City Council Regular Meeting Minutes Monday, August 16, 2021 at 7:00 PM 27400 Southfield Road, Lathrup Village, Michigan 48076 In accordance with Emergency Orders issued by the Michigan Department of Health and Human Services, Oakland County, local officials, and State of Michigan legislation, which allows for electronic meetings of public bodies, notice is hereby given that the City of Lathrup’s City Council will be meeting electronically using www.Zoom.us for videoconference and public access. 1. Call to Order by Mayor Garrett at 7:00 p.m. (in accordance with PA 254 of 2020, the members should identify their physical location by stating the county, city, township, or village and state from which he or she is attending the meeting remotely). 2. Roll Call Present: Mayor Mykale Garrett and Mayor Pro Tem Bruce Kantor Council members: Ian Ferguson, Dawn Medley, Saleem Siddiqi Others Present: Dr. Sheryl Mitchell Theriot, Pamela Bratschi, Asst. Presentations A. Main Street Oakland County Main Street Oakland County Annaka Norris gave an overview and answered specific questions. Main Street program is an economic development tool based on 4 principles - design, organization, promotion and economic vitality. They provide funding and overlay tools to economic development. The city has been presented with a certificate for working with the Main Street program. They provided tool kits for businesses with personal protection equipment to keep all safe, patronicity program, weatherization grants and provided flowers along Southfield road. 6. City Clerk / Elections Report Motion by Mayor Pro Tem Kantor, seconded by Council member Siddiqi to approve the Department Reports. Public Hearings Mayor Garrett opened public hearing for the Special Assessment District. Scott Baker – City Attorney gave an overview and answered specific questions. This is the second public hearing of the Special Assessment District roll that the Treasurer did prepare. Mayor Garrett closed the public hearing. 9. Action Requests - For Consideration / Approval A. Resolution to Certify Special Assessment Roll for Cambridge Ditch Program Dr. Sheryl Mitchell Theriot gave an overview and answered specific questions. The estimated total cost will be $107,652 for 13 properties and $8,280 per property. July 26 was the first public hearing and the second public being held today. Motion by Mayor Pro Tem Kantor, seconded by Council member Ferguson to Adopt the attached Resolution and confirm the special assessment roll listed in Exhibit “A” for the Cambridge Blvd. Ditch Project District, with the annual sums set for a ten (10) year period for the cost and expenses to be incurred for the improvement. Ayes: Ferguson, Garrett, Kantor, Medley, Siddiq No: None Motion carried. B. MML – Meadowbrook Liability & Property Pool Renewal Proposal Judy Torosian – MML representative. Discussed the 5% premium increase from MML gave an overview and answered specific questions on increase and dividend return. There will be a dividend return to the city in the amount of $5,609. Discussed benchmark claim which is based on the claims volume. Motion by Council member Ferguson, seconded by Council member Siddiqi to approve the renewal of the MML Liability & Property Pool Renewal Proposal at the annual rate of $88,437, effective September 1, 2021, and authorize the Mayor and/or City Administrator to sign the related documents. Certificate Regarding the Insufficiency of the “Petition of the Residents of Lathrup Village Scott Baker, City Attorney – stated petitions were filed by the residents on July 20, 2021, relating to cannabis in the City of Lathrup Village. It was found that the form of the petitions does not meet the requirements of the City of Lathrup Village Charter or Michigan law for a valid initiative or referendum petition under Act 34 and Act 116. Motion by Council member Siddiqi seconded by Council member Ferguson to affirm the Determination by the City Clerk that the Petition is insufficient, as the form of the petitions does not meet the requirements of the City of Lathrup Village Charter or Michigan law for a valid initiative or referendum petition. Ayes: Ferguson, Garrett, Kantor, Medley, Siddiqi No: None Motion carried. D. Approval of Tree Management Program and Funding Dr. Sheryl Mitchell Theriot gave an overview and answered specific questions. Rami Sweden gave an overview and answered specific questions. Stated that Lathrup Village DPS department will assist with tree/branch every Thursday they will trim up to 12ft. More contractors will be added due to the high volume of downed trees throughout the city. Motion by Mayor Pro Tem Kantor, seconded by Council member Ferguson to approve the Tree Management Program, with funding of up to $16,000 from the Forestry line items in the Local and Major Street Funds. And, authorize the City Administrator to contact with Davey’s Tree Service and Giffels Webster for related services. Ayes: Ferguson, Garrett, Kantor, Medley, Siddiqi No: None Motion carried. City Administrator Report City Administrator Report - discussed power outage and looking at backup generator. Audit is underway by Treasurer. Website is being updated and should be live soon. Home serve home ownership water service will send out information this fall for water service coverage. General election Nov 2 - City offices will be closed. Charter amendment has been approved by Attorney General and Governor which is the presentation of the budget and the adoption of the budget. The presentation is due in May and City Council adoption will be moved to the month of June. Cannabis - two ordinances have been adopted and the next step is for City Council will be looking at the application and scoring matrix which will be on September 13th Study Session. Police Department had bike safety rodeo. Increased traffic on Lincoln and Police has increased patrols in that area to monitor. Chris Clough will be leaving at end of August and in celebration there is going to be a park clean-up 8-25 6p-8pm-bring vegan treats. Discussion of assigning some of the recreation job duties to a staff member and City of Southfield. Charles & Gwen scales will be here Wednesday if there is inclement weather, the concert will be held in the community room and there will be live stream on Facebook. Sidewalk project will start in Southfield Road business corridor. Planning & DDA meeting for August have been cancelled. Redevelopment ready re-certified thanked all involved. Emergency Response plan of water systems with assistance of Scott Ringler help improve cyber security of system. The city is in compliance. SOCCRA holiday dates will be in Your Town. The 11 -mile service drive hump has been fixed. Discussion of how the recreation department duties will be distributed to staff and City of Southfield recreation department. 11. City Attorney Report None Reports of Boards, Commissions, and Committees A. Charter Amendment - Governor Whitmer's Approval of Proposed Amendment was received by City Council. Pamela Bratschi, Asst. City Administrator/Treasurer- explained there is an error on the water bills for water usage. To see the correct water usage visit the city’s website or call her. 12. Unfinished / New Business None 13. Public Comment Question from chat – when will City Council meetings be held face -to-face? Mayor and Council Comments Mayor Pro Tem Kantor stated – There has been positive feedback about city staff. Is it possible to have a City of Lathrup Village sign placed on City Hall because people ride through the city and think it’s Southfield. Complaints of garbage blocking the road. Idea-can residents place their garbage on one side of the street? It would save Tringalli money , time and fuel. Council member Medley stated to think about using alternate sides of the street to leave trash so it won’t be the same side each week. Ian Ferguson said – expressed appreciation to the City Administrator and staff for a job well done. Summer Stroll was yesterday- thanked everyone for participating during power outage. Next year of the is the 10th year of the stroll and looking forward to celebrating. Crisis hotline- warm line for residents to access the link. Thanked Chris for a great job done maintaining parks and recreation. Discussion of homestead -vs- non-homestead. Letters were mailed to residents to update the information on file – complete and send the Asst. Administrator/Treasurer Pamela Bratschi. Kelly car show was wonderful Saturday, will do again next year. City Council is available to the residents and they are willing to go to residents’ homes for town hall meetings outside. August 27 Summer in the Village – backpack giveaway come out to have a great time. Mandatory face covering required event. Dawn Medley said residents are engaged and hearing questions/support and council is very approachable. Lemonade event was very kind and a nice event.
