City Council Study Session Meeting Minutes Monday, August 15, 2022, at 6:00 PM 27400 Southfield Road, Lathrup Village, Michigan 48076 1. Call to Order by Mayor Garrett at 6:00 pm 2. Discussion Items A. Draft ethics ordinance discussion Mayor Garrett explained that the ethics ordinance discussion was on the agenda because it was previously decided that any additions and or deletions would be discussed at this meeting. Mayor Pro Tem Kantor asked the question for the attorney section 4.3 E. Appearances of Impropriety should this provision be extended past an immediate family member? Attorney Baker explained that the line must be drawn somewhere. Also, in section 4.3 is this a reference to the procedural documents the name of the document should be listed specifically by name so there is no confusion. 4.5 F. should there be the addition of a suspension would that conflict with the Charter? Attorney Baker answered that an escalating discipline, but this document should not become a weaponized document. Mayor Pro Tem continued that the board should be a 5-member board he stated “that’s too much power being decided by such a small group. Administrator Montenegro suggested that each member of the council recommend a member that they would approve. B. Review of Regular Meeting Agenda Items Mayor Garrett opened the floor to any other questions. There were none Mayor Garrett suggested that there be a plan put in place for Zoom for Study Sessions. The cost right now is $3,333 per month which includes rendering fees of the Zoom recording the LVTV Producer Jim Nelson to edit and upload to YouTube. That also includes $30 an hour for his service and $26 per hour for the camera operator. Administrator Montenegro will provide Council with the written proposal. Councilmember Jennings asked if there is a way to hire a professional to monitor the Zoom meetings along with the cost for that service as well. Mayor Pro Tem Kantor would also like to see the cost of recording the additional Study Session since it was decided to not record that meeting. Councilmember Miller inquired what happens if the meetings are not on Zoom will it just be on Facebook live, just in person how will residents be able to access the meeting? 27400 Southfield Rd | Southfield, MI 48076 | 248.557.2600 | www.lathrupvillage.org 3. Public Comments None 4. Mayor and Council Comments Mayor Pro Tem Kantor wants to develop an encroachment policy, due to some of the issues that have come up lately related to residents using the public right of way. Mayor Pro Tem Kantor also stated that there should be a telephone in Council Chambers. Mayor Garrett asked for an action plan for the telephone system at City Hall as it relates to the 3- day phone service disruption. Treasurer Bratschi explained the telephone service provider decommissioned the phone lines and we are currently working to retrieve the complete phone service and then look to contract another service provider. Councilmember Miller reported that Southfield Public Schools are going out for a millage increase, they are still developing their plan there are no details yet.
