CALLTOORDER/ROLLCALL Meeting convened at 6:17 p.m. Members Present: Becki Burman Chair Ron Mavrich Vice-Chair David Milam Sandy Novick Secretary Members Absent: Jean Allais Health Officer There was a quorum present at all times. Staff Present: Mary Murrieta Environmental Health Specialist Kathy Wickersham Administrative Assistant City Council Liaison: Dee Mickelson 2. APPROVAL OF AGENDA AND MINUTES 2-A. Agenda: No changes to the agenda MOTION BY NOVICK, second by Mavrich to approve the Agenda. Aye:4 Nay: 0 Motion carried. 2-B. Approval of Minutes: No changes MOTION BY MILAM, second by Mavrich to approve the Thursday, August 26, 2010 Board of Health Meeting Minutes. Aye: 3 (Bumian, Mavrich, Milam; Novick abstained) Nay: 0 Motion carried. 3. NEW BUSINESS No items 4. OLD BUSINESS 4A. - Review of Policy and Procedures-Draft, pages 412 a. Procedure for Critical Violation Follow Up form: (page 5) i. lnitem#4,changethewordingfrom -clarificatioriandmayschedule a follow-up visit Laramie Board of Health September 16, 2010 Page 1 of 3 Change wording to-...clarification, then inspector may inspect at another time. Next routine follow up inspection i. Inspection follow up form is filled out by the establishment ii. Inspector calls to see if the violation(s) is corrected iii. Inspector may or may not re-inspect b. Procedure for a Re-inspection/Follow Up: (page 4) i. Re-inspections are full inspections, not just a check on the previous violations c. Procedure for Risk Control Plan: (page 5) i. In item #2, add the wording-is being implemented and enforced. ii. Take out example in item #3 iii. In item #4, change the wording to: Once compliance is observed, inspections may occur every 6 months. d. Procedure for Summary Suspension: (page 6) i. In item #3e, replace the word eliminated with resolved. ii. Delete item #7, it is a duplicate of item #8 (page 7) iii. In item #9, remove the duplication of the words - of an (page 7) iv. Remove the underlining from item #9 (page 7) - According to Wyoming Statute 35-7-121 (f), only a registered environmental health specialist or a registered food safety specialist shall be authorized to recommend the summary suspension or an establishment license. e. Procedure for revocation of license: (page 8) i. In item #2d - what is the legal avenue to gain access if access is refused - The Board asked what the legal course of action would be? Should this be listed under Summary Suspension or Revocation of License? ii. Item #4 - Who is legally able to make the final decision? Jerry will check the ordinance and verify if this is the duty of the Health Officer or someone else. f. Procedure: The newly hired environmental health specialist will complete the Following: (page 8) i. Reference Standard 2 regarding training but don't specifically name class. Add wording "The training and standardization process to achieve the required level of competency - see u.s. FDA Standard II ii. Delete item #1 to include Mid Series Exam (30) MIC16 (page 8) iii. Delete procedure #4 (page 9) iv. Delete items a.-c. in procedure #7 on (page 9) g. Food-borne illness investigation procedure: i. Item #'l add the word Health to the end of Albany County Public ii. Remove the word "a" before local food establishments iii. Remove the word "ill" before the word citizens h. Policy: The City of Laramie will establish an inspection interval of at least once every six months. The Environmental Health Specialist may increase the interval... (page 10) i. Board requested that the critical violations and non-critical violations be explained in more detail 5. MISCELLANEOUS BUSINESS 5-A.-Murrieta's ServSafe Training a. Murrieta attend a one day training in Boulder, Colorado on September 9, 2010 i. Joseph SelT, the ServSafe instructor, may be able to provide this training to local establishments ii. The license is good for 5 years iii. Murrieta can take the re-certification test when the license expires, but Self recommended taking the training and test again 6.
