City Council Study Session Minutes Monday, August 16, 2021 at 6:00 PM Remote Meeting via Zoom In accordance with Emergency Orders issued by local officials, and State of Michigan legislation, which allows for electronic meetings of public bodies, notice is hereby given that the City of Lathrup’s City Council will be meeting electronically using www.Zoom.us for videoconference and public access. 1. Call to Order by Mayor Garrett (in accordance with PA 254 of 2020, the members should identify their physical location by stating the county, city, township, or village and state from which he or she is attending the meeting remotely). Meeting was called to order by Mayor Garrett at 6:03 p.m. 2. Roll Call Present: Mayor Mykale Garrett and Mayor Pro Tem Kantor Council members present: Ian Ferguson, Dawn Medley, Saleem Siddiqi(arrived at 6:09 p.m.) All City Council members announced that they are in Lathrup Village, Michigan – Oakland County except Council member Medley is located in Stony Brook, New York-Suffolk County and Saleem Siddiqi is located in Marquette, Michigan – Marquette County. Present: City Administrator, Dr. Sheryl L. Mitchell Theriot, City Administrator/Treasurer, Pamela Bratschi, City Attorney, Scott Baker, Police Chief, Scott McKee, Director, Community and Economic Development/DDA, Susie Stec, Government Services, Kelda London and City Clerk, Yvette Talley Others Present – Scott Ringler – Giffels Webster 3. Discussion Items A. City Administrator Report City Administrator Report reported there was a power outage since Wednesday last week. Not all of the power is up. Back-up generator stopped working & in need of repairs. Looking for a generator to support the entire city hall. Audit is taking place at this time. Due to the power outage, it has made it difficult to because the server is down. Water Service Line program will send letters out this Fall to residents to enroll in the water coverage program. Website – the revision of the website is moving forward. Chris Clough is leaving at the end of August. On August 25 he would like all to join him in a celebration at Goldengate Park. Wednesday, Charles/Gwen scales concert rescheduled. Reorganizing Chris' duties, discussing with City of Southfield to assist. Sidewalk repair notices being mailed. DDA & Planning 27400 Southfield Rd | Southfield, MI 48076 | 248.557.2600 | www.lathrupvillage.org Commission meetings cancelled. Redevelopment recertification is good until November 2024. DPS will do minor pruning of trees and bring in cotractors to do extensive work. JD Hart is overwhelmed with work and can’t come to LV anytime soon. Residents -thanked Dr. Sheryl Mitchell Theriot for the lemonade idea during the power outage. Tuesday, November 2, Dr. Sheryl Mitchell Theriot asked for city hall to be closed on election day. Governor’s office and the Attorney General’s office approved charter amendment language. Cannabis Ordinance was adopted effective August 8 and August 9. Moving forward with scoring matirx at September Study session, acting on resolution at October Council meeting. Councilmember Ferguson gave an overview on cannabis- crime was not negatively affected, property value went up, neighborhoods were not negatively affected. Council asked why the delay - City Attorney said it's a time intensive process which is taking longer than expected. Council member Medley's asked if the timeline has been changed. City Attorney stated it’s a time intensive process. Stated it is time consuming on staff to look at each application and if the fee can be increased. City Attorney stated $5,000 is the maximum that can be charged for cannabis application fee. Susie Stec discussed application fee will consume a lot of resources- site plan review, special land use, full engineering and full building plan review will have separate fees. Will discuss this further Study session on September 13 and consideration of draft resolution. Scott Baker said the ordinance was approved. Council will decide on a scoring matrix and it will have to be approved. City will open up an application period and the top 2 candidates will be presented to Council and Council will decide who will receive the license. Council will make a decision if they will issue a license or not. Mayor Garrett would like an update of the analysis of how cannabis affects the community, for example police, revenue, what kind of business were brought in and how does it impact local communities. B. Approval of Tree Management Program and Funding Due to the recent storm, Dr. Sheryl Mitchell Theriot stated she is looking for more vendors in case of emergencies. C.
