1. Call to Order at 8:09pm by Mayor Garrett
2. Roll Call

4. Approval of Agenda
Motion by Kantor to remove action item E from the agenda seconded by Council member
Miller.
Motion by Mayor Pro Tem Kantor to add Public Comments to the agenda motion
seconded by Kenez. Motion by Mayor Pro Tem Kantor to approved the agenda as
amended. Motion seconded by Council member Miller.
Yes: Jennings, Kantor, Kenez, Miller, Garrett
No: None
Motion carried.

6. Consent Agenda
All items listed under “Consent Agenda” are considered to be routine and non-controversial by the City
Council and will be approved by one motion. There will be no separate discussion. If a discussion is desired,
that item(s) will be removed from the consent agenda and discussed separately immediately after consent

8. Public Hearings
Public Hearing - Special Assessments Roll No. 2021-01
Interim Administrator Bratschi gave a brief explanation of the special assessment for
delinquent water bills to be put on the tax roll. Residents have until February 28, 2022 to
pay off past due amounts.
Motion by Council member Jennings to approve the special assessment roll for 2021-01
and adopt the attached resolution. Motion seconded by Mayor Pro Tem Kantor.

9. Action Requests - For Consideration /Approval
A. Special Assessments - Roll No. 2021 -01
Motion by Council member Jennings to approve the special assessment roll for 2021-01
and adopt the attached resolution. Motion seconded by Mayor Pro Tem Kantor.

B. Consideration of Approval - Road Recommendations
Motion by Council member Jennings and seconded by Mayor Pro Tem Kantor to adopt
the proposed road recommendations.

No: Miller, Kenez
Motion carried.
C. City Administrator Search Firm
Motion by Mayor Pro Tem Kantor to approve the $19,000 executive search package from
the Michigan Municipal League, motion seconded by Council member Jennings.
Yes: Garrett, Jennings, Kantor, Kenez,
No: Miller
Motion carried.
D. 19600 Forest Drive (“House in the Woods”)
Motion by Council member Miller to list the property $190,000, motion seconded by
Mayor Pro Tem Kantor.
Yes: Jennings, Kantor, Kenez, Miller, Garrett
No: None

E. COVID-19 Protocols
Council directed staff to implement a mask mandate for all visitors to City Hall. Staff will
also amend the current Covid-19 protocols policy at a later date.
F. Proclaimation - James Smyth
Council members expressed deepest condolences to the family of James Smyth in his
passing. Mayor Garrett presented this proclaimation to the family of Mr. Symth.
G. Resolution Lathrup School
Council member Miller made a motion to table the resolution for Lathrup School.
Motion was seconded by Council member Jennings.

9. City Administrator Report
Interim Administrator updated council on the City Clerk position. There have been
interviews and staff did extend a conditional offer. There has been a new door locking
system installed. Free onsite Covid-19 testing on January 29th and 30th.
10. City Attorney Report
Attorney Baker suggested that Council schedule a meeting to discuss the draft ordinance
for cannabis.
11. Reports of Boards, Commissions, and Committees
Council member Miller reported that she did have a conversation with the SOCWA
Attorney regarding the water loss issue.

Elaine Mantinan- Road recommendations
14. Mayor and Council Comments
Mayor Pro Tem Kantor addressed the toxic environment among council and staff.
Council member Jennings attended the Michigan Municipal League Newly Elected Official
Training and highly suggested that all new council members consider the training to
eliminate some of the disruption between council and staff. Council member Jennings
also expressed concern that all council members be fully involved in the council meeting
by making and seconding motions.

Council member Miller moved to adjourn the meeting.
