Borough of Lansdale Public Works Committee Minutes Meeting of March 6, 2024 Members Present Members Absent BJ Breish, Chairman Rich DiGregorio, Councilman Rachel Bollens, Councilwoman Jason Van Dame, Code Manager Greg Rapp, WWTP Superintendent Christopher Fazio, RV Engineers Minutes from the February 7, 2024 Public Works Committee meeting were approved by a vote of 3-1. 1. Public Works Action Items 1.1. Wissahickon Clean Water Partnership – The committee voted to adopt a resolution to support the formation of Municipal Consortium to implement the WQIP. The Borough has been part of this since its inception and the partnership is now ready to move into the project phase. To do so it will be necessary to create a consortium of the municipalities and treatment plants involved. Entry into the municipal Consortium does not commit the Borough to financial obligations. Financial obligations related to the Municipal Consortium would be approved on as needed basis. The motion and resolution will be forwarded to full council for approval. 2. WWTP Action Items 2.1. Ridge Street Pump Station Control & Generator Upgrade Project – The committee voted to put forth a motion to full Council for approval of Change Order #2 for Time Extension until 4/1/24. There is no cost associated with this change order. 2.2. Pennbrook Pump Station Pump Control Upgrade Project – The committee voted to put forth a motion to full council for the Borough Manager to accept the proposal from Eastern Environmental Contractors Proposal or the supply and installation of One (1) New VFD Control System at Pennbrook Pump Station. This purchase is through the Pennsylvania Costars Purchasing Program which helps reduce bidding, engineering, and advertising costs. 3. Public Comment – Mr. Martin Cohen, a resident of Towamencin Township discussed State Senate Bill 597 and its impact on Municipal and Municipal Authorities. A copy of this information is attached. 4. Public Works Update 4.1. Ridge Street Outfall Replacement Project – RVE is preparing this project to go out for bid. 4.2. Cherry Street Outfall Replacement Project – Project has been delayed until this month due to material delay. 4.3. Norway Drive Storm Sewer Repair – A meeting has been scheduled for March 7th at 6:30 p.m. to discuss the project with the effected residents and to discuss the acquirement of the easements. RVE will be in attendance to assist with residents’ questions and provide an overview of the project. 4.4. Mr. Nice of the Public Works Department stated they have started street sweeping again and would also be inspecting Storm sewer inlets for cleaning and repair. Focusing on inlets that are on streets with upcoming scheduled projects. WWTP Update 5.1. Whites Road Pump Station Upgrade – We received payment #1 in the amount of $65,222.10 and Mr. Rapp gave a quick update on construction including finding black mold in the attic. They are working on getting a proposal to take of this issue. Since the project is coming in under budget, this proposal should not affect the overall cost of the project. 5.2. UV Disinfection System Upgrade Project – We received payment request #14 in the amount of $19,776.40. 6. Other Business Items 6.1. Road Degradation Ordinance – The committee approved RV Engineers to review the sample ordinances received and draft an ordinance for Lansdale Borough. 7. Old Business – Mr. Breish questioned putting a pilot program in place for street sweeping notification with using social media or a similar notification that used for snow alerts. Mr. Dickerson stated the Borough was looking into a new notification system for alerting residents of late electric or sewer bills which could possibly be used for street sweeping notifications.
