Council member Miller moved to amend the agenda by adding public comment before Action
Items and removing Item 5B Butzel Long Invoice, Item 5C Disbursement Report and Item 5H
Oakland County Communication Regarding Election Results. Motion seconded by Mayor Pro Tem
Kantor.

Mayor Pro Tem Kantor moved to remove the minutes of January 24, 2022, Study Session from
Item 5 A. Motion seconded by Council member Jennings.

6. Items Removed from the Consent Agenda
Corrections made to minutes of the January 24th Study Session.
Mayor Pro Tem Kantor motioned to approve the January 24, 2022, Study Session Minutes as
corrected motion seconded by Council member Kenez.

Butzel Long Invoice
Motion by Mayor Pro Tem Kantor to pay the $15,000 Butzel Long invoice that is due for
services related to the past election. Motion seconded by Council member Jennings.

Motion carried.
Disbursement Report
Motion by Mayor Pro Tem Kantor to approve the disbursement report, seconded by Council
member Kenez.

Oakland County Communication Regarding Election Results
Mayor Pro Tem Kantor motioned to except the Oakland County communication regarding the
election results. Motion seconded by Council member Jennings.
Yes: Jennings, Kantor, Garrett
No: Kenez, Miller
Motion carried.
7. Public Comment
Lathrup Village Resident – See Click Fix & Sidewalks
8. Action Requests - For Consideration / Approval
A. FY 21/22 Budget Amendments
Motion by Mayor Pro Tem Kantor to approve the FY 21/22 budget amendments. Motion
seconded by Council member Jennings.
Yes: Kantor, Kenez, Miller, Garrett, Jennings
No: None
Motion carried.
B. Bid Recommendation 2022 Pavement Reconstruction Program
Motion by Council member Miller to accept the recommendation of 2022 pavement
reconstruction program with the removal of Meadowood Way. Motion seconded by Council
member Kenez.
Yes: Kenez, Miller
No: Garrett, Jennings, Kantor
Motion denied.
Motion by Mayor Pro Tem Kantor to approve the 2022 bid for reconstruction as noted,
motion seconded by Council member Jennings.
Yes: Kantor, Kenez, Garrett, Jennings

C. Back-billing for Under-Billed, 1.5" Water Customers
Mayor Pro Tem Kantor motioned to instruct the City Treasurer to begin the back billing
program for the 1.5-inch water meters customers who were under billed due to the
erroneous 4-digit meter reads. As part of the program ask that customers be back billed by
applying the underbilled units against the lowest water rate. That the residents be permitted
to enter into a monthly payment program for a maximum of two (2) years if the amount owed

is over $2,000 and 3 years if the amount due is over $3,000. Motion seconded by Council
member Jennings.

Motion carried.
D. Update Study Session Start Time
Council member Jennings motion to amend the Council Study Session to reflect the earlier
start time of 5:30 pm. Motion seconded by Miller.
Mayor Pro Tem moved to modify the motion to start Study Sessions at 6:00 pm and Council
meeting starting at 7:30 pm. Modified motion seconded by Council member Jennings.

9. City Administrator Report
The graffiti on the wall on 11 Mile has been cleaned up as best as can be.
3 proposals have been received for the generator replacement, Detroit Electric has an all-
inclusive plan and will do a great job.
Interim Administrators have hired a new person for the front counter, anticipated start date is
March 14, 2022.
Interim Administrators have been unable to hire a City Clerk there have been 4 offers and all
perspective candidates have turned down the offers due to the benefit package.
There will be a new police officer starting March 1, 2022.
Mask requirements has been removed.

11. Reports of Boards, Commissions, and Committees
A. SOCWA Quarterly Report
Council member Miller reported that Great Lakes Water Authority proposed a 3.4% water rate
increase effective July 1, 2022. More information to follow. There is a decrease in revenue
due to lower than planned water sales in Bloomfield Hills and Bloomfield Twp. There was

some discussion on available grants that the city may be involved with, Interim Administrator
Stec will look into the grant opportunities.
B. SOCCRA Quarterly Report
There will also be a rate increase that goes into effect July 1, 2022, at approximately 4%, final
number should be available in the next month or so. The number of recycling appointments is
down, SOCCRA is looking for the numbers to increase this Spring.
C. Planning Commission
Interim Stec did mention that the Planning Commission has been discussing Electric Vehicle
Charging Stations with a Public Hearing tentatively in April.

14. Mayor and Council Comments
Mayor Garrett suggested that it’s time to restripe the parking lot.
Michigan First Credit Union on the Red River side, they are not turning off the lights and they are
shining into residents’ homes.
The State of the City is March 23rd .
Council member Miller updated Council on Overtime Training, they are looking at either Burney or
Lathrup High School.
