Requests from person with disabilities must be made to the Community Development Department 48 hours in advance of the meeting. 1. CALL TO ORDER/ROLL CALL Meeting convened at 6:15 PM Members present: Jean Allais, Becce Ford, David Milam (Chair), Aaron Taff, Beth Young Members absent: None There was a quorum present at all times. Staff Present: Mary Murrieta, Kathleen Wickersham City Council Liaison: Lee Kempert (absent) 2. APPROVAL OF AGENDA AND MINUTES 2-A. AGENDA: Changes and Approval of Agenda for May 15, 2014 meeting. Agenda was approved as written. 2-B. MINUTES: Thursday, April 17, 2014, Board of Health Minutes MOTION BY YOUNG, second by Ford, to approve the Minutes from the April 17, 2014 Board of Health meeting as written. Aye: 5 Nay: 0 Motion carried. 3. DISCLOSURES None 4. BUSINESS NEW BUSINESS 4-A. Farmer’s Market The Downtown Farmer’s Market will begin on Friday, July 4, 2014. Murrieta was unsure of the start date for the Farmer’s Market in Undine Park. Murrieta shared information with the Board, regarding updates to the Cottage Food Rules. “Home processed foods (cottage food businesses): Foods that are not potentially hazardous (see list below) are allowed to be made in home kitchens and can be sold from the private home, farmers’ markets, roadside stands, and at functions. These foods must be sold directly from the producer to the final consumer. No vendor can sell foods produced by another person in a home kitchen. Cottage food businesses are exempt from licensing and inspections. Also, these products are not considered an approved source and cannot be used or sold in a licensed establishment. Laramie Board of Health May 15, 2014 Page 1 of 3 Acceptable Home Processed Food Products:  Nuts and nut mixtures  Candies  Popcorn and popcorn balls  Vinegar and flavored vinegar  Cereals, trail mixes and granola  Honey and flavored honey (whipped or creamed is not allowed)  Dried Fruits  Dry herbs and seasoning mixes  Baked goods that: o Are not potentially hazardous o Do not contain frostings with cream, uncooked eggs, custard, meringue or cream cheese or garnishes, fillings or frostings with low sugar content o Do not require time or temperature controls for food safety. This information is available on the Wyoming Department of Agriculture website under Food Safety Requirements for Farmers’ Markets and Local Producers/Processors in Wyoming. A copy of the Food Safety Requirements for Farmers’ Markets and Local Producers/Processors in Wyoming was provided to each vendor of the downtown Farmer’s Market in their packet. 4-B. Review of Inspections i. April 11, 2014 – May 8, 2014 Food Establishments ii. 2014 Tattoo Establishments iii. 2014 Semi-Annual Pool s & Spas The Board reviewed and discussed the establishments on the monthly inspection reports. Murrieta answered questions and provided information on various establishments. 4-C. Bylaws A copy of the Board of Health document entitled “Rules and Regulations of City of Laramie Board of Health, Revised January 2003” was provided to each Board member. MOTION BY MILAM, second by Young, to table a review, discussion and edits of the Bylaws until fall of 2014. Aye: 5 Nay: 0 Motion carried. OLD BUSINESS 4-D. New Great Wall – Update New Great Wall is still in business. Business hours throughout the week seem to vary. Murrieta will complete an inspection. The Risk Control Plan is up for the six (6) month review. New Great Wall will be placed back on to the customary inspection rotation schedule. 5.
