City Council Special Meeting Meeting Minutes Monday, November 1, 2021 at 6:00 PM 27400 Southfield Road, Lathrup Village, Michigan 48076 In accordance with Emergency Orders issued local officials, and State of Michigan legislation, which allows for electronic meetings of public bodies, notice is hereby given that the City of Lathrup’s City Council will be meeting in person and electronically using www.Zoom.us for videoconference and public access. 1. Call to Order by Mayor Pro Tem Kantor (in accordance with PA 254 of 2020, the members should identify their physical location by stating the county, city, township, or village and state from which he or she is attending the meeting remotely). Mary Pro Tem Kantor called the Special City Council meeting to order at 6:00 p.m. 2. Roll Call Present: Mayor Pro Tem Bruce Kantor Council members Present: Ian Ferguson, Dawn Medley and Saleem Siddiqi All City Council members announced they are in Lathrup Village, Michigan – Oakland County except Council member Dawn Medley located in Setauket, NY-Suffolk County Present: City Administrator, Dr. Sheryl L. Mitchell Theriot, Asst. City Administrator/Treasurer, Pamela Bratschi, City Attorney, Scott Baker, Police Chief, Scott McKee, Director, Community and Economic Development/DDA, Susie Stec, Government Services, Kelda London and City Clerk, Yvette Talley Others Present: Ashley Frase and Alicia Watkins from Plante Moran 3. Pledge of Allegiance 4. Approval of Agenda Motion by Council member Siddiqi, seconded by Council member Ferguson to approve the Agenda. Yes: Ferguson, Kantor, Medley, Siddiqi No: None Motion carried. 27400 Southfield Rd | Southfield, MI 48076 | 248.557.2600 | www.lathrupvillage.org CITY OF LATHRUP VILLAGE SPECIAL CITY COUNCIL MEETING NOVEMBER 1, 2021 Motion to Excuse Mayor Garrett Motion by Council member Ferguson, seconded by Council member Siddiqi to excuse Mayor Kelly Garrett from this meeting. Ayes: Ferguson, Kantor, Medley, Siddiqi No: None Motion carried. 5. Public Comments for Items on the Agenda (Speakers are limited to 3 minutes) Howard Luckoff from New Standard – He has concerns about the scoring criteria. Lawrence Levy – has been a business owner in Lathrup Village for 20 years stated there should be scoring criteria for commercial and residential property owners. Martha Moore, 28050 Red River Dr. N. – Why is the Cannabis issue being rushed? She’s opposed to Cannabis in Lathrup Village. 6. Action Requests - For Consideration / Approval A. Acceptance of Fiscal Year 2020/2021 Audit Ashley Frase and Alicia Watkins – Plante Moran gave an overview and answered specific questions. Motion by Council member Siddiqi, seconded by Council member Medley to accept the Fiscal Year 2020-2021 Audit as presented by Plante Moran. Ayes: Ferguson, Kantor, Medley, Siddiqi Nays: None Motion carried. B. Resolution Establishing Cannabis Application and Scoring Criteria Scott Baker, City Attorney gave an overview and answered specific questions. Discussed requirements for the scoring criteria. 27400 Southfield Rd | Southfield, MI 48076 | 248.557.2600 | www.lathrupvillage.org CITY OF LATHRUP VILLAGE SPECIAL CITY COUNCIL MEETING NOVEMBER 1, 2021 Council member Medley discussed side street parking lots, creating parking for another business why so many points for parking. Scott Baker said parking and the lack there of is a huge need for the city. Can we consider giving the same benefit to residents and commercial businesses. Add verbiage to say 25% of business owners has a primary and/or own property in Lathrup Village. Council member Siddiqi asked about community benefits or partial points. There will be no partial points. Compliance will be done by a special land use component and conditions will be put into the agreement. Mayor Pro Tem stated award women and minority owned businesses - the State of Michigan’s certification will certify 51% we will award the points based on the State of Michigan’s certification. Discussed the process and conceptual timeline. Motion by Council member Medley, seconded by Council member Ferguson to accept establishing Cannabis application and scoring criteria with changes . Ayes: Ferguson, Kantor, Medley, Siddiqi Nays: None Motion carried. C. Resolution Establishing the Initial Cannabis Business License Application Period Scott Baker – City Attorney gave an overview and answered specific questions. Proposing a 30-day application period January 3, 2022 – February 1, 2022. Motion by Council member Siddiqi, seconded by Council member Ferguson to accept establishing initial cannabis business license application period. Ayes: Ferguson, Kantor, Medley, Siddiqi Nays: None Motion carried. 7. Mayor and Council Comments Council member Ferguson discussed a blighted home that had an occupant so he contacted Southfield code enforcement. The owner repaired the home and the Lathrup Village resident is pleased. He thanked the Jill Bahm – Giffels staff for her assistance over the years. Dawn Medley stated the cannabis process was not rushed. There have been a lot of hard work and thought put into the process and keeping the best interest of the city first. Thanked everyone who participated in the process. Tomorrow is Election Day polls open at 7:00 a.m. – 8:00 p.m. Mayor Pro Tem Kantor – trash truck was in the middle of the street and blocked in a resident. They should stay on one side of the street. 9. Adjourn- 7:58 p.m. Motion by Council member Siddiqi, seconded by Council member Ferguson to adjourn this meeting.
