City Council Special Meeting Meeting Minutes Monday, August 29, 2022, at 6:00 PM 27400 Southfield Road, Lathrup Village, Michigan 48076 1. Call to Order by Mayor Garrett at 6:00 pm 2. Roll Call Present: Mayor Mykale Garrett Council members: Councilmember Jennings, Councilmember Kenez, Councilmember Miller Also Present: City Administrator, Susan Montenegro, City Attorney, Scott Baker, Community and, Economic Development Manager Susan Stec 3. Pledge of Allegiance Councilmember Jennings moved to excuse Mayor Pro Tem Kantor, the motion was seconded by Councilmember Kenez. Yes: Jennings, Kenez, Miller, Garrett No: None Motion carried 4. Approval of Agenda Councilmember moved to approve the agenda, the motion was seconded by Councilmember Miller. Yes: Kenez, Miller, Garrett, Jennings No: None Motion carried. 5. Public Comments for Items on the Agenda (Speakers are limited to 3 minutes) Mayor Pro Tem Kantor questioned why the land split item was checked on the application for the $120,000 offer for the House in the Woods and if someone could address that when that item is up for discussion. Action Requests - For Consideration / Approval A. Authorize Oakland County Water Resources Commission to submit drawings and specifications for the Lathrup Village Sanitary Retention Basin Improvements project to EGLE via the MiWaters permit portal. The Oakland County Water Resources Commission will submit the permit information for the Lathrup Village Sanitary Retention Basin Improvement, but they do need Council approval to submit the drawings on behalf of the City. Councilmember Jennings moved to authorize Oakland County Water Resources Commission to submit drawings and specifications for the Lathrup Village Sanitary Retention Basin Improvements project to EGLE via the MiWaters permit portal. Motion seconded by Councilmember Miller. Yes: Miller, Garrett, Jennings, Kenez No: None Motion carried. B. House in the Woods Offer Real Estate Agent Jon Ruud gave a brief review of the two (2) current offers. Councilmember Miller asked if Mr. Ruud could go back and offer the highest and best. Mayor Garrett moved to accept the offer for $150,00 subject to the City Attorney's review and confirmation, the motion was seconded by Councilmember Jennings. Yes: Jennings, Garrett No: Kenez, Miller Motion denied. Motion by Mayor Garrett to table this issue until September 12, 2022. C. PUD Agreement - Panera Bread Susan Stec Community and Economic Development Manager along with City Attorney Baker have been working on redeveloping 27777 Southfield with Panera Bread Company. There have been some last-minute changes so they are asking that this item be tabled until the next available Council meeting. Councilmember Jennings moved to table the PUD Agreement with Panera Bread. Motion seconded by Councilmember Miller. Public Comment Laurie Kuntz – Questions related to the video in the Community Room 8. Mayor and Council Comments Councilmember Jennings stated that he had the privilege to speak at the Destine to Overcome Ministries Dinner for Cancer survivors here in the Community Room. Also, the LOGO’s backpack giveaway was a success on Friday, August 26, 2022. 9.
