City Council Regular Meeting Minutes Monday, October 18, 2021 at 7:30 PM Remote Meeting via Zoom In accordance with Emergency Orders issued by local officials, and State of Michigan legislation, which allows for electronic meetings of public bodies, notice is hereby given that the City of Lathrup’s City Council will be meeting electronically using www.Zoom.us for videoconference and public access. 1. Roll Call Present: Mayor Pro Tem Bruce Kantor Council members: Ian Ferguson (Lathrup Village), Saleem Siddiqi (Lathrup Village), Dawn Medley (New York), Excused: Mayor Mykale Garrett Present: City Administrator, Dr. Sheryl L. Mitchell Theriot, Assist. City Administrator/Treasurer, Pamela Bratschi, City Attorney, Scott Baker, Director, Community and Economic Development/DDA, Susie Stec and Government Operations Assistant, Kelda London Motion by council member Ferguson and seconded by Council member Medley to excuse Mayor Garrett All City Council members announced their location City, County and State. 2. Pledge of Allegiance 3. Approval of Agenda Motion by Mayor Pro Tem Kantor to amend the agenda by tabling the following action items and moving them it the special meeting scheduled for Thursday October 28, 2021. Motion seconded by Council member Siddiqi to approve the agenda with changes. A. Consideration Resolutions on Cannabis - Scoring, Application Process B. Resolution Establishing Cannabis application and scoring criteria C. Presentations Mayor Pro Tem Kantor offered the city’s condolences to Mayor Garrett. Also took a moment of silence to honor her loss. 5. Consent Agenda All items listed under “Consent Agenda” are considered to be routine and non-controversial by the City Council and will be approved by one motion. There will be no separate discussion. If a discussion is desired, that item(s) will be removed from the consent agenda and discussed separately immediately after consent agenda approval in its normal sequence on the regular agenda. A. Public Comments for Items on the Agenda None 9. Action Requests - For Consideration / Approval D. Staff Reorganization - Creation of Director, Building Department Position Dr. Sheryl Theriot gave a brief explanation of the staff reorganization explaining that the duties of the Building Director will be code enforcer along with the some of the previous duties of the Director of Recreation. Council member Ferguson made a motion to approve the staff reorganization as presented. Motion seconded by Council member Siddiqi. Yes: Ferguson, Medley, Kantor, Siddiqi No: None Motion carried E. Council to Elect Members to the MML Liability & Property Pool Board of Directors Dr. Sheryl Theriot listed the current nominees for the to be approved for the MML Liability & Property Pool Board of Directors. Council member Ferguson made a motion to affirm the nominations as presented. Motion was seconded by Council member Siddiqi. Yes: Ferguson, Medley, Kantor, Siddiqi No: None Motion carried F. Close City Hall Offices on Election Day - Tuesday, November 2, 2021 27400 Southfield Rd | Southfield, MI 48076 | 248.557.2600 | www.lathrupvillage.org  Dr. Sheryl Theriot explained that due to Covid – 19 concerns closing the office will minimize the number of people in the building and limit the exposer risk. Council member Medley made motion to close City Hall on November 2nd to traffic that does not pertain to the election. Motion seconded by Council member Ferguson Yes: Ferguson, Medley, Kantor, Siddiqi No: None Motion carried G. Close City Hall Offices on Friday, December 17, 2021 from 12noon to 4:30pm – Employee Appreciation and Holiday Celebration. Dr. Sheryl Theriot explained that this is an annual tradition to close City Hall for staff appreciation and holiday celebration. Council member Ferguson made a motion to close City Hall Friday December 17 , 2021. Motion was seconded by Council member Siddiqi. Yes: Ferguson, Medley, Kantor, Siddiqi No: None Motion carried 10. City Administrator Report Dr. Sheryl Theriot highlighted the Michigan Enhancement Grant from the MEDC. The website has been up dated with a soft launch, and also the introduction of the new interactive directory on the website. 11. Reports of Boards, Commissions, and Committees Reported the next infrastructure Committee meeting is scheduled for November 4th @7:00 pm to review the upcoming construction season. 12. Mayor and Council Comments Council member Ferguson reported on the success of the Bike & BBQ event. He thanked Cori and all of the participants.
