1. Call to Order by Mayor Garrett at 7:40 p.m.

Present: Interim City Administrators, Pam Bratschi, Susan Stec, Chief Scott McKee, City
Attorney, Leann Kimberlin, Government Operations Assistant, Kelda London
3. Pledge of Allegiance to the United States
4. Approval of Agenda
Mayor Pro Tem Kantor moved to approve the agenda with the addition of Action Item D. Cell
Tower/Buy-Out Proposal, Senator Jeremy Moss’ legislative update, and the removal of Action Item
C. Council Meeting in the Community Room. Motion seconded by Councilmember Jennings.
Yes: Jennings, Kantor, Kenez, Miller, Garrett
No: None
Motion carried.
5. Consent Agenda
All items listed under “Consent Agenda” are considered to be routine and non-controversial by the City Council and will
be approved by one motion. There will be no separate discussion. If a discussion is desired, that item(s) will be
removed from the consent agenda and discussed separately immediately after consent agenda approval in its normal
sequence on the regular agenda.

Item D. Police Department Report, Item G. CED Report, and Item H. Disbursement Report, motion
seconded by Councilmember Miller.

6. Meeting Minutes March 21, 2022
Motion by Mayor Pro Tem Kantor to approve meeting minutes of March 21, 2022, to read
billing the eighty-four (84) billed units at a split rate with half of the units being charged at 2020
water rate and the other half charged 2021 rate. Motion seconded by Councilmember Jennings.

7. Police Department Report
Motion by Councilmember Jennings to approve the Police Department Report. Motion seconded
by Mayor Pro Tem Kantor.

8. CED Report
Motion by Mayor Pro Tem Kantor to approve the CED Report, motion seconded by Council
member Jennings.

9. Disbursement Report
Motion by Councilmember Miller to approve the Disbursement Report. Motion seconded by
Councilmember Jennings.

11. Action Requests - For Consideration / Approval
A. Resolution Establishing Charter Amendment Ballot Proposal Language
Motion by Mayor Pro Tem Kantor to approve charter amendment ballot proposal language.
Motion seconded by Councilmember Jennings.

B. Adoption of Final Delinquent Special Assessment Roll
Motion by Mayor Pro Tem Kantor to approve the final delinquent special assessment roll.
Motion seconded by Councilmember Jennings.

C. American Tower Offer
Motion by Mayor Pro Tem Kantor to convey to American Tower to continue with the current
lease. Motion seconded by Councilmember Jennings.

12. City Administrator Report
Interim Administrator Stec made it clear that the City of Lathrup Village is not participating in the
Cannabis Forum event held in the Community Room on Thursday, April 28, 2022. The Michigan

Municipal League has closed the posting for the City’s Administrator position, there are 16
candidates for the position. A meeting is scheduled for Monday, May 9 th with Ms. Parker of MML
to determine the next steps.
13. City Attorney Report
None.
14. Reports of Boards, Commissions, and Committees
Councilmember Miller gave a brief SOCWA report.
Mayor Pro Tem Kantor gave a brief Infrastructure Committee report regarding replacing the water
meters along with upgrading all of the technology as well.
15. Unfinished / New Business
There was an additional offer to the previous City Clerk candidates to inform them of the increase
in salary for the position and there was no interest.
Mayor Pro Tem asked if it is possible to install a cross-hatch with the appropriate signage at the
intersection of Lathrup Blvd and 696 at the overpass to alleviate some of the danger at the
intersection. Interim Administrator Stec stated that there should be an update from MDOT soon
related to the redesigning of the entire intersection.

17.. Mayor and Council Comments
Mayor Garrett asked about speed humps. Interim Administrator/Police Chief McKee encouraged
residents to call the police when there is excessive speeding in the area and additional police will
patrol the area.
Councilmember Kenez mentioned the email from Joan Price, Interim Administrator Stec has
responded with a letter to Ms. Price explaining the variance denial.
Councilmember Miller inquired if SRX paid for their advertisement in the Your Town magazine and
if the City is advertising their business. Councilmember Miller asked if the City is interested in a
CRM (Customer Relation Management System). The City is currently using BS&A for all customer
relations purposes.
Mayor Pro Tem Kantor updated residents on the Consumers Energy project including restoration
and completion of the project. Kaltz Excavating is responsible for all restoration if any resident
needs to contact Kaltz the phone is 248-335-1717 extension 3.
Mayor Pro Tem Kantor also stressed the importance of an ethics ordinance and he would like to
get the meeting to discuss this issue as soon as possible.

Councilmember Jennings expressed his appreciation for the work on the ballot language proposal
and he encouraged residents to take the next step.
18. Adjourn
Mayor Pro Tem Kantor motioned to adjourn the meeting. Motion seconded by
Councilmember Jennings. Meeting adjourned at 9:35 p.m.
