CITY OF LATHRUP VILLAGE CITY COUNCIL MEETING MINUTES SEPTEMBER 23, 2019 MINUTES OF THE REGULAR CITY COUNCIL MEETING OF THE CITY OF LATHRUP VILLAGE HELD ON MONDAY, SEPTEMBER 23, 2019 IN THE CITY COUNCIL CHAMBERS IN THE MUNICIPAL BUILDING 27400 SOUTHFIELD ROAD, LATHRUP VILLAGE, MICHIGAN. The meeting was called to order at 7:07 p.m. by Mayor Pro Tem Kantor and Roll Call was taken. Present: Mayor Mykale Garrett Council members Ian Ferguson, Saleem Siddiqi and Donna Stallings Excused: Mayor Pro Tem Kantor Also Present: City Administrator, Dr. Sheryl L. Mitchell, City Attorney, Scott Baker, Police Chief, Scott McKee and City Clerk, Yvette Talley CO-19-155 APPROVAL OF AGENDA Motion by Council member Stallings, seconded by Council member Ferguson to approve the Agenda. Yes: Ferguson, Garrett, Siddiqi, Stallings No: None Motion carried. CO-19-156 CALL TO ORDER AND ROLL CALL Roll call was taken. Motion by Council member Stallings, seconded by Council member Siddiqi to excuse Mayor Pro Tem Kantor from this meeting. Yes: Ferguson, Garrett, Siddiqi, Stallings No: None Motion carried. CO-19-157 CONSENT AGENDA Approval of Minutes – Study Session August 19, 2019 Motion by Council member Stallings, seconded by Council member Siddiqi to approve the Study Session minutes of August 19, 2019. Yes: Ferguson, Garrett, Siddiqi, Stallings No: None Motion carried. 1 CITY OF LATHRUP VILLAGE CITY COUNCIL MEETING MINUTES SEPTEMBER 23, 2019 CO-19-158 Approval of Minutes – Council Meeting– August 19, 2019 Motion by Council member Stallings, seconded by Council member Siddiqi to approve the minutes of the Council meeting on August 19, 2019. Yes: Ferguson, Garrett, Siddiqi, Stallings No: None Motion carried. CO-19-159 Approval of Minutes – September 9, 2019 council Study Session Motion by Council member Stallings, seconded by Council member Siddiqi to approve Study Session Meeting minutes of September 9, 2019. Yes: Ferguson, Garrett, Siddiqi, Stallings No: None Motion carried. CO-19-160 APPROVAL OF DISBURSEMENT REPORTS Motion by Council member Siddiqi, seconded by Council member Ferguson to approve the Disbursement Report of August 1, 2019 through August 15, 2019 totaling $55,083.24. Yes: Ferguson, Garrett, Siddiqi, Stallings No: None Motion carried. CO-19-161 APPROVAL OF DISBURSEMENT REPORTS Motion by Council member Stallings, seconded by Council member Ferguson to approve the Disbursement Report of August 16, 2019 through August 30, 2019 totaling $584,832.86. Yes: Ferguson, Garrett, Siddiqi, Stallings No: None Motion carried. 2 CITY OF LATHRUP VILLAGE CITY COUNCIL MEETING MINUTES SEPTEMBER 23, 2019 CO-19-162 CONSIDERATION OF A MOTION TO ACCEPT DEPARTMENTAL REPORTS Motion by Council member Stallings, seconded by Council member Ferguson to approve the Departmental Reports. Yes: Ferguson, Garrett, Siddiqi, Stallings No: None Motion carried. CO-19-163 PUBLIC COMMENTS Presentation to Pastor Maurice Hardwick Debbie Hoatlin-Dunn & Michael Dunn -27440 Lathrup Blvd- shared concerns letters received from the city regarding a dumpster and pet license. The letters were too harsh for subject and there is a better way to deliver the message. Carla & Andre Hardaway- 27315 Lathrup Blvd. – stated they are being harassed. CO-19-164 PUBLIC HEARING None CO-19-165 ACTION REQUESTS A. Consideration of Approval for FY 2018-2019 Audit Report Pamela Hill and Aaron Sarver of Plante Moran gave an overview and answered specific questions. Motion by Council member Ferguson, seconded by Council member Stallings to approve the FY 2018- 2019 audit report. Yes: Ferguson, Garrett, Siddiqi, Stallings No: None Motion carried. B. Consideration to Approve the Agreement between the City of Lathrup Village and the City of Ferndale for use of the Southwest Storage Area Dr. Sheryl Mitchell gave an overview and answered specific questions. Motion by Council member Stallings, seconded by Council member Ferguson to approve the agreement between the City of Lathrup Village and the City of Ferndale regarding the use of the Southwest Storage Area as a transfer site for leaves, in the amount of $1,545.00. The Mayor and City clerk are authorized to sign the agreement. 3 CITY OF LATHRUP VILLAGE CITY COUNCIL MEETING MINUTES SEPTEMBER 23, 2019 Yes: Ferguson, Garrett, Siddiqi, Stallings No: None Motion carried. C. Consideration for Approval of the City of Lathrup Village Public Participation Plan – Updated July 2019 Dr. Sheryl Mitchell gave an overview and answered specific questions from City Council. Motion by Council member Siddiqi, seconded by Council member Ferguson to approve the City of Lathrup Village Public Participation Plan. Yes: Ferguson, Garrett, Siddiqi, Stallings No: None Motion carried. D. Consideration to Approve the Second Reading and Adoption of An Ordinance to Amend the Lathrup Village Code of Ordinances to Amend Chapter 30 Article II to Add Division1 Which Regulates Illicit Discharge in the City Scott Baker gave an overview and answered specific questions. Motion by Council member Stallings, seconded by Council member Siddiqi to approve the 2nd reading and adoption of the Ordinance to Amend Chapter 30 article II To Add Division 1 which Regulates Illicit Discharge in the City. Yes: Ferguson, Garrett, Siddiqi, Stallings No: None Motion carried. E. Consideration to Approve SEMCOG Infrastructure Asset Management Program application Dr. Sheryl Mitchell gave an overview and answered specific questions. F. Consideration for Approval of City Clerk’s Office being Open on the Saturday before all Elections from 7:00 a.m. to 3:00 p.m. Dr. Sheryl Mitchell gave an overview and answered specific questions. Motion by Council member Ferguson, seconded by Council member Stallings to approve City Clerk’s office being open on the Saturday before all Elections from 7:00 a.m.-3:00 p.m. Yes: Ferguson, Garrett, Siddiqi, Stallings No: None Motion carried. G. Consideration for Approval to Waive all Penalties for Late and Non-filing Property Transfer Affidavits Dr. Sheryl Mitchell gave an overview and answered specific questions. Motion by Council member Siddiqi, seconded by Council member Ferguson to approve the resolution to waive all penalties for late and Non-Filing Property Transfer Affidavits. Consideration Approval for the Month of September as National Recovery Motion by Council member Stallings, seconded by Council member Ferguson to approve the month of September as National Recovery month. Yes: Ferguson, Garrett, Siddiqi, Stallings No: None Motion carried. 5 CITY OF LATHRUP VILLAGE CITY COUNCIL MEETING MINUTES SEPTEMBER 23, 2019 I. Consideration Approval for the Month of September Suicide Prevention Month Motion by Council member Stallings, seconded by Council member Siddiqi to approve the month of September as Suicide Prevention month. Yes: Ferguson, Garrett, Siddiqi, Stallings No: None Motion carried. CO-19-166 CITY ADMINISTRATOR REPORT Your Town Newsletters were mailed out last week. South Oakland County Mayor’s Association meeting will be October 16th at 6:30 p.m. in Birmingham. I696/11 Mile Service Drive – construction underway with lane closures Summer in the Village – Caribbean Fest-Taste of the Islands VIP reception was a huge success. Household Hazardous Waste/Electronic/Paper Shred day – Saturday September 28 from 10:00 a.m.-3:00 p.m. Medical items such as pills, liquids, needles (have to be in a rigid container) anything considered medication, nothing bodily. Sanitary Retention Tank – the process to transition operations and maintenance to the Oakland County Water Resources Commissioner are underway. National Voters Registration day will be Tuesday, September 24th. Voter Information – Election Day Tuesday, November 5, 2019 – poll open 7:00 a.m.-8:00 p.m. Skunk reported with rabies – Oakland County Health division reports a confirmed case of rabies in a dead skunk removed from Southfield north of 10 Mile road, south of Lincoln road between Southfield and Greenfield roads. Residents are urged to stay away from wild animals such as skunks, bats, racoons, foxes and stray cats and dogs. Road bond Millage – town Halls: September 24 at 7:00 p.m.; 10/27 at 3:00 p.m., 10/30 at 7:00 p.m. Website: www.fixLVroads.com Overhead Projector – with higher resolution has been installed in the community room. This was part of the Capital Improvement Program. MEDC – Certified RRC Photography Project – has offered to Lathrup Village as part of the RRC program to have 2 freelance photographers take photos to focus on visuals to capture our “local flavor” in high- resolution images to be used for marketing and promotion efforts. CO-19-167 CITY ATTORNEY REPORT None 6 CITY OF LATHRUP VILLAGE CITY COUNCIL MEETING MINUTES SEPTEMBER 23, 2019 CO-19-168 REPORTS OF BOARDS, COMISSIONS AND COMMITTEES Council member Ferguson will meet with Southfield/Lathrup School Board CO-19-169 UNFINISHED/ NEW BUSINESS Clerk Talley announced the hours: Regular clerk Office Hours – Mon – Friday 8:00 a.m.-4:30 p.m. Saturday Hours – November 2, 2019 - 7:00 a.m.-3:00 p.m. Absentee ballots available Monday, October 1 Friday, November 1 – last day Absentee ballots will be mailed Monday, November 4th before 4:00 p.m. – deadline for voters to receive an absentee ballot in person in the Clerk’s Office before 4:00 pm.
