City Council Study Session Draft Minutes Monday, November 28, 2022, at 6:00 PM 27400 Southfield Road, Lathrup Village, Michigan 48076 1. Call to Order by Mayor Garrett at 6:00 pm 2. Discussion Items A. TextMyGov Xavier from TextMyGov was in attendance to explain the TextMyGov program and answer any questions. The difference between TextMyGov and SeeClickFix which Lathrup Village uses to report issues, is TextMyGov gets more information to the residents. With TextMyGov, residents do not need an app. Just a cell phone to receive text messages. B. Dumpster/Waste & Rubbish Discussion There is a conflict between the Zoning Ordinance and the General Ordinance that needs to be corrected. The current zoning standards require that all commercial properties have indoor trash storage. Council will send that revision back to the Planning Commission for review of the ordinance. C. Encroachment Discussion -Parking pads, rain gardens Council needs to address ways to protect the Right of Ways and create language that addresses proper permitting for encroachment licenses. There should be a policy in place for encroachments. The encroachment discussion will continue at the next Study Session. D. Nosie Ordinance Discussion The current noise ordinance does not specify times for blower and engines. The discussion will be moved to a later Study Session 3. Mayor and Council Comments Mayor Pro Tem inquired about the traffic back-up at Discount Tire. Administrator Montenegro will follow-up with Police Chief McKee. 4.
