1. Call to Order by Mayor Garrett at 7:31 p.m.

4. Approval of Agenda
Mayor Pro Tem Kantor moved to approve the agenda with the removal of Action Item C. American
Tower/Tower Point Offers discussion. Motion seconded by Council member Miller.

5. Zoning Board of Appeals
City Council meeting suspended and Zoning Board of Appeals meeting called to order to decide
on variance request at 18931 Rainbow Ct.
6. Consent Agenda
All items listed under “Consent Agenda” are considered to be routine and non-controversial by the City Council and will
be approved by one motion. There will be no separate discussion. If a discussion is desired, that item(s) will be
removed from the consent agenda and discussed separately immediately after consent agenda approval in its normal
sequence on the regular agenda.

Council member Miller.

7. Study Session Minutes for February 28, 2022
Mayor Pro Tem Kantor mentioned the content error of the minutes dated February 28th.
Mayor Pro Tem Kantor motioned to approve the meeting minutes from January 31, 2022,
February 7, 2022, February 24, 2022 and February 28, 2022 with correction. Motion seconded
by Council member Jennings.

No: Miller
Motion carried.
8. Disbursement Reports – February
Council member Miller moved to approve the February Disbursement Report. Motion
seconded by Council member Kenez.

10. Action Requests - For Consideration / Approval
A. 2022 Cured-In-Place-Pipe Sewer Rehabilitation project
Mayor Pro Tem Kantor moved to approve the 2022 cured in place pipe sewer rehabilitation
project with D.V.M. Utilities for the amount of $664,113.00. Motion seconded by Council
member Jennings.

B. 2022 Storm Sewer Cleaning & Televising Program
Council member Kenez moved to approve the 2022 Storm Sewer Cleaning & Televising
Program with awarding the bid to Pipetek Infrastructure Services for the amount of
$116,468.00. Motion seconded by Mayor Pro Tem Kantor

C. Water Bill Adjustment
Motion by Mayor Pro Tem to approve billing the eighty-four (84) billed units at a split rate
with half of the units being charged at 2021/2021 water rate and the other half charged
2021/2022 rate also waiving the penalty at 27306 Goldengate. Motion seconded by Council
member Jennings.

D. Planning Commission appointments
Mayor Garrett recommended Robert Tamarelli to complete the vacant Planning Commission
seat with the term ending August 31, 2024.
Mayor Pro Tem Kantor moved to appoint Robert Tamarelli to serve on Lathrup Village
Planning Commission with the term ending August 31, 2024. Motion seconded by Council
member Miller.

E. Election Commission appointments
Mayor Garrett recommended Council member Jalen Jennings to serve on the Lathrup Village
Election Commission.
Mayor Pro Tem Kantor moved to elect Council member Jalen Jennings to the Lathrup Village
Election Commission. Motion seconded by Mayor Garrett

No: Kenez, Miller
Motion carried.
11. City Administrator Report
Interim Administrator Stec gave a brief overview of sidewalk replacement plan. Residents effected
will receive letters explaining the program in detail. There will also be information on the City’s
website and in the weekly e-newsletter.
City Administrators have been in contact with OHM Advisors, they are water loss experts who
works with the American Water Loss Assoc. to continue to investigate the City’s water loss issue.
Interim Administrator Bratschi reminded residents that if there is a letter “E” after the water usage
on the water bill that means that is an estimated bill and the Water Department is trying to clear
all estimated bill and have all actual readings.
There has been a new employee hired, an Administrative Assistant, Jacqueline Dodd who started
on Monday March 14, 2022.
Interim Administrator McKee has selected a company to do professional photographs of Council
and employees. Interim Administrator Stec with put together a doodle poll to determine the best
time for Council to have photographs taken.
12. City Attorney Report
None
13. Reports of Boards, Commissions, and Committees
Mayor Pro Tem Kantor wants to remind residents that construction season tentatively starts on
April 18th. There will be construction done on roads, sidewalks, water mains, and a number of
other improvement projects. Detailed information can be found on the City’s website, in the Your
Town Magazine and in the weekly newsletters.
With the ongoing waterline surveys the city would like to add a water meter audit to help with the
accuracy of the meters.
Mayor Pro Tem Kantor and staff have met with OHM. The American Water Association
recommended OHM to help research some solutions on the water loss issue. Some of the things
they have recommended; 1) Check the size of the source meter. 2) Make sure no other community

has tapped into our water source. They also suggest that Lathrup Village look into applying for a
pilot program with GLWA, they use a satellite image to see it there is chlorine in the water and
coming from a water metered water source.
Planning Commission is working on electric vehicle charging station ordinance, there will be a
public hearing on this issue on April 19, 2022.
The BP gas station has made a request for various site amendments, basically asking for alterative
screening methods at the corner.
Council member Jennings will be attending the upcoming SEMCOG meeting and expects to update
Council at the next meeting.
Council member Miller thanked Southfield Board of Education for a very productive meeting and
being very gracious host. Southfield Public School is a doner district and last year returned
$780.000. Southfield Public School is also be offering on site health care services, offering
telehealth and dental services.

16. Mayor and Council Comments
Mayor Garrett mentioned the University High School 5K Race on May 14th runs/walks through
Lathrup Village and there will be some street blocked.
Mayor Garrett also addressed the cannabis questions at tonight’s meeting, there will be a
discussion on ballot language at the next study session, or Council can open the application
process at any time. Council member Kenez offered the third option of Council opt to repeal and
replace the current ordinance.
Mayor Pro Tem Kantor read into the record a statement regarding the ethic ordinance that has
been previously discussed.
Council member Miller request copies of the letter sent to Mrs. White regarding her water issue.
Council member Miller also questioned the financing of the HAWK signals along Southfield Rd.
