City Council Special Meeting Minutes Monday, December 06, 2021 at 6:00 PM 27400 Southfield Road, Lathrup Village, Michigan 48076 1. Call to Order by Mayor Garrett Called meeting to order at 6:02 pm 2. Roll Call Present: Mayor Kelly Garrett Council members: Jalen Jennings, Bruce Kantor, Barbara Kenez, Karen Miller Also Present: City Administrator, Dr. Sheryl Mitchell-Theriot, Assist. City Administrator/Treasurer, Pamela Bratschi, City Attorney, Scott Baker, Director Community and Economic Development/DDA, Susie Stec, Police Chief, Scott McKee, Building Director, Rami Sweden, Government Operations Assistant, Kelda London 3. Pledge of Allegiance 4. Approval of Agenda Mayor Pro Tem Kantor suggested the addition to appointment the Chair of the infrastructure committee. Council member Kenez suggested to add cannabis as a discussion item. Agenda was approved as amended. 5. Public Comments for Items on the Agenda (Speakers are limited to 3 minutes) None 6. Appointment of Acting City Administrator(s) Dr. Sheryl Mitchell-Theriot explained the process and the strengths of the 3 suggested appoints, and the role of each. Authorize Mayor to Seek Proposal for Executive Search for City Administrator Yes: Kenez, Garrett, Kantor, Jennings No: Miller C. Appointment – Southfield Public Schools Liaison Mayor ProTem Kantor motioned to have Council member Miller serve as Southfield Public Schools Liaison. Motion seconded by Council member Jennings Yes: Garrett, Kantor, Jennings, Kenez, Miller D. Appointment – Recreation Advisory Committee Liaison Council member Jennings made a motion to appoint Barbara Kenez as the Recreation Advisory Committee Liaison. Motion seconded by Mayor ProTem Kantor. Yes: Kantor, Jennings, Kenez, Miller, Garrett No: None E. Appointment – SEMCOG Delegate and Alternate Mayor ProTem Kantor made a motion to appoint Council member Jennings as the delegate and Mayor Garrett as the alternate to SEMCOG. Yes: Jennings, Kenez, Miller, Garrett, Kantor No: None F. Appointment – Chair of the Infrastructure Study Group Motion by Council member Jennings to appoint Mayor ProTem Kantor as Chair of the Infrastructure Study Group. Motion seconded by Mayor ProTem Kantor. Yes: Jennings, Kenez, Miller, Garrett, Kantor No: None G. Appointment – Infrastructure Study Group Advisor Council member Miller made a motion to appoint Council member Barbara Kenez as the Infrastructure Study Group Advisor. Appointment – Planning Commission Liaison Council member Jennings nominated Mayor Pro Tem Kantor as the Planning Commission Liaison; Council member Miller nominated herself as Planning Commission Liaison. After a brief discussion Council member Kenez made a motion to appoint Council member Miller. Motion was seconded by Council member Miller. Mayor ProTem made a motion to appoint himself as Planning Commission Liaison. Motion seconded by Council member Jennings The vote for Council member Miller; Yes: Miller, Kenez No: Kantor, Jennings, Garrett Motion Denied. Vote for Mayor ProTem Kantor Yes: Jennings, Garrett, Kantor No: Kenez, Miller Motion carried to appoint Mayor ProTem Kantor as the Planning Commission Liaison I. Resolution - To Appoint a Representative and Alternate to the Southeastern Oakland County Water Authority (SOCWA) Mayor ProTem Kantor made a motion to adopt the attached resolution and appoint Council member Miller as the Representative and Susan Stec as the Alternate to the Southeastern Oakland County Water Authority and authorize city staff to notify SOCWA. Motion seconded by Council member Jennings. Yes: Garrett, Jennings, Kantor, Kenez, Miller No: None Motion carried. J. Resolution to Appoint – SOCRRA Representative and Alternate Council member Jennings moved to adopt the attached resolution and appoint Susan Stec and the Representative and Rami Sweden as the Alternate and authorize city staff to notify SOCRRA. Motion seconded by Mayor ProTem Kantor. Yes: Jennings, Kantor, Kenez, Miller, Garrett No: None Mayor Garrett suggested an amendment to the agenda by moving Item L. Council member Kenez expressed concern with the additional administrative responsibilities of staff members that the cannabis application process be postponed. Mayor Garrett agreed. Attorney Baker explained the process to resend the resolution, and he will prepare the 2 resolutions needed for the next Regular Council Meeting on December 20, 2021 1.) To resend the resolution establishing the application process. 2.) A resolution to delay the application process to a later date to be determined based on city staffing. L. 2021 Election Cycle Process Council member Miller expressed concerns regarding questions that she and others had related to the 2021 election cycle process. Attorney Baker addressed those questions. M. City Council Orientation Attorney Baker presented a number of options for City Council training opportunities in- person and virtual meetings. Dr. Sheryl Theriot reminded council that there is cost associated with virtual meetings. Mayor Garrett directed staff to find out the cost and add it to the December 20, 2021 agenda. 7. Public Comment Mr. Wilson Andrews 27852 Rainbow Circle expressed concern regarding Code Enforcement. Kaylin Danforth – Council unity. 8. Mayor and Council Comments Encourage council to work together and extend grace to one another and move the city forward. 9.
