CITY OF LATHRUP VILLAGE CITY COUNCIL STUDY SESSION MEETING MINUTES JULY 27,2020 MINUTES OF THE STUDY SESSION MEETING OF THE CITY OF LATHRUP VILLAGE HELD ON MONDAY, JULY 27, 2020 REMOTELY VIA ZOOM. Present: Mayor Mykale Garrett and Mayor Pro Tem Kantor Council members Ian Ferguson, Salem Siddiqi Also Present: City Administrator, Dr. Sheryl Mitchell, City Attorney, Scott Baker, Asst. City Administrator/Treasurer, Pamela Bratschi, Recreation Coordinator, Chris Clough, Government Operations Asst., Kelda London and City Clerk, Yvette Talley Others Present: Jill Bahm, Giffels Webster and Cori Dahl, Recreation Intern Meeting was called to order at 6:00 p.m. by Mayor Garrett Purpose of the meeting is to discuss City Council Agenda items. Discussed items: A. Discussion - Repurposing of the Exercise Room -Chris Clough and Cori Dahl gave an overview. Due to COVID-19, the exercise room has not been open to the public and Cori has been working on plans for repurposing the fitness center. Looking into funding options -Potential uses for gym space - Senior Friendship Cafe, Arts & Crafting Studio, Historical museum, Dance and Yoga studio, Non-profit/Co-op office rental space, classroom, Babies and Toddler playroom, City Hall storage space, Teen Zone & game room, multi-purpose room. City Council will submit their top three ideas and, in the Fall, present to the residents an informal vote as to which option to pursue. B. Discussion- Road Improvement Bond Millage - Mayor Pro Tem Kantor read a letter from Michael Griffin stating he’s not in support of the bond millage, he feels 10 years is too long to pay. Council member Siddiqi said 4 out of 5 members are in favor of the millage because over 7 miles will be done in 3 years, the average cost to the homeowner is reasonable. City Council will vote on approval to put this on the ballot. C. Discussion- Extend Sunset Period for Marijuana Establishment Council member Siddiqi stated that the Marijuana Study Group recommended Council allow marijuana related businesses to operate in the City. City Attorney recommended to extend the sunset for a minimum of 12 months to develop municipal and zoning code ordinance(s), types of marijuana facilities envisioned, anticipated concerns, if any, about impacts to the community.
