City Council Study Session Minutes Monday, October 18, 2021 at 7:00 PM Remote Meeting via Zoom In accordance with Emergency Orders issued by local officials, and State of Michigan legislation, which allows for electronic meetings of public bodies, notice is hereby given that the City of Lathrup’s City Council will be meeting electronically using www.Zoom.us for videoconference and public access. 1. Call to Order by Mayor Pro TemKantor (in accordance with PA 254 of 2020, the members should identify their physical location by stating the county, city, township, or village and state from which he or she is attending the meeting remotely). Meeting was called to order by Mayor Pro Tem Kantor at 7:07 p.m. Present: Mayor Pro Tem Bruce Kantor Council members present: Ian Ferguson, Dawn Medley and Saleem Siddiqi Mayor Garrett – Excused All City Council members announced that they are in Lathrup Village, Michigan – Oakland County. Bruce Kantor is located in Las Vegas, NV – Clark County. Dawn Medley is located in Setauket, NY – Suffolk County. Present: City Administrator, Dr. Sheryl L. Mitchell Theriot, City Administrator/Treasurer, Pamela Bratschi, City Attorney, Scott Baker, Police Chief, Scott McKee, Director, Community and Economic Development/DDA, Susie Stec, Government Services, Kelda London and City Clerk, Yvette Talley 2. Discussion Items A. Cannabis – Scoring/Application Process B. Resolution Establishing Cannabis application period C. Resolution Establishing Cannabis application and scoring criteria Discussion: Side street parking - there have been conversations with road commission, planners and city engineers and discussed design standards with approval from Oakland County. Discussion of what the total allowable points could be. Scott Baker stated he will have a draft of the Cannabis – Scoring/Application process for October 28 City Council meeting. Discussion of the Capital Improvement Plan survey findings(34 people) were split between parks recreation and infrastructure. D. Staff Re-organization – Director, Building Department – Discussion Dr. Sheryl Mitchell Theriot gave an overview and answered specific questions. Due to the resignation of the Recreation Manager, there will be reorganization that will split job duties with Cori Dahl will take on the responsibilities for special events. Rami Sweidan will take on the responsibilities for maintenance of building & grounds and will continue to do code enforcement as well. There are upcoming meetings scheduled with the City of Southfield Recreation and SMART as to how transportation can be provided to various programs. Creating promotional opportunities helps keep the talent that we have invested in. E. Indigenous Peoples Day – Observance 2nd Monday in October Dr. Sheryl Mitchell Theriot gave an overview and answered specific questions. Discussion of Indigenous Peoples Day if it should be a city holiday. Dr. Mitchell Theriot will do a survey on how we compare to other municipalities. 3. Mayor and Council Comments Council member Ferguson stated – low lying area on Red River there is pool of water. Will ask City Engineer to take a look at it to get it resolved. Questions regarding San Rosa plan for leaf clean-up and other services. San Rosa & Wiltshire will be repaved next summer. Temporary asphalt will be put down in the interim. Mayor Pro Tem Kantor – raising curb westbound entrance off 696/11Mile. Culvert assessing throughout the city – City Engineer will take the lead on this matter. Code enforcement should check on residents filling in culverts – following through with citations or permits. Discussion of a Police Department holding cell. 4.
