CITY OF LATHRUP VILLAGE CITY COUNCIL MEETING MINUTES DECEMBER 16, 2019 MINUTES OF THE REGULAR CITY COUNCIL MEETING OF THE CITY OF LATHRUP VILLAGE HELD ON MONDAY, DECEMBER 16, 2019 IN THE CITY COUNCIL CHAMBERS IN THE MUNICIPAL BUILDING 27400 SOUTHFIELD ROAD, LATHRUP VILLAGE, MICHIGAN. The meeting was called to order at 7:04 p.m. by Mayor Garrett and Roll Call was taken. Present: Mayor Mykale Garrett and Mayor Pro Tem Bruce Kantor Council members Ian Ferguson, Saleem Siddiqi and Donna Stallings Also Present: Treasurer, Pam Bratschi, City Attorney, Scott Baker, Police Chief, Scott McKee and City Clerk, Yvette Talley MAYOR INVITED ALL PRESENT TO JOIN IN THE PLEDGE OF ALLEGIANCE CO-19-214 APROVAL OF AGENDA Motion by Council member Stallings, seconded by Council member Ferguson to approve the Agenda. Yes: Ferguson, Garrett, Kantor, Siddiqi, Stallings No: None Motion carried. CO-19-215 Approval of Minutes – Study Session December 2, 2019 Motion by Council member Siddiqi, seconded by Council member Ferguson to approve the Study Session minutes of December 2, 2019. Yes: Ferguson, Garrett, Kantor, Siddiqi, Stallings No: None Motion carried. CO-19-216 Approval of Minutes – Council Meeting– December 2, 2019 Motion by Council member Siddiqi, seconded by Council member Ferguson to approve the minutes of the Council meeting on December 2, 2019. Yes: Ferguson, Garrett, Kantor, Siddiqi, Stallings No: None Motion carried. 1 CITY OF LATHRUP VILLAGE CITY COUNCIL MEETING MINUTES DECEMBER 16, 2019 CO-19-217 APPROVAL OF DISBURSEMENT REPORTS Motion by Council member Kantor, seconded by Council member Stallings to approve the Disbursement Report of November 1, 2019 through November 15, 2019 totaling $67,997.80. Yes: Ferguson, Garrett, Kantor, Siddiqi, Stallings No: None Motion carried. CO-19-218 APPROVAL OF DISBURSEMENT REPORTS Motion by Council member Kantor, seconded by Council member Ferguson to approve the Disbursement Report of November 16, 2019 through November 30, 2019 totaling $617,469.89. Yes: Ferguson, Garrett, Kantor, Siddiqi, Stallings No: None Motion carried. CO-19-219 CONSIDERATION OF A MOTION TO ACCEPT DEPARTMENTAL REPORTS Motion by Council member Ferguson, seconded by Council member Stallings to approve the Departmental Reports. Yes: Ferguson, Garrett, Kantor, Siddiqi, Stallings No: None Motion carried. CO-19-220 PUBLIC COMMENTS Michael Griffin – 187856 San Jose said road improvement proposal committee should comprise of residents with high taxable value, low taxable value, those who live on dirt roads, senior citizens etc. uggested there should be new committee members added to the board. There should be separation of duties for Engineering firms and look at other bond proposals in other communities. Asked if Santa Barbara road will be repaved this year. 2 CITY OF LATHRUP VILLAGE CITY COUNCIL MEETING MINUTES DECEMBER 16, 2019 CO-19-221 PUBLIC HEARING None CO-19-222 ACTION REQUESTS A. Consideration of Approval for Special Assessment Resolution #1 and Set Public Hearing for January 27, 2020 Pam Bratschi, gave an overview and answered specific questions. Motion by Council member Ferguson, seconded by Council member Siddiqi to approve the resolution scheduling the public hearing for Special Assessments for January 27, 2020 at 7:00 p.m. Yes: Ferguson, Garrett, Kantor, Siddiqi, Stallings No: None Motion carried. B. Consideration to Approve the Revocable Permanent Encroachment License - 27051 Southfield Rd Scott Baker gave an overview and answered specific questions. Motion by Council member Ferguson, seconded by Council member Stallings approve the Easement Encroachment License for Lan Lan Holdings, LLC, owner of property located at 27047 and 27051 Southfield Road, Lathrup Village, Michigan 48076, for landscape improvements and concrete parking pad within the alley right-of-way. Yes: Ferguson, Garrett, Kantor, Siddiqi, Stallings No: None Motion carried. C. Consideration to Approve the 2020 City Council Study Session and City Council Meeting Dates Motion by Council member Ferguson, seconded by Mayor Pro Tem Kantor to adopt the 2020 City Council Study Session and City Council Meeting dates. Yes: Ferguson, Garrett, Kantor, Siddiqi, Stallings No: None 3 CITY OF LATHRUP VILLAGE CITY COUNCIL MEETING MINUTES DECEMBER 16, 2019 Motion carried. D. Consideration to Approve the 2020 Board of Review Meetings Dates Pamela Bratschi gave an overview and answered specific questions. Motion by Council member Siddiqi, seconded by Council member Ferguson to approve the adopt the Lathrup Village Fee Schedule with an effective date of January 1, 2020. Yes: Ferguson, Garrett, Kantor, Siddiqi, Stallings No: None Motion carried. E. Consideration for Approval of the Appointments to the Historic District Commission Motion by Council member Ferguson, seconded by Mayor Pro Tem Kantor to appoint Brigid Taylor and Annette Kingsbury to a 3-year term, ending December31, 2022. Yes: Ferguson, Garrett, Kantor, Siddiqi, Stallings No: None Motion carried. F. Consideration for Appointments to the Lathrup Village Community Foundation (2 council members and City Administrator/or designee) Motion by Council member Ferguson seconded by Mayor Pro Tem Kantor to appoint Mayor Mykale Garrett, Council member Donna Stallings and City Treasurer/Assistant City Administrator Pamela Bratschi as Directors to the Lathrup Village Community Foundation. Yes: Ferguson, Garrett, Kantor, Siddiqi, Stallings No: None Motion carried. 4 CITY OF LATHRUP VILLAGE CITY COUNCIL MEETING MINUTES DECEMBER 16, 2019 CO-19-223 ASSISTANT CITY ADMINISTRATOR REPORT Pamela Bratschi said tree lighting ceremony December 17th 7:00 p.m.-9:00 p.m. Mayor Garrett said Shop small was a success. CO-19-224 CITY ATTORNEY REPORT Wished everyone Happy Holidays! CO-19-225 REPORTS OF BOARDS, COMISSIONS AND COMMITTEES None CO-19-226 UNFINISHED/ NEW BUSINESS Council member Stallings said she will bring forth a resolution honoring a 90 -year old resident who has lived in Lathrup Village 30 years. Council member Ferguson announced that a Council member has to steer the committees of the city. Mayor Pro Tem Kantor is the only member from City Council who is on the road millage committee. Will look into separation of power of the engineering firm. City Council wished everyone Happy Holidays! CO-19-227 ADJOURNMENT Motion by Council member Ferguson, seconded by Council member Stallings to adjourn this meeting. Yes: Ferguson, Garrett, Kantor, Siddiqi, Stallings No: None Motion carried.
