City Council Regular Meeting Draft Minutes Monday, June 27, 2022, at 7:30 PM 27400 Southfield Road, Lathrup Village, Michigan 48076 1. Call to Order by Mayor Garrett at 7:30 pm 2. Roll Call Present: Mayor Mykale Garrett Council members: Councilmember Jennings, Mayor Pro Tem Kantor, Councilmember Kenez, Councilmember Miller Also Present: Interim City Administrators, Pam Bratschi, Susan Stec, and Chief Scott McKee, City Attorney, Scott Baker, Acting City Clerk, Kelda London 3. Pledge of Allegiance 4. Approval of Agenda Mayor Garrett added to the agenda Item B. under presentations John Rudd. Mayor Pro Tem Kantor also suggested to add Items G. Contract for the City Administrator H. Approval of Michigan Homeowner Assistance Fund I. Southfield Public School Discussion. Motion by Councilmember Jennings to approve the agenda adding items G. City Administrator Contract, Item H. Approval of Michigan Homeowners Assistance Fund Item I. Southfield Public School Discussion and Item B. under presentations, John Ruud. Motion seconded by Mayor Pro Tem Kantor. Yes: Kantor, Jennings, Kenez, Miller, Garrett No: None Motion carried. 5. Presentations A. Road Commission for Oakland County update Alex Trusenzki of the Oakland County Road Commission Traffic and Safety Division was in attendance to answer questions related to what the road commission does in Lathrup Village. The Road Commission maintains jurisdiction of Southfield Road and 12 Mile Road in Lathrup Village. There was a recent environmental assessment of Southfield Road. There is also a 27400 Southfield Rd | Southfield, MI 48076 | 248.557.2600 | www.lathrupvillage.org resurfacing project for Southfield Road between 11 Mile and 12 Mile Road. If the City would like to consider improvements to the intersection of 11 Mile Road and Lathrup Blvd that would really be between MDOT and Lathrup Village. MDOT handles the ramps from 696. OCRC will help with the discussion. MDOT has a project planned in the future for I-696, which would be a good opportunity to discuss the Lathrup Blvd 11 Mile crossing at that time. Councilmember Miller inquired about funding to paint Southfield Road. The plan will go along with the Southfield Road project. B. John Ruud “House in the Woods Property Update” Mr. Ruud suggested that the city reduce the price to $150,000 and cut the brush back approx. 100 feet from the road. Mayor Pro Tem Kantor moved to add House in the Woods Property as Action Item J. on the agenda. Seconded by Councilmember Miller. Yes: Jennings, Kenez, Miller, Garrett, Kantor No: None Motion carried. 6. Public Comment for Items on the Agenda (speakers are limited to 3 minutes) None 7. Consent Agenda All items listed under “Consent Agenda” are considered to be routine and non-controversial by the City Council and will be approved by one motion. There will be no separate discussion. If a discussion is desired, that item(s) will be removed from the consent agenda and discussed separately immediately after consent agenda approval in its normal sequence on the regular agenda. B. Study Session - May 23, 2022 Motion by Mayor Pro Tem Kantor to approve the minutes of the Study Session May 23, 2022, motion seconded by Councilmember Miller. Special Meeting - June 1, 2022 Motion by Mayor Pro Tem Kantor to approve the minutes of the Special Meeting June 1, 2022, motion seconded by Councilmember Miller. May 2022 Disbursement Report Motion by Mayor Pro Tem Kantor to approve the May 2022 Disbursement Report, motion seconded by Councilmember. Yes: Garrett, Kantor, Kenez, Miller No: Jennings Motion carried. F. Police Report Motion by Mayor Pro Tem Kantor to approve the May 2022 Police Report, motion seconded by Councilmember Miller. Yes: Kantor, Kenez, Miller, Garrett No: Jennings Motion carried. 8. Public Hearings A. Fiscal Year 2022/23 Budget – Budget Hearing Interim Administrator Bratschi gave a brief overview of the PY 2022/2023 Budget, stating that the General Fund will be impacted in the amount of $171,883. The millage rate has been reduced to 24.126 mils. No public comment. Public Hearing closed by Mayor Garrett. 9. Action Requests - For Consideration / Approval A. Fiscal Year 2021/2022 - Budget Amendments Councilmember Jennings moved to accept PY2021/2022 budget amendments; motion seconded by Mayor Pro Tem Kantor Yes: Garrett, Kantor, Jennings, Kenez No: Miller Motion carried. C. Lathrup Village – Southfield TOSS Program Partnership (updated) Interim Administrator Stec explained the TOSS Program Transportation Of Southfield Seniors) and requested City Council authorize the request of credits in the amount of $44,812 to the City of Southfield for the purpose of expanding the transportation program and extending the service to Lathrup Village residents. Motion by Mayor Pro Tem Kantor to approve the Southfield TOSS Program partnership between the City of Southfield and Lathrup Village. Motion seconded by Councilmember Jennings. Councilmember Miller asked for the goals of this program, what evaluation criteria will be used to determine the success of the program and what kind of marketing and advertising is the city going to do to make sure all the residents are aware of the availability of the program. Interim Administrator Stec stated that the information will be included in the ENewsletter along with the printed newsletter, updates will also on the website and public access channel. Smart will also be assisting in marketing efforts. Southfield has been asked to track the ridership. And the overall goal is to improve transportation services for Lathrup Village seniors. Adoption - Electric Vehicle Charging Ordinance The Planning Commission has found that electric vehicles charging was not a part of the zoning ordinances or general code. In the interest of stainability, a public hearing was held to adopt an ordinance. This will allow interested property owner to install charging stations in the commercial district. Councilmember Jennings moved to adopt the Electric Vehicle Charging Ordinance, motion seconded by Mayor Pro Tem Kantor. 27400 Southfield Rd | Southfield, MI 48076 | 248.557.2600 | www.lathrupvillage.org Councilmember Jennings inquired about the accountability if charging stations are not maintained. Interim Administrator Stec stated that citations could be issued. Yes: Kantor, Jennings, Kenez, Miller, Garrett No: None Motion carried. E. Appointment of SOCWA Representative and Alternate Mayor Garrett recommended Councilmember Miller as the representative and Susan Stec as the alternate. Motion by Councilmember Jennings to adopt the resolution to appoint Councilmember Miller as the representative and Susan Stec as the alternate to SOCWA and authorize city staff to notify SOCWA of the appointment. Motion seconded by Mayor Pro Tem Kantor. Yes: Jennings, Kenez, Miller, Garrett, Kantor No: None Motion carried. F. Appointment – SOCRRA Representative and Alternate Mayor Garrett recommended Susan Stec as the SOCRRA representative and Councilmember Kenez as the alternate. Motion by Councilmember Miller to appoint Susan Stec as the representative to SOCRRA and Councilmember Kenez as the alternate. Motion seconded by Mayor Pro Tem Kantor. Yes: Kenez, Miller, Garrett, Kantor, Jennings No: None Moton carried. G. City Administrator Contract Councilmember Jennings moved to approve the amended contract for Susan Montenegro, motion seconded by Mayor Pro Tem Kantor. Yes: Miller, Garrett, Kantor, Jennings, Kenez No: None Motion carried. H. Michigan Homeowner Assistance Fund The Michigan State Housing Development Authority has a fund that was federally created to assist homeowners who need financial assistance following the Covid-19 pandemic. 27400 Southfield Rd | Southfield, MI 48076 | 248.557.2600 | www.lathrupvillage.org Councilmember Jennings moved to adopt the Michigan Homeowner Assistance Fund through Michigan State Housing Development Authority provider participation agreement. Motion seconded by Mayor Pro Tem Kantor. Yes: Garrett, Kantor, Jennings, Kenez, Miller No: None Motion carried. I. House in the Woods Property Motion by Mayor Pro Tem Kantor to reduce the asking price from $190,000 to $150,000, along with extending the contract between John Ruud and the City of Lathrup Village until the July 25th regular council meeting at which at that point it can revisited, and direct Department of Public Services to do some grass cutting and clearing of the property. Motion seconded by Councilmember Jennings. Yes: Kantor, Jennings, Kenez, Miller, Garrett No: None Motion carried. J. Southfield Public School Discussion There has been discussion about there was an opening on the School Board, a millage increase coming and the closing of another school building. Councilmember Miller sat in on some of the discussions and participated in surveys but there was no information about the above mentioned items. 10. City Administrator Report None 11. Mayor and Council Comments Mayor Garrett announced the Southfield Optimas Club is looking for a representative from Lathrup Village. Councilmember Miller stated that the city did at one point maintain 11 Mile and Santa Barbara 16.
