CITY OF LATHRUP VILLAGE CITY COUNCIL MEETING MINUTES JUNE 18, 2018 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF LATHRUP VILLAGE HELD ON MONDAY, JUNE 18, 2018 IN THE CITY COUNCIL CHAMBERS IN THE MUNICIPAL BUILDING 27400 SOUTHFIELD ROAD, LATHRUP VILLAGE, MICHIGAN. The meeting was called to order at 7:04 p.m. by Mayor Garrett and Roll Call was taken. Present: Mayor MyKale Garrett and Mayor Pro Tem Bruce Kantor Council members Ian Ferguson Excused: Council member Frank Brock and Donna Stallings Also Present: City Administrator Sheryl L. Mitchell, City Attorney Scott Baker, Sgt. Michael Zang, Treasurer Pamela Bratschi and City Clerk Yvette Talley Others Present: Scott Ringler, Giffels MAYOR INVITED ALL PRESENT TO JOIN IN THE PLEDGE OF ALLEGIANCE CONSENT AGENDA CO-18-108 CALL TO ORDER AND ROLL CALL Roll call was taken. Motion by Council member Ferguson, seconded by Mayor Pro Tem Kantor to excuse Council member Frank Brock and Council member Donna Stallings from this meeting. Yes: Ferguson, Garrett, Kantor No: None Motion carried. CO-18-109 APPROVAL OF AGENDA/ CONSENT AGENDA Motion by Council member Ferguson, seconded by Mayor Pro Tem Kantor to approve the Agenda with changes to add a public hearing regarding the Capital Improvement Plan. Yes: Ferguson, Garrett, Kantor No: None Motion carried. 1 CITY OF LATHRUP VILLAGE CITY COUNCIL MEETING MINUTES JUNE 18, 2018 CO-18-110 Minutes of the Study Session on May 21, 2018 Motion by Mayor Pro Tem Kantor, seconded by Council member Ferguson to approve the minutes of the Study Session meeting of May 21, 2018. Yes: Ferguson, Garrett, Kantor No: None Motion carried. CO-18-111 Minutes of Regular Meeting on May 21, 2018 Motion by Mayor Pro Tem Kantor, seconded by Council member Ferguson to approve the minutes of the Regular meeting of May 21, 2018 with a correction for the amount that was indicated for Downtown Development Authority should be $163,189. Yes: Ferguson, Garrett, Kantor No: None Motion carried. CO-18-112 APPROVAL OF DISBURSEMENT REPORTS Motion by Mayor Pro Tem Kantor, seconded by Council member Ferguson to approve the Disbursement Report of May 1, 2018 through May 15, 2018 totaling $53,115.97. Yes: Ferguson, Garrett, Kantor No: None Motion carried. CO-18-113 APPROVAL OF DISBURSEMENT REPORTS Motion by Mayor Pro Tem Kantor, seconded by Council member Ferguson to approve the Disbursement Report of May 15, 2018 through May 31, 2018 totaling $371,507.45. Yes: Ferguson, Garrett, Kantor No: None Motion carried. 2 CITY OF LATHRUP VILLAGE CITY COUNCIL MEETING MINUTES JUNE 18, 2018 CO-18-114 CONSIDERATION OF A MOTION TO ACCEPT DEPARTMENTAL REPORTS Motion by Mayor Pro Tem Kantor, seconded by Council member Ferguson to accept the Departmental Reports. Yes: Ferguson, Garrett, Kantor No: None Motion carried. CO-18-115 PUBLIC COMMENTS Jeremy Moss, State Representative gave updates: There are no cuts to revenue sharing. There is money in the rainy day fund that could be allocated to roads. He is working on election reforms, consumer protection reform, insurance consumer protection and to prohibit businesses from price gouging. Debbie Hoatlin-Dunn – 27440 Lathrup Blvd - Would like better communication of community events to the public. Veteran’s Grove needs weeding around bricks. CO-18-116 PUBLIC HEARINGS a. Capital Improvement Plan 2018-2023 Public Hearing opened by Mayor Garrett. There were no comments by the public. Motion by Council member Ferguson, seconded by Council member Kantor to continue this public hearing on Tuesday, June 26 at the Planning Commission meeting. Yes: Ferguson, Garrett, Kantor No: None Motion carried. CO-18-117 CONSIDERATION TO APROVE A CONTRACT FOR 2018 STREET IMPROVEMENT PROJECT Sheryl L. Mitchell gave an overview and answered specific questions of City Council. Motion by Mayor Pro Tem Kantor, seconded by Council member Ferguson to approve the contract to Hutch Paving not to exceed $300,708. 3 CITY OF LATHRUP VILLAGE CITY COUNCIL MEETING MINUTES JUNE 18, 2018 Yes: Ferguson, Garrett, Kantor No: None Motion carried. CO-18-118 FY 2018/2018 Budget Amendments Sheryl L. Mitchell gave an overview and answered specific questions from City Council. Motion by Council member Ferguson, seconded by Mayor Pro Tem Kantor to Approve the Budget Amendments as submitted by the City Administrator for the FY 2017-18 Budget year. Yes: Ferguson, Garrett, Kantor No: None Motion carried. CO-18-119 Consideration of Plante Moran Engagement Letter and Professional Services Agreement – Audit Services Sheryl L. Mitchell gave an overview and answered specific questions from City Council. Council member Ferguson asked if there were comparisons of other audit service companies. City Administrator stated that she has been here a short period of time and did not have a chance to compare companies. In the future, she will compare professional audit services companies. Motion by Mayor Pro Tem Kantor, seconded by Council member Ferguson to approve the Professional Services Agreement – Audit Services. Yes: Ferguson, Garrett, Kantor No: None Motion carried. CO-18-120 Consideration to Approve an Ordnance to Amend the City of Lathrup Village Zoning Ordinance Article 2.0 Definitions to add a definition to Section 2.2 and to amend Article 4.6 to update the standards for Wireless Communications Facilities. Scott Baker gave an overview and answered specific questions from City Council. Motion by Mayor Pro Tem Kantor, seconded by Council member Ferguson. To approve an ordinance to amend the City of Lathrup Village Zoning Ordinance Article 2.0 definitions to add a definition to Section 2.2 and to Amend article 4.6 to update the standards for wireless communications facilities. Yes: Ferguson, Garrett, Kantor No: None 4 CITY OF LATHRUP VILLAGE CITY COUNCIL MEETING MINUTES JUNE 18, 2018 Motion carried. CO-18-121 Consideration to Approve an Ordinance to amend the City of Lathrup Village Zoning Ordinance Section 7.9.6 to remove provisions relating to Zoning Amendments to be Consistent with State Law Scott Baker gave an overview and answered specific questions from City Council. Motion by Mayor Pro Tem Kantor, seconded by Council member Ferguson to approve an ordinance to amend the City of Lathrup Village Zoning Ordinance Section 7.9.6 to remove provisions relating to Zoning Amendments to be consistent with State Law. Set July 23, 2018 for the Second Reading and Adoption. Yes: Ferguson, Garrett, Kantor No: None Motion carried. CO-18-122 Consideration to Approve the First Reading of an Ordinance to Amend Chapter 50 – Peddlers, Solicitors and Canvassers Scott Baker gave an overview and answered specific questions from City Council. Motion by Council member Ferguson, seconded by Mayor Pro Tem Kantor to Approve the First Reading of an Ordinance to Amend Chapter 50 – Peddlers, Solicitors and Canvassers. Set July 23, 2018 for the Second reading and Adoption. Yes: Ferguson, Garrett, Kantor No: None Motion carried. CO-18-123 Consideration to Approve the First Reading of an Ordinance to Amend Chapter 78, Utilities, Amending Article IV Sewage Disposal Systems, Division 1, Generally, Sec. 78-328(B), Grease Interceptors – Violations and Penalties Scott Baker gave an overview and answered specific questions from City Council. Motion by Mayor Pro Tem Kantor, seconded by Council member Ferguson to appoint Mayor Pro Tem Kantor to the Election Commission for the August 7, 2018 Primary Election. Yes: Ferguson, Garrett, Kantor No: None Motion carried. CO-18-125 Consideration to Appoint Sheryl L. Mitchell as Alternate for SEMCOG General Assembly Motion by Council member Ferguson, seconded by Mayor Pro Tem Kantor to appoint Sheryl L. Mitchell as Alternate for SEMCOG General Assembly. Yes: Ferguson, Garrett, Kantor No: None Motion carried. CO-18-126 REPORT OF THE CITY ADMINISTRATOR -Staff Meeting was June 12th -Staff Evaluations are underway -Park Regulations work group – meeting to discuss rental policy, hours, parking -Cross connection Inspections – July 2 & 3 -Bid Opening for Street Improvement Project was held June 18 and 3 bids were received -Lathrup Services met with Randy Baldwin to discuss the scope of services -Women’s Officials Network Breakfast -Tiger’s Baseball attended the game with Lathrup Village residents and had a great time -Historic District Commission – There are two vacant seats on this commission, accepting applications -DDA- Met on June 18th to discuss their strategic plan 6 CITY OF LATHRUP VILLAGE CITY COUNCIL MEETING MINUTES JUNE 18, 2018 -SOCCRA met on June 13th and adopted 2018/19 Budget -SOCWA met on June 13th and adopted 2018/19 Budget Upcoming Events Ribbon cutting for Tim Miller, Jr. State Farm 26630 Southfield Rd on June 20th at 11:00 a.m. Lathrup Village Farmer’s Market Wednesday, June 20th 3:30 p.m.-7:00 p.m. Summer Concert Series Wednesday, June 20th 7pm-8:30 pm – Larry Lee & Back in the Day Band Alliance of Rouge Communities (ARC) will hold their next meeting on June 20th at 1pm in the Lathrup Village Community room SEMCOG – General Assembly – June 28th at Little Caesar’s Arena Food Truck Friday’s will begin July 20th 6pm-9pm. Community Policing Event – Wednesday, July 25th at 6pm Detroit Institute of Arts – Inside/Out Program begins August 1 through October 31 Lathrup Village 65th Birthday celebration – September 8 & 9, 2018 State Primary – August 7, 2018 CO-18-127 REPORT OF CITY ATTORNEY None CO-18-128 REPORTS OF BOARDS, COMMISSIONS AND COMMITTEES A. SEMCOG – Upcoming meeting will June 28th B. Southfield Public Schools- Gave an overview. Extended an invitation to schedule a joint meeting with the Board of Education C. Downtown Development Authority Molly Tamsen will chair the 65th Anniversary committee D. Planning Commission – Capital Improvement Plan discussions will start earlier and would like to have more involvement with department heads to determine what the needs are. Master Plan is due to be reviewed in a year. Planning Commission would like to have a joint City Council & Planning Commission meeting. E. Historic District Commission met on June 12th and elected officers CO-18-129 UNFINISHED/NEW BUSINESS Sheryl L. Mitchell gave an update on the dumpster at Sunnybrook/Cambridge. Code enforcement officer has been monitoring the matter and it has not reoccurred. Property owner is now having the trash picked up twice per week. Mayor Pro Tem Kantor thanked the residents who assisted with the corridor cleanup. June 23rd is the City wide garage sale. Pickup 2 free garage sale signs from City Hall. 7 CITY OF LATHRUP VILLAGE CITY COUNCIL MEETING MINUTES JUNE 18, 2018 City Council will add another meeting date which will be July 11th to discuss the house in the woods. Mayor Garrett said Public Service Announcement - be careful of deer because they are killing small animals. CO-18-130 ADJOURNMENT Motion by Council member Ferguson, seconded by Mayor Pro Tem Kantor to adjourn this meeting. Yes: Ferguson, Garrett, Kantor No: None Motion carried.
