CITY OF LATHRUP VILLAGE CITY COUNCIL MEETING MINUTES OCTOBER 29, 2018 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF LATHRUP VILLAGE HELD ON MONDAY, OCTOBER 29, 2018 IN THE CITY COUNCIL CHAMBERS IN THE MUNICIPAL BUILDING 27400 SOUTHFIELD ROAD, LATHRUP VILLAGE, MICHIGAN. The meeting was called to order at 7:06 p.m. by Mayor Garrett and Roll Call was taken. Present: Mayor Mykale Garrett and Mayor Pro Tem Bruce Kantor Council members Brock, Ferguson, Stallings Also Present: City Administrator Dr. Sheryl L. Mitchell, City Attorney Scott Baker, Sgt. Michael Zang and City Clerk Yvette Talley MAYOR INVITED ALL PRESENT TO JOIN IN THE PLEDGE OF ALLEGIANCE CONSENT AGENDA CO-18-198 APPROVAL OF AGENDA Motion by Council member Ferguson, seconded by Council member Stallings to approve the Agenda. CO-18-203 Minutes of the Study Session on October 8, 2018 Joint Meeting of the City Council of the City of Lathrup Village, City Council of the City of Southfield and Southfield Public Schools Board of Education Motion by Mayor Pro Tem Kantor, seconded by Council member Ferguson to approve the minutes of the October 8, 2018 Joint Meeting of the City Council of the City of Lathrup Village, City Council of the City of Southfield and Southfield Public Schools Board of Education. Yes: Brock, Ferguson, Garrett, Kantor, Stallings No: None Motion carried. CO-18-204 APPROVAL OF DISBURSEMENT REPORTS Motion by Council member Ferguson, seconded by Council member Stallings to approve the Disbursement Report of September 1, 2018 through September 15, 2018 totaling $51,643.36. Yes: Brock, Ferguson, Garrett, Kantor, Stallings No: None Motion carried. 2 CITY OF LATHRUP VILLAGE CITY COUNCIL MEETING MINUTES OCTOBER 29, 2018 CO-18-205 APPROVAL OF DISBURSEMENT REPORTS Motion by Council member Stallings, seconded by Council member Ferguson to approve the Disbursement Report of September 16, 2018 through September 30, 2018 totaling $714,623.35. Yes: Brock, Ferguson, Garrett, Kantor, Stallings No: None Motion carried. CO-18-206 CONSIDERATION OF A MOTION TO ACCEPT DEPARTMENTAL REPORTS Senator Vincent Gregory thanked everyone for their support for 20 years and his term will end at the end of 2018. Senator Gregory presented Council member Stallings with a tribute for her involvement with different organizations. Introduction and swearing in of Officer Jeremy Huston. Motion by Council member Stallings, seconded by Mayor Pro Tem Kantor to approve the Departmental Reports. Yes: Brock, Ferguson, Garrett, Kantor, Stallings No: None Motion carried. CO-18-207 PUBLIC COMMENTS None CO-18-208 PUBLIC HEARINGS None CO-18-209 ACTION REQUESTS Dr. Sheryl Mitchell gave an overview and answered specific questions from City Council. A. Consideration to Accept Fiscal Year 2017/18 Audit – Plant Moran Motion by Council member Ferguson, seconded by Council member Stallings to accept the Fiscal Year 2017-2018 Audit as presented by Plante Moran. Consideration to Approve - Purchase and Equipment for Dump Truck Motion by Council member Ferguson, seconded by Council member Stallings to approve the purchase of a new truck for the Department of Public Services, as recommended for a cost not to exceed $164,066.00 Yes: Brock, Ferguson, Garrett, Kantor, Stallings No: None Motion carried. C. Consideration to Approve the Second Reading and Adoption of an Ordinance To Amend Chapter 54, Solid Waste, Amending Article II, collection and Disposal, Sec. 54-32,Preparation of Solid Waste Materials Motion by Council member Stallings, seconded by Council member Ferguson to approve the Second Reading and Adoption of an Ordinance To Amend Chapter 54, Solid Waste, Amending Article II, Collection and Disposal, Sec. 54-32, Preparation of Solid Waste Materials. Consideration to Approve – Motion to appoint a City Council member to the Election Commission for the November 6, 2018 General Election Motion by Council member Ferguson, seconded by Mayor Pro Tem Kantor to appoint Council member Stallings to the Election Commission for the November 6, 2018 General Election. Yes: Brock, Ferguson, Garrett, Kantor, Stallings No: None Motion carried. E. Consideration to Approve – Election Inspectors Pay Increase City Clerk Yvette Talley gave an overview and answered specific questions. Motion by Council member Ferguson, seconded by Council member Stallings to approve the Election Inspectors pay increase starting November 6, 2018 General Election. Consideration to Approve – Designation of the Observance of Veteran’s Day as an Official City Holiday Motion by Council member Ferguson, seconded by Mayor Pro Tem Kantor to approve the observance of Veteran’s Day as an Official City Holiday. Consideration to Approve Changing Columbus Day to Indigenous Peoples Day Dr. Sheryl Mitchell gave an overview and answered specific questions from City Council. Motion by Council member Ferguson, seconded by Council member Stallings to approve changing Columbus Day to Indigenous Peoples Day. Yes: Brock, Ferguson, Garrett, Kantor, Stallings No: None Motion carried. H. Consideration to Appoint Rebecca L. Curtiss – Board of Review, 3 year term Dr. Sheryl Mitchell gave an overview and answered specific questions from City Council. Motion by Council member Ferguson, seconded by Council member Stallings to appoint Rebecca L. Curtiss to the Board of Review for a Three-year term ending December 31, 2021. Yes: Brock, Ferguson, Garrett, Kantor, Stallings No: None Motion carried. I. Consideration to Appoint Dane Johnson – Historic District Commission, term to expire December 31, 2021 Dr. Sheryl Mitchell gave an overview and answered specific questions from City Council. Motion by Council member Stallings, seconded by Mayor Pro Tem Kantor to appoint Dane Archer Johnson to the Historic District Commission for a three year term ending December 31, 2021. 5 CITY OF LATHRUP VILLAGE CITY COUNCIL MEETING MINUTES OCTOBER 29, 2018 Yes: Brock, Ferguson, Garrett, Kantor, Stallings No: None Motion carried. J. Consideration to schedule and publish a Public Hearing Notice – Community Development Block Grant (CDBG) Funds, Monday, November 19,2018 at 7:00 p.m. Dr. Sheryl Mitchell gave an overview and answered specific questions from City Council. Motion by Mayor Pro Tem Kantor, seconded by Council member Stallings to schedule the 2019 Community Development Block Grant (CDBG) Public Hearing for November 19, 2018. Yes: Brock, Ferguson, Garrett, Kantor, Stallings No: None Motion carried. CO-18-210 REPORT OF THE CITIY ADMINISTRATOR Dr. Sheryl Mitchell reported: Lathrup Village Time Bank will have an event October 29th 6:30 p.m.-8:00 p.m. in the Meeting Place Special City Council Meeting will be held Thursday, November 1, 2018 at 6:00 p.m. to discuss Council rules of procedure. Positions have been posted and applications are being accepted for the following positions: -Community & Economic Development Manager -Assistant-Building Department & Code Inspector Election Day will be November 6, 2018 Lathrup Village Police department will be participating in “No-Shave November” to raise funds for children with hair loss due to medical issues. Water Main Lining Project will begin the week of October 29th and residents effective by this have been notified Small Business Saturday – Saturday, November 24, 2018 for more information www.advantageOakalnd.com/Shopsmall Planning Commission- next meeting will be November 27 which will include a Study Session and Site Plan Review and Special Land Use for 26727 & 26751 Southfield Rd. DDA has approved Sign Grants and Façade Grants program and their next meeting will be November 9th 6 CITY OF LATHRUP VILLAGE CITY COUNCIL MEETING MINUTES OCTOBER 29, 2018 Fall Fest on October 26th was a tremendous success Santa and Tree Lighting Program scheduled for Sunday, December 2nd SEMCOG – meeting was held October 18th in Novi- signed up for their Grant Finder Program CO-18-211 REPORT CITY ATTORNEY No comments CO-18-212 REPORTS OF BOARDS, COMMISSIONS AND COMMITTEES Mayor Pro Tem Kantor gave an update from the Planning Commission they will be updating Zoning regulations- accessory building language, maximum shed height from 8ft. to 10 ft., added a maximum square footage for all accessory buildings combined to 160 square feet, added swimming pool language and updated the definition section. The public hearing will be held on November 27th. SEMCOG is seeking input from residents regarding the 2045 Regional Transportation Plan and there will be a meeting on November 26th CO-18-213 UNFINISHED/NEW BUSINESS City Clerk announced November 6, 2018 is Election Day. The City Clerk’s office will be open Saturday, November 3, 2018 9:00 a.m. – 2:00 p.m. to vote absentee. Monday, November 5, 2018 will be the last day to absentee 8:00 a.m. – 4:00 pm. Also, the straight party section has been eliminated so voters have to vote each race. There is a sample ballot on the website or you may stop by the office for a copy of a sample ballot. You may take a sample ballot or any other voting literature into the voting booth.
