City Council Study Session Minutes Monday, January 24, 2022 at 5:30 PM 27400 Southfield Road, Lathrup Village, Michigan 48076 1. Call to Order by Mayor Garrett 2. Discussion Items A. Agenda Action Items Interim Administrator Stec stated that is this item is listed because there are items on the on tonight’s regular council agenda that are not listed on the study session agenda if Council wanted to discuss any of these items in the Study Session before the regular meeting. B. Infrastructure Study Group - Road Recommendations Mayor Pro Tem explained that the road recommendations for 2021 and 2022 have been approved. At this meeting Council has been presented with the recommendations for 2023 and some updates to 2022. Public comments were made by; Jo Robinson Infrastructure Committee Member Nicki Morton Lathrup Village Resident, Blake Griffin, Infrastructure Committee Member Elaine Mantinan, Lathrup Village resident, Jason Hammond Lathrup Village resident. C. Snow Plow Routes Snow plow routes were included in the packet for Council information. Highlighting priority and which streets are salted. It was noted that when Oakland County Road Commission plows Southfield Rd. Lathrup Village DPS staff has already plowed Lathrup Village streets so DPS has to go back and clear the intersections. D. Updated Generator Quote Interim Administrator McKee presented Council with an update on the generator proposal from Eckler Electric. Based on supply and cost of material the current cost is $178,502.00. Staff will continue to solicit quotes and other information. E. City Administrator Search Firms Council has been presented with 3 options for City Administrator search. Michigan Municipal League, GovHR and Baker Tilley. The prices range from approx. $10,000 - $24,500. There are some options that can be added to each proposal depending on the needs of Council.  F. COVID-19 Protocols Council discussed a number of options for Covid-19 protections, including Zoom meeting where no actions would be taken. Also, a mask mandate for all visitors to City Hall regardless of vaccination status. G. 19600 Forest Drive (“House in the Woods”) John Ruud is the real estate charged with selling the House in the Woods property. He has requested that council decide on a selling price for the property and also consider cleaning up the property clearing old brush, cut the weeds and removing old timbers. Mr. Ruud also suggest Council consider entertaining Land Contract offers. H. Back Billing 1.5" Water Meters Interim Administrator Bratschi provided Council with a complete list of all of the water customers with the 1.5-inch meter that were incorrectly billed. Pam explained that the majority of the list are residential customers. The cost of the water loss is approx. $130,000. Staff is recommending all new water meters. I. Christmas Tree Chipping There was a miscommunication with the company that is contracted to pick and chip Christmas trees and staff at City Hall. If there are still trees out DPS will dispose of them. 3. Mayor and Council Comments Council member Kenez expressed concern regarding the appointment of the three (3) Interim Administrators. Council member Kenez is asking for reconsideration of those positions. 4. Public Comments Bruce Copus – Road recommendations Southfield Public School Board Members- Lathrup School proposal 5.
