CITY OF LATHRUP VILLAGE SPECIAL CITY COUNCIL MEETING MINUTES JUNE 22, 2019 MINUTES OF THE SPECIAL CITY COUNCIL MEETING OF THE CITY OF LATHRUP VILLAGE HELD ON MONDAY, JUNE 22, 2019 IN THE CITY COUNCIL CHAMBERS IN THE MUNICIPAL BUILDING 27400 SOUTHFIELD ROAD, LATHRUP VILLAGE, MICHIGAN. The meeting was called to order at 9:18 a.m. by Mayor Garrett and Roll Call was taken. Present: Mayor MyKale Garrett and Mayor Pro Tem Kantor Council members Ian Ferguson, Saleem Siddiqi and Donna Stallings Also Present: City Administrator, Dr. Sheryl L. Mitchell, City Attorney, Scott Baker, Treasurer, Pamela Bratschi and City Clerk, Yvette Talley MAYOR INVITED ALL PRESENT TO JOIN IN THE PLEDGE OF ALLEGIANCE CONSENT AGENDA CO-19-123 APPROVAL OF AGENDA Motion by Council member Ferguson, seconded by Council member Siddiqi to approve the Agenda. Yes: Ferguson, Garrett, Kantor, Siddiqi, Stallings No: None Motion carried. CO-19-124 CONSENT AGENDA NO ITEMS CO-19-125 PUBLIC COMMENTS None CO-19-126 PUBLIC HEARINGS NO ITEMS CO-19-127 ACTION REQUESTS A. Consideration to Approve An Ordinance to Amend the City of Lathrup /Village Zoning Ordinance Article 3,to Add Section 3.12 to Provide Standards for Planned Unit Developments Dr. Sheryl Mitchell gave an overview and answered specific questions. 1  CITY OF LATHRUP VILLAGE SPECIAL CITY COUNCIL MEETING MINUTES JUNE 22, 2019 Motion by Council member Stallings, seconded by Mayor Pro Tem Kantor to approve an ordinance to amend the City of Lathrup /Village Zoning Ordinance Article 3, to add Section 3.12 to provide standards for Planned Unit Developments. Consideration to Approve An Ordinance to Amend the City of Lathrup Village Zoning Ordinance Article 4, to add Section 4.16 to Provide Standards for Drive-Through Uses Dr. Sheryl Mitchell gave an overview and answered specific questions. Susie Stec gave an overview and answered specific questions. Motion by Council member Stallings, seconded by Council member Siddiqi to approve an Ordinance to amend the City of Lathrup Village Zoning Ordinance Article 4, to add Section 4.16 to provide standards for drive-through uses. Consideration to Approve Capital Improvement Plan for Fiscal Year 2019-2025 Dr. Sheryl Mitchell gave an overview and answered specific questions. Motion by Council member Kantor, seconded by Council member Stallings to accept the recommendation and Adopt the Capital Improvement Plan for 2019-2025 as presented and passed by the City of Lathrup Village Planning Commission. Consideration to Approve Fiscal Year 2018-19 Budget Amendments Dr. Sheryl Mitchell gave an overview and answered specific questions. E. Consideration to Approve Contract with Kennedy Industries for Sanitary Retention Tank Valve Replacement Dr. Sheryl Mitchell gave an overview and answered specific questions. Motion by Council member Stallings, seconded by Mayor Pro Tem Kantor to approve contract with Kennedy Industries for sanitary retention tank valve replacement. Yes: Ferguson, Garrett, Kantor, Siddiqi, Stallings No: None Motion carried. CO-19-128 UNFINISHED/NEW BUSINESS Mayor Pro Tem Bruce Kantor gave an update on the infrastructure committee and a time line of submitting ballot language. Council member Ferguson discussed weeding of public parks, food for music in the park, pollinators club. Susie Stec said banners will be installed on Southfield Road to make Lathrup Village more visible. Mayor Garrett said the State of the City will be July 18 at 6:00 p.m. in the Community Room. CO-19-129 CITY ADMINISTRATOR REPORT Dr. Sheryl Mitchell said Eddie from Eddie Smokes restaurant will provide food for the Wednesday summer concerts. Also, the City will be a part of the Martin L. King task force for 2020. CO-19-130 REPORT CITY ATTORNEY None CO-19-131 ADJOURNMENT Motion by Council member Siddiqi, seconded by Council member Kantor to adjourn this meeting.
