City Council Regular Meeting Meeting Minutes Monday, August 15, 2022, at 7:30 PM 27400 Southfield Road, Lathrup Village, Michigan 48076 1. Call to Order by Mayor Garrett at 7:30 pm 2. Roll Call Present: Mayor Mykale Garrett Council members: Councilmember Jennings, Mayor Pro Tem Kantor, Councilmember Miller Also Present: City Administrator, Susan Montenegro, City Attorney, Scott Baker, City Clerk, Kelda London Mayor Pro Tem Kantor moved to excuse Councilmember Kenez, motion seconded by Councilmember Miller. Consent Agenda All items listed under “Consent Agenda” are considered to be routine and non-controversial by the City Council and will be approved by one motion. There will be no separate discussion. If a discussion is desired, that item(s) will be removed from the consent agenda and discussed separately immediately after consent agenda approval in its normal sequence on the regular agenda. A. Motion seconded by Councilmember Jennings. Yes: Miller, Garrett, Jennings, Kantor No: None Motion carried. D. July 2022 Disbursement Report Councilmember asked several questions about the attorney bill. Mayor Pro Tem Kantor moved to approve the July 2022 Disbursement Report. Motion seconded by Councilmember Miller. Yes: Garrett, Jennings, Kantor, Miller No: None Motion carried. 8. Action Requests - For Consideration / Approval A. House in the Woods Offer Jon Ruud presented Council with a $100,000 cash offer for the House in the Woods property. MML Liability & Property Pool Renewal MML Liability & Property Pool is the renewal of the 3-year contract for liability insurance. Motion by Councilmember Jennings, to approve the renewal of the MML Liability & Property Pool Renewal Proposal at the annual rate of $91,110, effective September 1, 2022, and authorize the Mayor and/or City Administrator to sign the related documents. Motion seconded by Mayor Pro Tem Kantor. Yes: Garrett, Jennings, Kantor, Miller C. Plante Moran Audit Engagement Letter Motion by Mayor Pro Tem Kantor To approve the Audit Engagement letter from Plante Moran for professional auditing services for $40,000 and authorize the Mayor and/or City Administrator to sign the related documents. Motion seconded by Councilmember Jennings. Yes: Jennings, Kantor, Miller, Garrett No: None Motion carried. 9. City Administrator Report City Administrator Montenegro reported that the sidewalk and road work is in full progress, she also mentioned that the Deputy Treasurer has been hired and is scheduled to start on August 29, 2022. Also, the Code Enforcement position will be posted soon. 10. City Attorney Report None 11. Reports of Boards, Commissions, and Committees A. July 2022 SOCWA Minutes B. July 2022 SOCRRA Minutes Mayor Pro Tem report encouraged residents to attend the infrastructure meeting on Wednesday, August 17, 2022, at 6:00 pm at City Hall. Planning Commission has approved the PUD for Panera Bread with several conditions. 12. Mayor and Council Comments Mayor Garrett opened Mayor and Council comments by apologizing to Councilmember Miller’s daughters for having to sit and listen to the attacks on their mother. Further addressing comments and suggestions made in the Public comments portion of the meeting. She mentioned the backpack giveaway on August 26, 2022. Mayor Pro Tem Kantor stated that now that the Deputy Treasurer has been hired work on the water loss back billing should begin. There was an explanation of the phone service interruption by Administrator Montenegro at Mayor Pro Tem request. Further stating that the behavior of certain Councilmembers allegedly taping private events is exactly why we need an ethics ordinance. Councilmember Jennings thanked Administrator Montenegro for hiring a Deputy Treasurer and thanked Treasurer Bratschi for all her hard work. Councilmember Miller explained why she voted no on the 2022-2023 Budget. She stated that she has been a devoted resident for over 30 years and remains committed to residents that have not had their voices heard.
