City Council Study Session Minutes Monday, February 28, 2022 at 5:30 PM 27400 Southfield Road, Lathrup Village, Michigan 48076 1. Call to Order by Mayor Garrett at 5:31 pm 2. Discussion Items A. Zoning Board of Appeals Training Jill Bahm of Giffels Webster provided a Zoning Board of Appeals Training. B. Sanitary Sewer CIPP update In 2020 Lathrup Village did a televising and cleaning of about 32,000 linear feet of the sanitary sewer system. There was roughly $500,000 budgeted to do the repairs needed based on the results. Scott Ringler of Giffels Webster explained the process stating that there were three (3) different types of sewers 1) no known condition of the that sewer, 2) sewer that were known to be in good condition and 3) the sewers that the joints were grouted and repaired. Giffels is recommending that out of the 32,000 feet that approximately 11,000 be repaired with cured in place pipe, and to install manholes to support the lining of the sewers. The estimated cost for the lining is about $665,000, the manhole installation is about $46,000 for a total estimated cost of $711,000. C. Back-billing for Under-Billed, 1.5" Water Customers Discussion on potentially back billing water customers with 1.5-inch meters where there was erroneous meter reads for 4 years. Water Department was basing the billing on 4 digit reads when it should have been 5 digits. 3. Mayor and Council Comments None 4.
