City Council Study Session Minutes Monday, February 07, 2022 at 5:30 PM 27400 Southfield Road, Lathrup Village, Michigan 48076 1. Call to Order by Mayor Garrett at 5:32 pm 2. Discussion Items A. American Cell Tower discussion - Lauren Franklin, Senior Lease Consultant, Tower Alliance LLC Ms. Franklin was present to review the proposed changes to the American Tower Contract and answer any questions Council may have regarding the changes. She stated over the course of the last 3 years there have been a number of consolidation and that’s left only 3 major tenants left to market to. With recent mergers the contracts were renegotiated with the cell provides and cell tower companies. The point of the reduction is to get the rent in line with the current carriers and leases. The revenue share component would not be affected by this agreement. The other option is a lease buyout where American Tower would take an easement agreement and give the city a lump sum payment. The revenue share component is from T-Mobile and the amount is roughly $20,000 annually. Rent is approximately $20,600 making the total revenue on the property $41,000. B. MML - City Administrator search Joyce Parker from the Michigan Municipal League was present to discuss the City Administrator recruitment process. Ms. Parker explained the various steps. There generally three meeting that take place, the first meeting is to work together to develop profiles and developing a schedule. The second meeting after the position has been advertised Ms. Parker will generate candidate summary which describes each candidate and how they fit Council’s requirement for the position. The Third meeting is interviews. C. Generator quote update Interim Administrator McKee met with Detroit Electric, Lee Contracting and Consumers Energy. The biggest issue now is the time it will take for installation, 46 weeks is the quote right now. D. Butzel Long – update Attorney Baker invited Beth Gothehelf of Butzel Long to answer any questions Council may have related to the invoice generated through her office. Ms. Gothefelf did explain that due to the instructions given there was a very short deadline, so they did drop everything that they were doing to get this done. E. Proposed Charter Amendment – Cannabis Attorney Baker previously provided Council with a draft charter amendment that would opt the city out of cannabis industry indefinitely. There was some discussion regarding ballot language, charter amendments, and ordinance revision. 3. Public Comments (Speakers are limited to 3 minutes) Mrs. Powell – thanked Mayor Pro Tem Kantor for his quick response to snow shoveling on the path of students to The University High School. 4. Mayor and Council Comments Mayor Pro Tem Kantor spoke to a consultant regarding the cell tower. His company offer anther option to the American Tower lease agreement. Mayor Pro Tem asked for more information and maybe he could come and speak to Council. Mayor Pro Tem Kantor also mentioned that the homes along the undeveloped street (Red River) it appears that some of the homeowners have accessory structures and need an encroachment license just as Council has done for other residents. Staff was directed to have the Code Enforcement Officer find out the status of those properties. Snow removal on Eleven Mile Road – There have been complaints of snow not removed from the sidewalk. Interim Administrator Stec did report the DDA has taken over the Excell contract for Eleven Mile Road, and she will contact Excell. Council would like to have See Click Fix added to the monthly reports. Also have Code Enforcement look at the remaining ditches and culverts of the other streets that will not be repaved. Talk to MDOT to raise the curb on Eleven Mile to prohibit the cut through traffic coming out on Meadowbrook. Customer service software. Thank you to Staff and City Planners for securing three (3) grants recently for, storm sewer televising, lead excavation work and Eleven Mile Road work. Mayor Pro Tem Kantor also mentioned the water main break, damage done by Kaltz Excavating, make sure that Kaltz pays for the that not the city. 5.
