City Council Study Session Minutes Monday, July 26, 2021 at 6:00 PM Remote Meeting via Zoom In accordance with Emergency Orders issued by the local officials, and State of Michigan legislation, which allows for electronic meetings of public bodies, notice is hereby given that the City of Lathrup’s City Council will be meeting electronically using www.Zoom.us for videoconference and public access. 1. Call to Order by Mayor Garrett (in accordance with PA 254 of 2020, the members should identify their physical location by stating the county, city, township, or village and state from which he or she is attending the meeting remotely). Mayor Garrett Called the meeting to order at 6:09 p.m. Present: Mayor Mykale Garrett and Mayor Pro Tem Bruce Kantor Council members: Ian Ferguson, Dawn Medley and Saleem Siddiqi All City Council Members stated they are located in Lathrup Village, MI – Oakland County. Present: City Administrator, Dr. Sheryl L. Mitchell Theriot, Assist. City Administrator/Treasurer, Pamela Bratschi, City Attorney, Scott Baker, Police Chief, Scott McKee, Director, Community and Economic Development/DDA, Susie Stec, Government Services, Kelda London, Cori Dahl and City Clerk, Yvette Talley Others Present: Jill Bahm and Scott Ringler – Giffels Webster Mayor Garrett explained there are some City Council are present at City Hall in the Council Chambers: Mayor Garrett, Mayor Pro Tem Kantor, Council member Dawn Medley. Council members who are virtual are: Council members Ian Ferguson and Saleem Siddiqi 2. Discussion Items A. Meeting Logistics - Hybrid Meeting - Remote via Zoom and In-Person Mayor Garrett went over the logistics of the Hybrid Meeting. Scott Baker - City Attorney said the chat function will only be available during the public comments section of the meeting. Agenda Items Council member Ferguson asked a question relevant to alley vacation item. This item is a Council vote for the meeting tonight. Dr. Sheryl Mitchell Theriot said - An updated General Cannabis Ordinance is posted on municode and has been distributed to City Council. Mayor Pro Tem Kantor discussed the Cannabis Ordinance- License evaluation Section 18-288 item C -section (b). Changes from 1st reading to 2nd reading of cannabis; Attorney Scott Baker stated the following changes to the Cannabis Ordinance: Application period – Previously, City will accept applications over a 30-day period as established by the City Administrator. This has been changed to: the application period will only be opened after the City Council passes a separate resolution establishing the time period to receive applications. (This is not on the Agenda tonight) If this ordinance moves forward, the application period will open after City Council establishes a resolution. License limits : There will be a total of 2 facilities located in the city. In the two (2) facilities, they potentially could have both recreation and medical marijuana. Why was it done this way; if it were purely a medical facility, the additional cost to process the application would be more than the city would gain. The only revenue the city would realize is from the tax of recreational cannabis. There was a title amendment: from City Manager to City Administrator. 4. Public Comments Robert Brim – 18131 Santa Ann -the ordinance will not benefit the residents of the city. Kim Fay – 19701 Cambridge – Special Assessment side walk repair questions. She does not have drainage issues so why should she have to pay for the special assessment project. Mayor Pro Tem Kantor asked her to go give her comments during public hearing for the Special Assessment District. He gave an overview of answering her questions. 6.
