City Council Regular Meeting Meeting Minutes Monday, December 19, 2022 27400 Southfield Road, Lathrup Village, Michigan 48076 1. Call to Order by Mayor Garrett at 7:30 pm 2. Roll Call Present: Mayor Mykale Garrett Council members: Councilmember Jennings, Mayor Pro Tem Kantor, Councilmember Kenez, Councilmember Miller Also Present: City Administrator Susan Montenegro, City Attorney Scott Baker, City Clerk, Kelda London 3. Pledge of Allegiance 4. Approval of Agenda Mayor Pro Tem Kantor moved to approve the agenda; Councilmember Jennings seconded the motion Yes: Jennings, Kantor, Kenez, Miller, Garrett No: None Motion carried. 5. Zoning Board of Appeals Motion by Mayor Pro Tem Kantor to adjourn as City Council and reconvene as the Zoning Board of Appeals. Motion seconded by Councilmember Miller. Present: Kantor, Kenez, Miller, Garrett, Jennings A. 26727 Southfield Road - BP Gas Station No public comment Motion by Board member Kantor to reconvene the Public Hearing for the BP gas station at 26727 Southfield Road to January 23, 2023. Motion by Board member Jennings adjourn the Zoning Board of Appeals meeting and reconvene as City Council, motion seconded by Board member Kantor. 6. Public Comment for Items on the Agenda (speakers are limited to 3 minutes) Jason Hammond- Agrees with the hiring of the Parks and Rec Coordinator 7. Consent Agenda All items listed under “Consent Agenda” are considered to be routine and non-controversial by the City Council and will be approved by one motion. There will be no separate discussion. If a discussion is desired, that item(s) will be removed from the consent agenda and discussed separately immediately after consent agenda approval in its normal sequence on the regular agenda. A. November 2022 LV Police Department Radar Report Motion by Councilmember Miller to approve the Consent Agenda except for Item C., November Disbursement Report, the motion was seconded by Mayor Pro Tem Kantor. Yes: Miller, Garrett, Jennings, Kantor, Kenez No: None Motion carried. Motion by Councilmember Jennings to approve Item C. November Disbursement Report. CDBG Program Year 2023 Proposed Projects Public Hearing A. CDBG Program Year 2023 Proposed Projects Mayor Garrett opened the public hearing at 7:53 to receive public comments for the proposed CDBG projects. Administrator Montenegro explained that the two (2) project Lathrup Village can qualify for is senior services and neighborhood cleanup. Funds will be used to staff and manage to program for Lathrup Village seniors. No public comments. The public hearing closed at 7:56. 9. Action Requests - For Consideration / Approval A. CDBG Program Year 2023 Proposed Projects Motion by Jennings to Adopt the Resolution for Program Year 2023 Community Development Block Grant for inclusion in Oakland County’s Annual Action Plan submittal to the US Department of Housing and Urban Development. Motion seconded by Mayor Pro Tem Kantor. Yes: Jennings, Kantor, Kenez, Miller, Garrett No: None Motion carried. B. Set 2023 City Council Meeting Dates Motion by Mayor Pro Tem Kantor to adopt the 20223 City Council meeting dates, motion seconded by Councilmember Jennings. Yes: Kantor, Kenez, Miller, Garrett, Jennings No: None Motion carried. C. Set 2023 Board of Review Dates 274000 Southfield Rd | Southfield, MI 48076 | 248.557.2600 | www.lathrupvillage.org The Board of Review assembles to hear residents that question the property assessment. The proposed dates are Thursday, March 9, 2023; Thursday, March 16, 2023; Tuesday, July 18, 2023; and Tuesday, December 12, 2023. Motion by Mayor Pro Tem Kantor to approve the 2023 Board of Review meeting schedule. Motion seconded by Councilmember Jennings. Yes: Kenez, Miller, Garrett, Jennings, Kantor No: None Motion carried. D. Set Special Assessment Public Hearing Date Councilmember Jennings moved to adopt the attached Resolution and set the Public Hearing for Special Assessments for January 23, 2023, at 7:30 pm Motion was seconded by Mayor Pro Tem. Yes: Miller, Garrett, Jennings, Kantor, Kenez No: None Motion carried. E. iVu System for HVAC at City Hall Motion by Councilmember Jennings to waive the requirement to receive three bids and approve the quote from Denny’s Heating, Cooling & Refrigeration Service for $6,500 to replace the iVu System. Motion seconded by Mayor Pro Tem Kantor. Yes: Garrett, Jennings, Kantor, Kenez, Miller No: None Motion carried. 10. City Administrator Report A. City Administrator Report City Manager Montenegro stated that she is trying a new format for her report and would like feedback. Public Comment (speakers are limited to 3 minutes) Don Lankstead – Thanked Mayor Pro Tem Kantor for holding office hours and listening to citizen concerns Jason Hammond – Thanked Mayor Pro Tem Kantor for holding office hours and encouraged each member of Council to hold office hours. Laurie Kuntz – Council office hours hopes the time will be more private next time. Jason Hammond – Encouraged Council to do homework collaboratively so that when questions are asked, they can be answered right away. 15. Mayor and Council Comments Mayor Garrett wished the community Happy Holidays and suggested taking some time for self-reflection on what you want to leave in the old year and what you want to take into the new year. Councilmember Miller welcomed Ambassadors Institute, the facility is beautiful and it’s a very nice addition to the community. Mayor Pro Tem Kantor gave an update on his office hours and stated he thought it was very successful. Kantor also thanked Treasurer Pam Bratschi for a successful audit. Councilmember Jennings wished the community Happy Holiday hoping to get better next year as a group. Kenez - Happy Holiday, and the goal for 2023 is more cooperation. 16. Comments made during public hearins shall be relevant to the subject for which the public hearings are held.  In addition to the opportunities described above, a citizen may respond to questions posed to him or her by the Mayor or members of the Council, provided members have been granted the floor to pose such questions.  No speaker may make personal or impertinent attacks upon any officer, employee, or City Council member or other Elected Official, that is unrelated to the manner in which the officer, employee, or City Council member or other Elected Official performs his or her duties.  No person shall use abusinve or threatening language toward any individual when addressing the City Council.  Any person who violates this section shall be directed by the Mayor to be orderly and silent. If a person addressing the Council refuses to become silent when so directed, such person may be deemed by the Mayor to have committed a "breach of the peace" by disrupting and impeding the orderly conduct of the public meeting of the City Council and may be ordered by the Mayor to leave the meeting.
