Lapeer Optimist Club Beer Tent Resolution. SUGGESTED MOTION: Adopt Resolution #2026-07 to authorize the Lapeer Optimist Club to use Annrook Park and Horton St. parking to operate their beer tent during Lapeer Days on Friday, August 21, 2026, through Sunday, August 23, 2026. 2. Second Reading – Ordinance Amendment – Chapter 7 Zoning. SUGGESTED MOTION: Adopt Ordinance 2026-05, on second reading amending Chapter 7, Article 7.02.02 (a)(43) to rezone 822 West Street (L21-33-306-040-00) from OS-1 Office Service to B-2 General Business, of the General Ordinances of the City of Lapeer. SUGGESTED MOTION: Approve the order and purchase of one (1) 2027 Ford F-600 4x4 from Milnes Ford of Lapeer in the amount of $61,516.00 and the required vehicle upfitting from Viking Cives- Great Lakes (Battle Creek) in the amount of $138,759.64, for a total project cost of $200,275.64. 4. Capital Improvement Project – Project #10470 – Police Vehicles. SUGGESTED MOTION: Approve the order and purchase of two (2) 2026 Chevrolet Tahoe 4WD with the police package from Berger Chevrolet Inc. in the amount of $109,390.00. 5. Capital Improvement Project – Project #22973 – Tractor Loader. SUGGESTED MOTION: Approve the order and purchase of a Kubota MX4900 loader tractor from Flint New Holland in the amount of $54,415.42. 6. Capital Improvement Project – Project #22904 – Zero Turn Mower. SUGGESTED MOTION: Approve the order and purchase of a Kubota ZD1200-3-60 Zero turn mower from Flint New Holland in the amount of $18,484.72. 7. Capital Improvement Project – Project #23004 –Traffic Signal Maintenance. SUGGESTED MOTION: Approve the purchase of two (2) EVO radar traffic detection kits from Carrier & Gable in the amount of $68,226 and approve the accompanying budget amendment, as presented. 8. Capital Improvement Project – Project #23053 – Parks and Recreation Master Plan Update. SUGGESTED MOTION: Approve the proposal from Wade Trim to update the City of Lapeer Parks and Recreation Master Plan for a price not to exceed $7,000, and authorize the Director of Parks, Recreation & Cemetery to sign the necessary documents. SUGGESTED MOTION: Enter into Closed Session at the conclusion of the regular meeting to discuss a written legal opinion, as permitted under Section 8(h) of the Open Meetings Act (MCL 15.268(h)). 2. Lapeer Neighborhoods, Inc.– James Mikus Reappointment – 2-year term to expire August 1, 2028. ii. Planning Commission – Douglas Roberts Reappointment – 3-year term to expire August 1, 2029. b.
