City of Lauderhill Page 1 City Commission Meeting Meeting Minutes - Final April 11, 2022 I CALL TO ORDER Mayor Thurston called to order the Regular City Commission Meeting at 6:00 PM. Mayor Thurston explained, though Governor DeSantis suspended certain restrictions, the City remained under a state of emergency due to the COVID 19 pandemic. Due to the challenges of the virus, the City of Lauderhill continued to hold hybrid, virtual governmental meetings to allow the public to participate remotely. The City Commission would have a quorum physically present at its meetings at City Hall, along with staff, following the Center for Disease Control (CDC) guidelines for facial coverings, social distancing, and public gatherings. Anyone experiencing issues viewing and/or participating in Commission meetings should contact IT Director Douglas Downs. The City Commission and staff appreciated the public’s patience and cooperation during such difficult and ever-changing times. II ROLL CALL Present: 5- Vice Mayor Melissa P. Martin believed the subject grant program would be expanded considerably with regard to potential opportunities. City Manager Giles-Smith commented the State was providing the City with $713,000.00 State Housing Initiative Partnership (SHIP) funding in fiscal year (FY) 2023, providing Governor DeSantis made no changes. Assistant Grants Manager Tameka Dorsett noted in the present fiscal year, the City received $480,000.00 in SHIP funding; in the FY 2021, the SHIP allotment was vetoed in Tallahassee; in FY 2020, the City received $97,000.00. If the FY 2023 SHIP allocation was not vetoed, it would bring the City closer to what it received in years past. Commissioner L. Martin sought clarification on how SHIP funding was disbursed. Ms. Dorsett explained the plan was designed to help City staff understand how SHIP funds could be used, noting the document was fluid, allowing cities to select from listed disbursement strategies. The only two strategies for which the City could not use its discretion were disaster relief, and COVID pandemic relief. She indicated the pandemic was a new strategy designed to catch situations like COVID, so moving forward, when such situations arose, funds could be used to provide needed services to residents. Those two strategies required an executive order by the Governor or the President for the City to utilize the funds in those ways. Ms. Dorsett stressed the goal was to be proactive, so it would not be necessary to bring the subject document back before the Commission to add a pandemic strategy. Martin asked for the listed names to be read into the record; there were three positions with three names listed to fill them. Assistant City Attorney Rosenberg affirmed there were three names: Tannisha Stewart, the citizen representing essential services personnel; Kelvin Haynes, a citizen actively serving on a local planning agency; and Peggy Nisbett-Rigg, a citizen actively serving on a local planning agency. Commissioner L. Martin asked staff to impress upon the subject individuals the importance of attending, and participating in meetings. He applauded some of the City’s advisory boards for moving swiftly to remove board members who were repeatedly absent from meetings, as there were numerous people in the community wishing to serve. Members of the community were invited to join them, and dine at the location, as this was a great way to support local businesses, while networking and connecting; everyone was responsible for covering the cost of their food. She said interested persons could register at the website, lauderhill-fl.gov/meetup. On April 30, 2022, the City Commission would partner with the Broward Estates/St. George Homeowners’ Association (HOA) to host a 5K and health fair; more information could be found on the City’s website. She announced, as Lauderhill was one of a handful of cities selected by the National League of Cities to do work around informal entrepreneurship, they created a Lauderhill Inclusive Entrepreneurship Program as a spinoff of the Lauderhill Shines program. The new program would be for ten weeks, with in-person participation for entrepreneurs who were previously incarcerated; this was a pilot project, and registration to participate opened April 11 - 29, 2022, with classes starting May 5, 2022. Commissioner S. Martin mentioned on March 30, 2022, an East Lauderhill HOA meeting took place, commending the City Manager and her staff, along with his fellow elected officials who attended on the City’s behalf and spoke with residents. It was very well received, with over 100 attendees from the community. He noted a meeting with the interim board was scheduled in the present week, and another community meeting, to which everyone was invited, was tentatively scheduled for Thursday, April 28, 2022. Commissioner L. Martin mentioned on Sunday, April 24, 2022, Battle on the Hill would take place, in conjunction with the City’s Parks & Recreation Department; approximately 15 teams. 8U to 13U, signed up to compete in the 7v7 Football Tournament. The event would be held at the Lauderhill Sports Park starting at 9:00 a.m.; it was free for spectators, with a $150.00 registration fee for participating teams; it would include flag and touch games. He said games would take place throughout the day, so everyone was invited to come out and support the City’s youth; the championship games would likely take place around 2:00 p.m. or 3:00 p.m. Parkway Middle School was holding a spring art show on Wednesday, April 12, 2022; doors opened at 6:00 p.m., with awards starting at 6:30 p.m. This was, again, an opportunity to support the City’s young people. He noted, on April 16, 2022, at 11:00 a.m., the Omega Psi Phi Fraternity, Inc., and the City would cohost a talent competition, along with Lauderhill 6-12; the Dr. Malcom M. Black Talent Hunt would display City youths’ excellent talents, and this, too, was an opportunity to support for young people’s efforts; this was a free event that usually ran for about two hours. He encouraged the community to get out and participate in the City’s various fitness programs; they could sign up on the City’s website, and join the close to 100 Lauderhill residents who already signed up; they would soon be out in the community to sign up participants, moving toward a healthier Lauderhill. Commissioner L. Martin reminded everyone the City donated a fire truck, and a rescue truck to the Bahamas. He was proud to say both vehicles made it safely to Nassau, and the fire truck was later shipped to Freeport. Fire Chief Celetti, Deputy Chief Levy, Dave Malone, and he took a quick trip to the Bahamas to share information, do some training, and meet Bahamian officials. They learned the members of the Bahamian Fire Department were all sworn police officers, and remained as such to allow them to be moved around as needed. He said there were no ladder trucks on the island, and all the personnel showed a willingness to City of Lauderhill Page 9 City Commission Meeting Meeting Minutes - Final April 11, 2022 be trained on the new equipment. He added he used his own funds to travel to the Bahamas, not taxpayers’ dollars. He met members of the Bahamian K-9 Unit, and he was very impressed with all the uniforms; they did some good community outreach, and the City looked forward to doing more exchanges with the Bahamians. Commissioner Grant announced on April 20, 2022, Teatime with the Seniors would take place; this was both an educational and wellness program held at the Sadkin Center every third Wednesday. She mentioned the Stretch & Breathe program would take place at Ilene Lieberman Botanical Gardens, but she would work on another date, in light of the Mayor’s exercise program at the St. George Park. Mayor Thurston mentioned the premiering of the Soca Step event in March 2022, noting another such event would be held the coming Friday, April 15, 2022, starting at 6:30 p.m. at the Lauderhill Sports Park; he was told over 150 persons already registered to participate, and he would participate for as long as he could. He mentioned the next gardening event would take place on Thursday, April 28, 2022, at Veterans Park at 6:00 p.m. The Lauderhill Chamber of Commerce would hold its regular monthly networking breakfast on Thursday, April 14, 2022, at 7:30 a.m. at the Chateau Mar Golf Resort; he encouraged the City’s local business owners to join the Chamber, and attend the monthly breakfast. He noted Commissioner Grant and Commissioner L. Martin went to the Moshiach Center; a toast event was held on Sunday, April 10, 2022, for the new building, and the City was presented with a plaque, which he displayed then gave to the City Clerk, in appreciation for the assistance City staff rendered them, in terms of plan reviews, etc. to move the construction process along.
