CITY OF LATHRUP VILLAGE CITY COUNCIL MEETING MINUTES NOVEMBER 19, 2018 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF LATHRUP VILLAGE HELD ON MONDAY, NOVEMBER 19, 2018 IN THE CITY COUNCIL CHAMBERS IN THE MUNICIPAL BUILDING 27400 SOUTHFIELD ROAD, LATHRUP VILLAGE, MICHIGAN. The meeting was called to order at 7:06 p.m. by Mayor Garrett and Roll Call was taken. Present: Mayor Mykale Garrett and Mayor Pro Tem Bruce Kantor Council members Ferguson, Stallings Excused: Council member Frank Brock Also Present: City Administrator Dr. Sheryl L. Mitchell, City Attorney Scott Baker, City Clerk Yvette Talley MAYOR INVITED ALL PRESENT TO JOIN IN THE PLEDGE OF ALLEGIANCE CO-18-215 EXCUSE COUNCIL MEMBER BROCK Motion by Council member Ferguson, seconded by Mayor Pro Tem Kantor to excuse Council member Brock from this meeting. Yes: Ferguson, Garrett, Kantor, Stallings No: None Motion carried. CONSENT AGENDA CO-18-216 APPROVAL OF AGENDA Motion by Council member Stallings, seconded by Mayor Pro Tem Kantor to approve the Agenda. Yes: Ferguson, Garrett, Kantor, Stallings No: None Motion carried. CO-18-217 APPROVAL OF CONSENT AGENDA Motion by Mayor Pro Tem Kantor, seconded by Council member Stallings to approve the Consent Agenda. CO-18-219 Minutes of the Regular Meeting on October 29, 2018 Motion by Mayor Pro Tem Kantor, seconded by Council member Stallings to approve the minutes of the Regular meeting on October 29, 2018. CO-18-220 Minutes of the Study Session on November 1, 2018 Motion by Mayor Pro Tem Kantor, seconded by Council member Stallings to approve the minutes of the Study Session on November 1, 2018. CO-18-221 Minutes of the Study Session on November 5, 2018 Motion by Mayor Pro Tem Kantor, seconded by Council member Stallings to approve the minutes of the November 5, 2018. Yes: Ferguson, Garrett, Kantor, Stallings No: None Motion carried. CO-18-222 APPROVAL OF DISBURSEMENT REPORTS Motion by Mayor Pro Tem Kantor, seconded by Council member Stallings to approve the Disbursement Report of October 1, 2018 through October 15, 2018 totaling $48,374.80. 2 CITY OF LATHRUP VILLAGE CITY COUNCIL MEETING MINUTES NOVEMBER 19, 2018 Yes: Ferguson, Garrett, Kantor, Stallings No: None Motion carried. CO-18-223 APPROVAL OF DISBURSEMENT REPORTS Motion by Council member Stallings, seconded by Mayor Pro Tem Kantor to approve the Disbursement Report of October 16, 2018 through October 31, 2018 totaling $557,882.78. Yes: Ferguson, Garrett, Kantor, Stallings No: None Motion carried. CO-18-224 CONSIDERATION OF A MOTION TO ACCEPT DEPARTMENTAL REPORTS Motion by Mayor Pro Tem Kantor, seconded by Council member Stallings to approve the Departmental Reports. Yes: Ferguson, Garrett, Kantor, Stallings No: None Motion carried. CO-18-225 PUBLIC COMMENTS Nancy Quarles, Oakland County Commissioner announced - Small Business Saturday on November 24 and encouraged all residents to participate. Michael Terrell, Elder – Community Fellowship Church – SDA said some of the programs offered by his church are: Daycare, a commercial kitchen to feed Veterans, baby clothing, strollers etc. Martin Sema- Hyatt Labs 35354 Maples Ct., Farmington Hills – would like cannabis to come to Lathrup Village. Also, interested in working outreach foundations. CO-18-226 PUBLIC HEARINGS Public Hearing PY 2019 Community Development Block Gant (CDBG) Mayor Garrett opened the Public Hearing at 7:15 p.m. There were no public comments Mayor Garrett closed the Public Hearing at 7:16 p.m. 3 CITY OF LATHRUP VILLAGE CITY COUNCIL MEETING MINUTES NOVEMBER 19, 2018 CO-18-227 ACTION REQUESTS Dr. Sheryl Mitchell gave an overview and answered specific questions from City Council. A. Consideration to Approve the 2019 Community Development Block Grant Funds Motion by Council member Stallings, seconded by Council member Ferguson to Adopt the Resolution for the use of 2019 Community Development Block Grant Funds. Yes: Ferguson, Garrett, Kantor, Stallings No: None Motion carried. B. Consideration to Approve - First Reading An Ordinance To Amend Appendix A- Franchises, Amending Article I, Consumer Power Company in Its Entirety Scott Baker, gave an overview and answered specific questions from City Council. Motion by Council member Ferguson, seconded by Mayor Pro Tem Kantor to approve the First Reading of an Ordinance to amend Appendix A – Franchises, amending Article 1, Consumer Power Company in its entirety. Yes: Ferguson, Garrett, Kantor, Stallings No: None Motion carried. C. Consideration to Approve the Munetrix Contract Dr. Sheryl Mitchell gave an overview and answered specific questions from City Council. Katrina Powell, Vice President of Municipal Services gave an overview and answered specific questions from City Council. Motion by Council member Ferguson, seconded by Council member Stallings to approve the Munetrix Subscription Agreement for $4,059.45 plus a one-time set up of $608.92; and authorize the City Administrator to sign related documents and apply for the 50% grant with the Michigan Treasury. Yes: Ferguson, Garrett, Kantor, Stallings No: None Motion carried. 4 CITY OF LATHRUP VILLAGE CITY COUNCIL MEETING MINUTES NOVEMBER 19, 2018 D. Consideration to Approve – The Closing of City Hall offices on Thursday, December 20, 2018 from 12:30 p.m.-4:30 p.m. Dr. Sheryl Mitchell gave an overview and answered specific questions from City Council. Motion by Council member Stallings, seconded by Council member Ferguson to approve the closing of City Hall offices on Thursday, December 20, 2018 from 12:30 p.m. to 4:30 p.m. Yes: Ferguson, Garrett, Kantor, Stallings No: None Motion carried. CO-18-228 REPORT OF THE CITY ADMINISTRATOR Dr. Sheryl Mitchell reported: -Water Main Lining Project- Rainbow/Lincoln project a section has a 40 degree angle so they will do a bypass and tie the line back to the main existing water main line. The section north which is Rainbow Street to Margate Street will be lined. -Planning Commission - Next meeting November 27th -DDA – November 9th meeting did not have a quorum. There are sign and façade grants applications are available on the website. -RFQ – Real Estate Professional deadline is December 7th -Positions Posted – received over 50 applications for the 2 positions. Interviews will start after Thanksgiving -Service Line Warranty Program -Tribute to Council member Frank Brock will be Monday, December 17th at 5:30 p.m. in the Community Room. The City Council meeting will follow and will be in the Community Room. -City Employee Potluck Holiday Celebration scheduled for Thursday, December 20th - 12:30 p.m. to 4:30 p.m. City offices will be closed to allow everyone to participate. -Thanksgiving Holiday – City Offices will be closed on Thursday, November 22nd and Friday November 23rd -Santa and Tree Lighting Program – scheduled for Sunday, December 2nd -Small Business Saturday, November 24th throughout Oakland County. Register to win prizes. -Southfield Chamber – The City of Lathrup Village has partnered in hosting a seminar in the Community Room on January 9th from 9:00 a.m.-11:00 a.m. The presenter is Michael Jeffreys who will be addressing Advanced Communication and Sales Strategies. Cost is $5 for members and $10 for non-members 5 CITY OF LATHRUP VILLAGE CITY COUNCIL MEETING MINUTES NOVEMBER 19, 2018 -Dr. Sheryl Mitchell, City Administrator will be on vacation - November 28th -30th and December 6th -7th. CO-18-229 REPORT CITY ATTORNEY No comments CO-18-230 REPORTS OF BOARDS, COMMISSIONS AND COMMITTEES None CO-18-231 UNFINISHED/NEW BUSINESS City Clerk thanked all the residents for coming out to vote in large numbers. Thanked all of the precinct workers for their time and hard work because elections would not be a success without them.
