City Attorney, Scott Baker, Government Operations Assistant, Kelda London

Mayor Pro Tem Kantor motioned to approve the agenda with the addition of the Black History
Month Resolution as Item G. moving Council information request & concerns to Item H.
Motion seconded by Council member Miller.

6. Action Requests - For Consideration / Approval
A. KD Cement Contract Extension - Construction Year 2022
Mayor Pro Tem Kantor motioned to approve the year 2 contract for KD Cement for
construction year 2022, motion seconded by Council member Miller.

Motion by Council Member Jennings to approve the contract for year 2 district, motion
seconded by Mayor Pro Tem Kantor.

B. American Cell Tower - WSU presentation
Patrick Gossman PhD. -WSU was present to give an overview of his understanding of City’s
contract with American Tower, and his knowledge of 5G and what that means for the current
American Tower Contract. Dr. Gossman recommended that Council hire a consultant to
negotiate the current contract.
C. Lathrup School discussion
Mayor Pro Tem Kantor motioned to adopt a resolution for The Lathrup School, motion
seconded by Council member Kenez.
Yes: Garrett, Kantor, Kenez
No: Miller, Jennings
Motion carried.
D. Downtown Development Authority Appointments
Motion by Mayor Pro Tem Kantor to appoint Dan Sugg, Fred Prime, Charlotte Jones and Chief
Scott McKee to the Downtown Development Authority Board, with terms that expire on
February 1, 2026. Motion was seconded by Council member Jennings.
Yes: Garrett, Jennings, Kantor, Kenez, Miller
No: None
Motion carried.
E. Generator Quote update
Interim Administrator McKee has met with Lee Contracting, Detroit Electric and is still waiting
for a quote from Eckler Electric. Detroit Electric and Lee Contracting will be a complete quote
for the complete installation.
F. Butzel Long invoice
Council member Jennings motion to approve the Butzel Long reduced invoice from $28,000 to
$15,000, motion seconded by Mayor Pro Tem Kantor.

G. Black History Month Resolution
Council member Jennings motioned to adopt the Black History Month Resolution, motion
seconded by Mayor Pro Tem Kantor.
Yes: Kantor, Kenez, Miller, Garrett, Jennings
No: None
Motion carried.
H. Council information requests & concerns
Interim Administrator Stec explained that there have been a number of requests from Council
members Miller and Kenez regarding staffing issues. This item has been placed on the agenda
so it can be discussed by the entire Council. Council has been provided with the current
personnel manual, a memo outlining the additional duties split by each Interim Administrators
along with Ethics and Code of Conduct for City Council adopted November 8, 2019.
Attorney Baker stated that the Ethics and Code of Conduct should be drafted with input from
Council, Staff and Consultants, so that everyone has input and ownership.

8. Mayor and Council Comments
Mayor Garrett commented that she did not vote to open a school, the vote was to cooperate
with a property owner. There has been an outreach to have a relationship with Southfield Public
School in the past. Mayor Garrett also address the issue of Council unity asking, “what can I do to
be a better leader in taking the City forward?”
Mayor Pro Tem Kantor stated in 2019 Council felt very frustrated and neglected so Council
member Ferguson reached to Southfield School Board to set up a meeting. In that meeting there
was a list of follow up items, and never got any of the item asked for from the Board.
Council Miller read into record a letter from Overtime Training Company a letter requesting her
support and cooperation in starting a basketball program in Lathrup Village. Also former Lathrup
High School student Anthony McGlowin is preforming in Conversations and Cocktails as a part of
the Black History Month Celebration at the Southfield Pavilion.
