City of Lathrup Village City Council Study Session Meeting August 3, 2020 Minutes of the Study Session Meeting of the City of Lathrup Village held on Monday August 3, 2020 remotely via Zoom. Meeting was called to order at 6:00 PM by Mayor Garrett Present: Mayor Mykale Garrett and Mayor Pro Tem Bruce Kantor Council members Ian Ferguson, Saleem Siddiqi and Donna Stallings Also Present: City Administrator Dr. Sheryl Mitchell, City Attorney, Scott Baker, Asst. City Administrator/Treasurer, Pamela Bratschi, Police Chief Scott McKee, Government Operations, Kelda London Purpose of this meeting is to discuss City Council Agenda items. A. Marijuana Licensing & Application Process Council member Siddiqi explained the 7 types of marijuana related businesses. It was then determined that of the 7 types, grow facility and microbusiness are not feasible for Lathrup Village. Of the remaining 5, Mayor Pro Tem Kantor proposed that council continue to study testing/compliance facilities and Medical provisioning centers. B. Sign Ordinance Update Mayor Pro Tem Kantor proposed to remove the 90-day limit from expressive signs. Attorney Scott Baker and Planner Jill Bahm are currently working on revising the sign ordinance. Mayor and Council Comments Dr. Mitchell stated the Recreation Department van has been delivered. Tuesday, August 4th City Hall will be closed for the election to provided proper social distancing in the building. The City Clerk, Yvette Talley has done a tremendous job preparing for the upcoming Primary election. Mayor Garrett stated the final food drive is scheduled for Saturday August 8th from 11:00 AM – 2:00 PM at Lathrup Village City Hall. Mayor Pro Tem Kantor stated the infrastructure committee is working on an informational campaign to inform residents of the details of the proposed road work and the website should be up again soon. Council member Stallings reported that SEMCOG along with Great Lakes Water Authority are beginning to discuss an initiative for the water ways around Michigan. More information to follow. Council member Ferguson asked for an update on the property at the corner of Lathrup Blvd and 12 Mile. Question from the Audience: Has the City’s position changed on bioswales; Mayor Pro Tem Kantor explained that bioswales will now approved administratively on a case by case basis.
