1. Call to Order by Mayor Garrett at 7:30 pm

3. Pledge of Allegiance
Motion by Councilmember Jennings to excuse Mayor Pro Tem Kantor. Motion seconded by
Councilmember Miller.

4. Approval of Agenda
Motion by Councilmember Jennings to approve the agenda with the removal of Action
Item 7 C. The motion was seconded by Councilmember Miller.

6. Consent Agenda
All items listed under “Consent Agenda” are considered to be routine and non-controversial by the City Council
and will be approved by one motion. There will be no separate discussion. If a discussion is desired, that

Motion by Councilmember Miller to approve the Consent Agenda removing from the list
Item A. Regular Council Meeting Minutes and Item E. Disbursement Report. Councilmember
Kenez seconded the motion.

Motion carried.
Councilmember Miller corrected the meeting minutes regarding her statement about the
credit card policy. Councilmember Miller also questioned the office supply, printing and
publication costs, and part-time salaries approved under the DDA budget.
Councilmember Miller moved to approve the meeting minutes of 08-21-23 and 9-11-23,
and Councilmember Kenez seconded the motion.

Councilmember Jennings.

7. Action Requests - For Consideration / Approval
A. MML Liability & Property Pool Renewal Proposal
The renewal premium for the Property and Liability insurance policy, effective
September 1, 2023, with the MML Liability & Property Pool, is $92,998 compared to
the previous premium of $91,110, a premium increase of $1,888 or 2%.
Councilmember Jennings moved to approve the renewal of the MML Liability &
Property Pool Renewal Proposal at the annual rate of $92,998, effective September 1,
2023, and authorize the Mayor and/or Interim City Administrator to sign the related
documents. Councilmember Miller seconded the motion.

B. Agreement for Election Services
The agreement between Oakland County Election Division, the City of Southfield, and
Lathrup Village for the facilitation, staffing, and execution of the nine-day early voting.
Councilmember Jennings moved to approve the agreement for election services and
authorize the Clerk to sign all related documents.

C. Leaf Storage Agreement with The City of Ferndale
The annual agreement with the City of Ferndale for the use of their Southwest storage
yard as a transfer site for leaves. The storage period is from October 9, 2023, through
December 31, 2023.
Councilmember Jennings moved to approve the agreement between the City of
Ferndale and Lathrup Village regarding using Southwest Storage Area as a leave
transfer site. Councilmember Miller seconded the motion.

There will be a Household Hazardous Waste Day on October 14, 2023, from 10:00 a.m. to
2:00 pm, including the drop off of hazardous waste, old electronics, and shredding.
9. Reports of Boards, Commissions, and Committees
Councilmember Miller reported that SOCCA and SOCWA are interviewing for a General
Manager. Also, SOCCA is continuing to schedule Saturday appointments.
Councilmember Jennings reported that SEMCOG will hold their General Assembly Meeting
on Thursday, October 26 2023.
10. City Attorney Report
No Report
11. Unfinished / New Business
Councilmember Miller requested that the property adjudicate to Goldengate Park remain a
discussion item on the agendas. Also, a joint meeting with the Council, Planning
Commission, and DDA is scheduled.
12. Public Comment (speakers are limited to 3 minutes)
Tamiko Ball – Pictures taken of the minor Boyz2Men volunteers
Lauren Bares - Lathrup Village Music Festival and the budget discussion at the candidate
forum.
Micheal House – Speaking on behalf of Boyz2Men
Laurie Kunz – Money spent along the Southfield corridor. Boyz2Men liability concerns.
Tamiko Ball reiterated that the pictures were derogatory in nature.
Joshua Lawerance – Answered some of the previous concerns.
13. Mayor and Council Comments
Mayor Garrett also expressed her concern because the pictures were taken of her backyard
from a neighbor's property. The fact that the young men were dropped off in the city van is
disappointing. “ But I will fill the van with gas to try to make the situation better.” The
Mayor apologized for them being dropped off in the city van.
Councilmember Kenze expressed concern related to the liability of the city regarding
Boyz2Men.

City Attorney Baker explained that he has met with the Director of the Boyz2Men
Organization and the DDA Director. The issues that have been brought up have all been
addressed.
Councilmember Miller expressed further concerns with the Boyz2Men volunteers using the
city van. She also expressed concerns about the water billing due dates overlapping and
asked for City Interim Administrator Bratschi to investigate.
Mayor Garrett read into the record a statement from Roger Lynn regarding the tree grant.
Councilmember Miller addressed a previous comment regarding the budget deficit: “No
one said there is a budget deficit. We have to have a balanced budget.”
14. Adjourn
Councilmember Jennings moved to adjourn the meeting, Councilmember Miller seconded
the motion. The meeting adjourned at 8:42 p.m.
