CITY OF LATHRUP VILLAGE CITY COUNCIL STUDY SESSION MEETING MINUTES JANUARY 6, 2020 MINUTES OF THE STUDY SESSION MEETING OF THE CITY OF LATHRUP VILLAGE HELD ON MONDAY, JANUARY 6, 2020 IN THE CONFERENCE ROOM IN THE MUNICIPAL BUILDING 27400 SOUTHFIELD ROAD, LATHRUP VILLAGE, MICHIGAN. The meeting was called to order at 6:00 p.m. by Mayor Garrett and Roll Call was taken. Present: Mayor Mykale Garrett and Mayor Pro Tem Bruce Kantor Council members Ian Ferguson, Saleem Siddiqi, Donna Stallings Also Present: City Attorney, Scott Baker, Treasurer, Pamela Bratschi and City Clerk Yvette Talley Purpose of meeting is to discuss City Council Agenda items. B. Discussion Items: A. Discussion – Marijuana Study Group (timeline objectives, meetings) A. Discussion- Council member Saleem Siddiqi will be the representative from City Council for the marijuana study group. (2 additional members needed) --(current members: Scott Baker, Scott McKee, Donald Eichstaedt and Carl Woodson) Dr. Mitchell will advertise for more members. The group will determine the objectives and ultimately make a recommendation to City council. B. Discussion – City Administrator Assistant & Grant Writer – A paid internship to write grants and assist City Administrator. (grants examples such as Ralph C. Wilson grant for a dog park). At the next study session in February 2020 Dr. Mitchell will look at a Job description and pay structure for the intern position and share with City Council. C. Discussed conflict of interest- Scott Baker said City Council has a duty that they already have and an obligation that is bestowed by both the city charter and the code of conduct. It’s more appropriate to use for a specific project for example; road millage, marijuana or a certain development that will take place. D. Discussed Agenda items for See Click Fix update- Dr. Mitchell gave an overview and staff will start training this week and next week. A presentation will be done at January 27th council meeting. E. Discussed Agenda software packet- Dr. Mitchell gave an overview and answered specific questions. Mayor and Council Comments Mayor Garrett it’s time for the evaluation for Dr. Mitchell, to completed by the end of March 2020. Dr. Mitchell will share her goals and objectives with city council. Road kill will be picked up by DPS (depending on the size of the animal) Council member Ferguson asked if FY 20/21 budget will be discussed. Pam Bratschi is working on the schedule for the upcoming budget sessions. What are the plans for summer concert bands? Dr. Mitchell stated there will be a pre-planning meeting with Vanessa Barnett, Community Foundation to discuss details of the upcoming summer concerts 2020. January 28, 2020 will be the next Lathrup Village Foundation meeting. 1  CITY OF LATHRUP VILLAGE CITY COUNCIL STUDY SESSION MEETING MINUTES JANUARY 6, 2020 Council member Ferguson will invite a company to present to city council looking at assets of city parks. Request for an update on Mr. Dhaliwal’s buildings. Dr. Mitchell gave an overview and answered specific questions. Scott Baker gave an overview and answered specific questions. The issues are fire code violations, building code violations, site plan violations and parking violations. If he fails to comply, tickets will be issued. Bruce Kantor – asked if integrity testing was done on the portion of the bank wall that didn’t collapse? Dr. Mitchell will look into this. Status on sign ordinance, sidewalk program and recycle program and census program. Dr. Mitchell gave updates and answered specific questions. Dr. Mitchell gave an update on the rearrangement of desks in the office. Mayor Garrett asked for an update of Planning Commissioner (Bruce Copus resigned 12-17-19) Dr. Mitchell said a couple of applications have been received for the Planning Commission and an appointment will be made soon. Discussion on the problems with mail delivery in the city. Scott Baker – received an encroachment license for the townhomes and the MEA building parcel on the eastside of the street will be on the January 2020 meeting. Dr. Mitchell – the Police officers will be moving from an eight-hour shift to a twelve-hour shift and it will be a 3 -month trial. City Council was invited to the Michigan Municipal league capitol conference which will be March 24-25 and Dr. Sheryl Mitchell will be honored at the dinner. Council member Stallings asked for a list of contractors for the city. Discussion of the wall been replacement at 28505 Southfield Rd. As of today, it has not been repaired. Work is due to begin tomorrow. Public Comments Jerry Griffin-Compassion Advisors-Farmington Hills- growth & retail facility he’s willing to come in to speak about the industry.
