Borough of Lansdale Public Works Committee Minutes Meeting of June 5, 2024 Members Present Members Absent BJ Breish, Chairman Rich DiGregorio, Councilman Rachel Bowens, Councilwoman Greg Rapp, WWTP Superintendent Troy Spayd, Director of Public Works Jason Van Dame, Code Manager Christopher Fazio, RV Engineers Minutes from the May 1, 2024 Public Works Committee Meeting were approved by a vote of 3-0. 1. Public Works - Mr. Breish welcomed Troy Spayd as the new Public Works Director. 2. WWTP Action Items 2.1. Franklin Street Pump Station Upgrade – The committee voted to put forth a motion to full council for approval of the Dutchland LLC Consulting and Design Services Proposal in the amount of $52,430.00. 2.2. East Main Street Sanitary Sewer Repair -The committee voted to put forth motions to full council for approval of change Order #3 (time extension) and approval of Payment #3 (final) in the amount of $62,808.18. Greg presented a Maintenance Agreement from Wexcon, Inc. to establish a maintenance account to pay for any cleaning or maintenance of the sanitary sewer main in the amount of $5000. The committed voted to put forth a motion to full council to authorize the Borough Manager enter into this agreement 3. Public Works Update 3.1. East Main Streetscape Project – Preconstruction meeting was held on 5/23. Notice to proceed will be issued for 6/24. A walk-through of the project will take place prior to the start of the contract. They plan to start at Memorial Park. Public Works crews are updating the catch basins along the project area. 3.2. Cherry Street Outfall Replacement Project – Waiting for certified payroll reports to process payment #1. Contractor is completing punch list items. Final payment and a balancing change order should be on next month’s agenda for approval. 3.3. Norway Drive Storm Sewer Repair- Construction is in process and the contractor is working on tree removal. Several large trees were able to be saved due to low impact to the proposed grading on site. Mr. Breish suggested some additional pedestrian crossing sign be installed in this area and maybe some temporary fencing around construction materials. 3.4. Ridge Street Outfall Replacement Project -RVE is in the process of acquiring the executed contracts. A preconstruction has been scheduled for June 10th at 2:00 p.m. 4. WWTP Update 4.1. Chemical Feed Automation Project - Payment #4 in the amount of $275,410.44 was paid to the contractor. Mr. Rapp told the committee they starting using this system this week. 4.2. Whites Road Pump Station Upgrades – Payment #17 in the amount of $78,351.49 was paid to the contractor. This project Should be completed in the next two to three weeks. 4.3. Ridge Street Pump Station Electrical Upgrades – Payment #3 in the amount of $7,600 was paid to the contractor and the SCADA hardware and implementation in the amount of $55,000.00 has begun. 4.4. Blower & Aeration Upgrade Update – Bids are due shortly. Mr. Rapp is hoping to have a letter of recommendation for award at the July meeting. Once staff is finished, it will be passed on to North Penn Water Authority for review since we work closely with them. 7. Old Business – N/A 8. New Business – N/A 9. Public Comment – Mr. Morgan questioned if the residents will be notified in writing of the upcoming East Min Streetscape Project. Mr. Van Dame stated that the engineer is currently working on a letter of notification to the residents along the project area and should be going out shortly. Mr. Morgan also asked about a Borough contact during construction. Mr. Van Dame stated Rick DeLong our inspector would be the point of contact for the duration of the project. Mrs. Morgan asked if permits would be required for the residents along Main Street to connect their downspouts to the storm sewer. Mr. Van Dame stated none would be required. Mrs. Morgan also questioned if there were going to be any safety measures for traffic control during construction and Mr. Van Dame stated these measures were included in the bid specifications and the contractor would be implementing them.
