plowing routes and schedule on the Borough website. 3. Other Business Items 3.1. Road Degradation Ordinance – This is an ongoing conversation and sample ordinances have been added to One Drive for committee review. This ordinance would outline roadway restoration requirements and fees. 3.2. Chamber of Commerce Banners -The committee voted to put forth a motion and resolution to full council for approval of installation of the banners. 4. WWTP Projects 4.1 UV Disinfection Upgrade Project – The committee voted to put forth a motion to approve Change Order #2 in The amount of $228,430.00. This change order is for the addition of nine (9) motor operated valve/gate actuators. 4.2 Neshaminy Streambank Restoration Project – The committee voted to put forth a motion to full council to approve the RVE proposal for engineering design, bidding, construction management and inspection services for this project not to exceed $121,660. The committee voted to put forth a motion for full council to approve a second proposal from RVE for grant writing and submission for the Montco 2040 Implementation, DCED Watershed Restoration and Protection Program, and the DCED Flood Mitigation Program not top exceed $13,135.00. 4.3 Pennbrook Pump Station Control Upgrade – Mr. Rapp discussed a proposal from Eastern Environmental Contractors to supply and install a new VFD Control System at the Pennbrook Pump Station in the amount of $491,220.00. Approval has been tabled until next month for further discussion. 5. WWTP Update – Mr. Rapp gave a brief PowerPoint presentation of the ongoing upgrade projects at the Wastewater Treatment Plant.  Borough of Lansdale Public Works Committee Minutes Meeting of February 7, 2024 Continued o Old Business – Mr. Van Dame gave a brief update on the East Main Street Streetscape Improvement Project. Motion will be coming from Administration & Finance Committee for approval to prepare and advertise this project. PennDOT wants to pave East Main Street so it is important we get this project underway. o Public Comment – A resident commented on the poor road conditions in the area of Edgemont Avenue and Poplar Street. He also questioned looking at the Snow Alert for Edgemont Avenue and the issues facing the residents with parking during a snow alert. This will be discussed at future meetings. There was also a question on who is responsible for fixing damaged curbing in front of a residence. He was informed it was homeowner responsibility. Meeting adjourned.
