City Council Study Session Meeting Minutes Monday, September 12, 2022, at 6:00 PM 27400 Southfield Road, Lathrup Village, Michigan 48076 1. Call to Order by Mayor Pro Tem Kantor at 6:00 pm 2. Discussion Items A. 24" Storm Sewer Repair – Wiltshire Scott Ringler of Giffles Webster explained that the 2022 Storm Sewer CCTV project revealed a very deteriorated 24” clay pipe storm sewer along Wiltshire from Santa Barbara to Bloomfield that will need to be repaired. The company that is doing the current sewer lining has provided a quote for approx. $134,000 to repair the broken line the estimate does include the cost of the road repair. Council will have to approve the additional expense for the 24” Sewer Repair on Wiltshire by DVM and utilize the remaining $50,000 MEDC grant funds to cover a portion of this expense. B. House in the Woods Offer There have been three offers for the property at 19600 Forest Dr (House in the Woods) first cash offer of $120,000 with the intent to develop the property with 2 houses second cash offer for $150,000 with the intent to develop the property with 4-6 houses and a third offer of $155,000 with the buyers intending to turn the property into a nature preserve. Councilmember Miller did express concern regarding the proof of funds for second offer. Councilmember Kenez expressed concern with giving up the green space. Mr. Ferguson the property owner adjacent to Forest Dr circulated a petition to the surrounding neighbors and all but one agreed to want the green space. Attorney Baker did remind Council that the charter states that the city needs to take the offer that is most advantageous to the entire city. 3. Mayor and Council Comments Councilmember Kenez questioned the removal of the Ethics Ordinance from the Special Meeting Agenda? Public Comments Laurie Kuntz stated that she is in favor of the $155,000 offer of the 19600 Forest Dr property. Ann Runyon is in favor of keeping the Forest Dr property becoming a nature preserve 5.
