In accordance with Emergency Orders issued local officials, and State of Michigan legislation, which allows for electronic meetings of
public bodies, notice is hereby given that the City of Lathrup’s City Council will be meeting in person and electronically using www.Zoom.us
for videoconference and public access.
1. Call to Order by Mayor Garrett (in accordance with PA 254 of 2020, the members should identify their physical location
by stating the county, city, township, or village and state from which he or she is attending the meeting remotely).
Mary Garrett called the Special City Council meeting to order at 6:11 p.m.
2. Roll Call
Present: Mayor Mykale Garrett and Mayor Pro Tem Bruce Kantor
Council members Present: Ian Ferguson, Dawn Medley and Saleem Siddiqi
All City Council members announced that are in Lathrup Village, Michigan – Oakland County except
Council member Dawn Medley located Stony Brook, NY-Suffolk County and Council member Saleem
Siddiqi located in Marquette, Michigan – Marquette County.
Present: City Administrator, Dr. Sheryl L. Mitchell Theriot, Asst. City Administrator/Treasurer, Pamela
Bratschi, City Attorney, Scott Baker, Police Chief, Scott McKee, Director, Community and Economic
Development/DDA, Susie Stec, Government Services, Kelda London and City Clerk, Yvette Talley
Others Present: Scott Ringler

Motion by Mayor Pro Tem Kantor to seconded by Council member Ferguson to approve the Agenda.
Yes: Ferguson, Garrett, Kantor, Medley, Siddiqi
No: None

5. Public Comments for Items on the Agenda (Speakers are limited to 3 minutes)
Dr. Jackson – was not aware there was meeting tonight.
Marvin Moore – 28050 Red River Dr. N. - Asked if the Affidavit of Identity has to be turned in by the
election deadline.
6. Action Requests - For Consideration / Approval
A. Discussion/Review of Affidavits of Identity and Nominating Petitions
Mayor Garrett gave an overview. After receiving many questions on the affidavit of identity
forms and nominating petitions, all affidavits of identity and nominating petitions were looked
over again. Affidavit of Identity means you are attesting to you being who you are. According
to Michigan Election Law, every part of the form has to be completed and it’s the
responsibility of the candidate to complete in its entirety.
City Attorney gave a recommendation to engage a private firm to provide a written legal
opinion and review all affidavits of identity and nominating petitions of each candidate so the
Election Commission can act in accordance to their legal opinion.
Motion by Mayor Pro Tem Kantor, seconded by Council member Ferguson for all candidate’s
affidavit of identity and nominating petitions be sent to outside legal counsel for review and
determine if any of the candidates should be disqualified.
Ayes: Ferguson, Garrett, Kantor, Medley, Siddiqi
Nays: None
Motion carried.
B. Appoint a City Council Member to the Election Commission for the November 2, 2021 General
Election
Mayor Garrett stated -Two council members will not be allowed to be on the Election Commission
because they are on the ballot for the upcoming election and they are Mayor Pro Tem Kantor and
Council member Siddiqi.
Mayor Garrett recused herself from being on the Election Commission.
Motion by Mayor Pro Tem Kantor, seconded by Council member Ferguson to appoint Council
member Dawn Medley to the Election Commission.

Motion carried.
7. Public Comment
Dr. Jackson – She stated senior citizens do not have access to computers and don’t visit city hall often
therefore, they don’t know when meetings are taking place. Asked why limbs are not being picked up
and water bills have increased. Mayor Garrett said City Administrator is looking into a massive texting
method to inform residents of upcoming meetings, events etc. Over the years the meetings have been
posted and indicated on the city’s website. Because of the massive storms there are limbs down
throughout the area and the tree removal companies are behind and trying to catch up. There was a
water bill increase that was in the Winter 2021 and Spring 2021 Your Town newsletter.
Dr. Jackson mentioned she called the city and the call went to the police department. Mayor Garrett
asked her to supply the phone number she called and they will resolve the matter.
Marvin Moore – 28050 Red River Dr. N. – What are the choices if someone is eliminated from the
ballot. Mayor Garrett stated – the decision can be appealed or they can be a write-in candidate.
8. Mayor and Council Comments
Council member Dawn Medley – wanted to get clarification of her role as an Election Commissioner.
9. Adjourn- 6:11 p.m.
Motion by Mayor Pro Tem Kantor, seconded by Council member Ferguson to adjourn this meeting.
