City Council Study Session Draft Minutes Monday, March 21, 2022 at 6:00 PM 27400 Southfield Road, Lathrup Village, Michigan 48076 1. Call to Order by Mayor Garrett at 6:02 p.m. 2. Discussion Items A. American Tower/Tower Point Offers discussion The City of Lathrup Village has had 2 cell tower offers. One offer from American Tower for $1,200.000 and from Tower Point for $1,600,000 plus 100% additional revenue for any added carrier. Patrick Grossman suggested to check if American Tower has right to first refusal clause that prevents the City to assign the lease to someone else. Attorney Kimberlin will confer with Attorney Baker and do a full review of the contracts and advise Council accordingly. B. Infrastructure Project Update Interim Administrator Stec put together and Q & A related to the sidewalk replacement program along with a sidewalk marking key. Once all sidewalks have been marked those residents will get a letter detailing the work that needs to be done. The resident will receive a cost estimate, the marking key and information on the payment plan. Letter will go out around the first week in April which will give residents the opportunity to decide if they want to do the work themselves. There are also construction issues that were not completed in contract year 1. Those residents will be contacted and work will begin as soon as the frost laws permit. C. Items on the Regular Meeting Agenda None  3. Mayor and Council Comments Council member had a resident complaint regarding ditch and culvert maintenance. It was explained by Interim Administrator that letters went out properties that need ditch and culvert repairs to coincide with the paving project. Those property owners received cost estimates specific to their property. There was also discussion related raingardens and boulders in the ditch area. Mayor Pro Tem Kantor requested updates on Code Enforcement related to ditches. Kaltz Excavating damaged one of the water mains and will be billed. Regarding the DDA approach work related to reimbursements are still being looked at. Encroachment license along Red River has not been started yet. Interim Administrator Stec will discuss the issue the Attorney. Stop sign at Panera needs to be moved behind the sidewalk. Update on the customer service software. 4.
