City Council Study Session Meeting Minutes Monday, June 27, 2022, at 6:00 PM 27400 Southfield Road, Lathrup Village, Michigan 48076 1. Call to Order by Mayor Garrett at 6:00 pm 2. Discussion Items A. City Administrator Compensation discussion Susan Montenegro was in attendance to continue the Administrator contract discussion, clarifying some of the points from the previous contact discussion. There was continued discussion on severance and retirement. B. Draft Ethics Ordinance Council was provided with a revised copy of the draft Ethics Ordinance. Councilmember Kenez suggested that Council give the new Administrator an opportunity to review the document and maybe make some amendments. C. Fiscal Year 2022/2023 Budget Interim Administrator Bratschi went over the budget document that council will act on at the regular meeting. As council directed, there is a reduction in the original deficit amount from approx. $800,000 to $171,000. D. Senior Luncheon – Purple Door Tea Room Interim Administrator Stec responded to Councilmember Miller’s inquiry about the expenditure of senior luncheon, explaining that Special Projects Manager and DDA had been taking on some of the duties of the Parks and Recreation duties by coordinating senior outings. Since there were funds in the Parks and Recreation budget that had not been spent, the decision was made to cover lunch for the attendees for a total of $222.60. Councilmember Miller expressed concern that money was spent when some of the attendees at the lunch were not Lathrup Village residents. E. Homeowner Assistance Program Interim Administrator Bratschi would like to add to the regular council meeting agenda the approved to participate in the Michigan Homeowners Assistance Program. MISHDA has established a federally funded program the help homeowners with a hardship associated with 27400 Southfield Rd | Southfield, MI 48076 | 248.557.2600 | www.lathrupvillage.org  Coronavirus. This program provided funding for homeowners that need assistance with utilities. 3. Public Comments (speakers are limited to 3 minutes) Mayor Garrett read into the record an email received for public comment; Elaine Mantinan – Southfield Public School liaison 4. Mayor and Council Comments Mayor Garrett announced that the Optimus Club is seeking representatives from the council. Councilmember Miller responded to the comments from public comments; and requested an update on the sidewalk program. Interim Administrator Stec will investigate Councilmember Miller’s specific situation and report back. Mayor Pro Tem Kantor expressed concern with Tringali (the trash hauler contractor) and how they are blocking traffic and dropping trash on the street, and not picking it up while picking up trash. 5.
