MINUTES OF THE REGULAR CITY COUNCIL MEETING OF THE CITY OF LATHRUP VILLAGE HELD ON
MONDAY, JULY 22, 2019 IN THE CITY COUNCIL CHAMBERS IN THE MUNICIPAL BUILDING 27400
SOUTHFIELD ROAD, LATHRUP VILLAGE, MICHIGAN.
The meeting was called to order at 7:08 p.m. by Mayor Garrett and Roll Call was taken.

Annaka Norris from Oakland County Mainstreet presented the City with a plaque for winning the award,
Program on the Rise.
James Ferrell – 27040 Lathrup Blvd concerning his property. Developers of the townhomes have placed
parking on 10ft of City property.

CO-19-133 ACTION REQUESTS
A. Consideration of Approval of Lathrup Services Inc.
Dr. Sheryl Mitchell gave an overview and answered specific questions.
Motion by Council member Stallings, seconded by Council member Kantor to approve the Master
Services Agreement with Lathrup Services, LLC for the budgeted amount of $395,911 authorize the
Mayor to sign on behalf of the City.

B. Consideration to Approve the Street Improvements Bond Proposal and authorize
the Clerk to take the appropriate action to have the measure placed on the
November 5,2019 ballot
Mayor Pro Tem Kantor gave an overview and answered specific questions.
Motion by Council member Siddiqi, seconded by Mayor Pro Tem Kantor to approve the Resolution
submitting Street Improvements Bond Proposal and authorize the Clerk to take the appropriate action
to have the measure placed on the November 5, 2019 ballot.

C. Consideration to approve a Resolution Accepting Permanent Utility Easement at
27327 and 27315 Rainbow Circle (Parcel No. 2-14-355-038 and 24-14-355-022)

Motion by Council member Stallings, seconded by Mayor Pro Tem Kantor to approve the resolution
accepting the permanent utility easement at 27327 and 27315 Rainbow Circle.

D. Consideration to Approve the First Reading of An Ordinance to Amend the City of
Lathrup Village Code of Ordinances at Chapter 14. Buildings and Regulations,
Article VI – Property Maintenance Code; by Deleting Article VI In Its Entirety and
Replacing As Follows; In Order to Adopt The 2018 Edition of The International
Property Maintenance Cod As The Property Maintenance Code For The City and
To Include The Necessary additions, Insertions and Changes To The Property
Maintenance Code Necessitated By the Adoption

the Ordinance to amend the City of Lathrup Village Code of Ordinances at Chapter 14 – buildings and
Regulations, Article VI – Property Maintenance Code.

Motion by Council member Stallings, seconded by Council member Ferguson to appoint 2018 MERS
Conference Pam Bratschi as Officer Delegate, Scott Mckee as Officer Alternate and confirm Charles
Becker as Employee Delegate and Roc Upshaw as Employee Alternate.

K. Consideration of an Appointment to the MML Workers Compensation Fund Board
of Trustees
Dr. Sheryl Mitchell gave an overview and answered specific questions.

provided by the MML Workers Compensation Board and authorize the City Clerk to Notify the MML
before August 10, 2019.

CO-19-134 CITY ADMINISTRATOR REPORT
City Council Study Session – The next Study Session will be the joint meeting and kick off for the
Comprehensive Master Plan process with City Council, DDA and Planning Commission scheduled for
Monday, August 5 from 5:30 p.m. – 7:00 pm. in the Community Room.
Infrastructure Study Group – will make their recommendation on Road improvements and funding of
the City Council at the July 22 meeting.
Fiscal Year 2018-19 Audit – received a letter of engagement initiating the process to complete the audit.
Auditors will be on site the week of August 12th.
Candidate Petitions Deadline to file nomination petitions and Affidavits of Identity are due Tuesday, July
23rd by 4:00 p.m.
DTE Outages – Michigan Attorney General Dana Nessel reminded Consumers Energy and DTE customers
they may be eligible for a $25 credit if they were without power for more than 16 hours as a result of
recent electric outages.
Vacation – Dr. Mitchell will be out of the office on Friday, July 26 and August 2nd.
Events/ Activities:
Thursday, July 25, 7:00 p.m. – League of Women voters –Paving the Way to Better Roads” in the
Community Room. Panel discussion with Craig Bryson (RCOC), Eric Lupher (Citizens Research Council)
and Dr. Ron Fisher (MSU, economics Professor).
Meet & greet City Staff – Thursday, August 1st, 4:30 p.m.-6:30 p.m. for music free taco bar. There will be
visitors from Albion.
Caribbean Carnival Event – Saturday, September 14 – 11:00 a.m. – 6:00 p.m.- Children’s costume
workshop – Saturday, August 7th – VIP reception – Friday, September 13th.

Mayor Pro Tem Kantor gave an overview of the Infrastructure Committee will roll out an education
campaign and looking for volunteers to go door- to- door to get the facts out to residents.
Planning Commission approved a site plan for two business law firm and a massage spa which will be
located at 27047-27051 Southfield Road.
Council member Stallings – Meet the Lt. Governor Garlin Gilchrist -Town Hall meeting August 1 at 5:30
p.m.
CO-19-137 UNFINISHED/ NEW BUSINESS
Clerk Talley announced - Last day to submit petitions to run for City Council will be July 23rd by 4:00 p.m.
Mayor Garrett and Council member Stallings met with Speaker Nancy Pelosi, Governor Gretchen
Whitmer and Congresswoman Brenda Lawrence.
