Borough of Lansdale Public Works Committee Minutes Meeting of April 3, 2024 Members Present Members Absent BJ Breish, Chairman Rich DiGregorio, Councilman (arrived late) Rachel Bollens, Councilwoman Greg Rapp, WWTP Superintendent Jason Van Dame, Code Manager Tyler Williams, RV Engineers Mark Bickerton, Pennoni Associates Minutes from the March 6th Public Works Committee were approved by a vote of 3-0. 1. Public Works Action Items 1.1. East Main Street Streetscape Project - The committee voted to put forth a motion to full Council to award the contract to Scott Contractors, Inc. in the amount of $3,199,280.75. Tyler also presented two proposals for inspection services for this project. The committee recommended putting forth a motion to accept one of the inspection services’ proposals. pending determination of the full-time or part time requirement. 2. WWTP Action Items 2.1. Chemical Feed Automation Project - Change order #3 is for granting a time extension that allows a substantial completion date of June 12, 2024, and a final completion date to July 12, 2024. There are no costs associated with change order #3. The committee voted to put forth a motion to full council for approval. 2.2. Whites Road Pumps Station Upgrade Project – The committee voted to post-approve the Environmental Engineering and Management Associates proposal in the amount $7,500.00. This proposal is for the additional engineering services that are associated with mold remediation; the mold was discovered during upgrade. The costs associated with the proposal will be covered by the Merck Increase in Capacity Agreement. They also voted to approve Change Order #2 in the amount of $88,765.00 for the work associated with remediation of the mold and the repair of the areas impacted by the conditions. The costs associated with the proposal will be covered by the Merck Increase in Capacity Agreement. Both items will be sent to full council for their approval. 3. Public Comment – Resident asked for a brief overview of East Main Streetscape Project. 4. Public Works Update 3.1. Ridge Street Outfall Replacement Project – This project is currently out for bid with bids being due on 4/25/24. 3.2. Cherry Street Outfall Replacement Project – Reamstown will begin mobilizing on April 15th. 3.3. Norway Drive Storm Sewer Repair – Project is currently out for bid with bids being due 4/10/24 and the committee voted to put forth a motion to full council to award this contract pending engineer recommendation within budgeted scope. Twenty-five replacement trees were included in the bid specifications for this project. 5. WWTP Update 4.1. Aeration Upgrade Project – Mr. Rapp confirmed the LSA grant may be used for the match requirement of the H20 grant. Project scheduled to be going out to be bid on Monday. 4.2. Ridge Street Pump Station Electrical Upgrades – Payment #2 in the amount of $27,740.00 was made to the contractor. WWTP Chemical Feed Upgrades – Payment #2 in the amount of $8,550.00 was made to the contractor. 4.4. Mr. Rapp gave a short update on process changes and projects. Will be putting out an RFP for hydraulics shortly. He also mentioned this was the fourth wettest March on record. 6. Other Business Items 5.1. Road Degradation Ordinance - RV Engineers are working on a draft ordinance. 7. Public Comment – Mr. Lee commented on the condition of the alleyways in the Wedgewood/Andover development. Discussed this matter with the Mayor and made several comments on ideas to cut back on traffic in the alleys with trash tracks and local residential traffic.
