COUNCIL MEETING MINUTES
CITY OF LAWRENCEBURG
February 26, 2015
The Board of Mayor and Council met in regular session. The following members were present:
Council Member Fox, Mayor Keith Durham, Council Member Williams, Council Member Moore and
Council Member Sevier.
With a quorum present the meeting was called to order. The meeting opened with Prayer and the
Pledge of Allegiance.
Motion to approve the minutes of the February12, 2015 Council Meeting was made by Council
Member Williams, with a second by Council Member Sevier. Recording Secretary, Joyce DiCapo,
informed the Council of errors in two resolutions involving the purchase of 5 vehicles for the Police
Department. Mayor Durham informed the Council we would amend them later in the meeting. Motion
to approve passed unanimously.
City Administrator, Chris Shaffer praised city employees on their work during the inclement weather;
we are still working on an agreement with Retail Solutions; County Mayor T.R. Williams; Mayor
Durham and I have a meeting scheduled to discuss Tourism Zones. Property Taxes are at 69% of
anticipated revenue right now.
Also, Rene Seagraves with Animal Control has made a purchase bidding on line for cages for the
shelter she spent $966.00 instead of several thousand for cages on Govdeals.com. These came from
East Tennessee State University.
Ms. Seagraves gave an update on the changes and improvements at the animal shelter.
Cpt. Don Laws informed the Council of the vandalism at Coleman United Methodist Church (read
press release) and gave letters of commendation to Investigators Blake Arnold and Michael Reeves for
their work in capturing the suspects.
Pastor Ricky Wade of Coleman Church addressed the Council and the Police Department thanking the
Department for their work in solving the case. It seems the damage is much more extensive than first
imagined. One of the young men has reached out to me and I will be meeting with him.
In the absence of City Attorney, Alan Betz, Mayor Durham presented the legal matters before the
Council and began with the two resolutions that need to be amended. He introduced 2015-12-2B
dealing with the switching of numbers that should read $22,495.59 per vehicle as opposed to
$22,459.59 and 2015-12-2F dealing with the financing and amortization chart dealing with the amount
and amortization schedule. Mayor Durham proposed amending the resolution to accurately reflect the
correct amount and schedule. Motion was made by Council Member Moore with a second by Council
Member Robin Williams to amend. Motion to approve both resolutions as amended was made by
Council Member Sevier with a second by Council Member Moore. Motion passed unanimously.
These two resolutions originally passed on February 12, 2015 as amended are included in the February
26, 2015 minutes and numbered as so.
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO AUTHORIZE THE PURCHASE OF FIVE VEHICLES FOR
THE LAWRENCEBURG POLICE DEPARTMENT AND TO FINANCE FOUR OF SAID
VEHICLES THROUGH FIRST VOLUNTEER BANK FOR A PERIOD OF 48 MONTHS
Motion to approve as amended presented by Council Member Sevier with a second by Council
Member Moore. Motion passed unanimously.
A RESOLUTION AMENDING RESOLUTION NUMBER 2015-12-2F ENTITLED A RESOLUTION
OF THE GOVERNING BODY OF THE CITY OF LAWRENCEBURG, TENNESSEE
AUTHORIZING THE ISSUANCE AND SALE AND PAYMENT OF SERIES 2015 CAPITAL
OUTLAY NOTES NOT TO EXCEED $112,500.00
Motion to approve as amended presented by Council Member Sevier with a second by Council
Member Moore. Motion passed unanimously.
A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO DECLARE CERTAIN PROPERTY IN THE POLICE
DEPARTMENT AS SURPLUS TO BE SOLD AT AUCTION ON THE WEB
Motion to approve was made by Council Member Williams, with a second by Council Member Moore.
Motion passed unanimously.
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO AUTHORIZE THE LAWRENCEBURGFIRE
DEPARTMENT TO APPLY FOR A STAFFING FOR ADEQUATE FIRE AND EMERGENCY
RESPONSE (SAFER) GRANT THROUGH THE DEPARTMENT OF HOMELAND SECURITY TO
HIRE THREE FULL TIME FRONTLINE FIREFIGHTERS FOR A PERIOD OF TWO YEARS.
Motion to approve was made by Council Member Moore with a second by Council Member Williams.
Motion passed unanimously
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNTIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO REAPPOINT TIM DICKEY AS THE CITY OF
LAWRENCEBURG REPRESENTATIVE ON THE TENNESSEE SOUTHERN RAILROAD
AUTHORITY BOARD .
Motion to approve was made by Council Member Williams, with a second by Council Member Fox.
Motion passed unanimously.
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO RE-APPOINT ROBERT PARKER TO THE LAWRENCE
COUNTY BOARD OF EQUALIZATION.
Motion to approve was made by Council Member Sevier, with a second by Council Member Moore.
Motion passed unanimously.
RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO ENTER INTO AN AGREEMENT WITH SPYGLASS
GROUP LLC TO AUDIT OUR PRIMARY TELECOMMUNICATION SERVICES.
Mayor Durham asked to take out of order and discuss before any motion were made.
After discussion a motion to table was made by Council Member Moore, with a second by Council
Member Sevier. Motion passed, resolution tabled.
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG TO ACCEPT THE BID FROM ON DUTY DEPOT OF NASHVILLE,
TENNESSEE FOR THE PURCHASE AND INSTALLATION OF EQUIPMENT FOR FIVE (5)
POLICE VEHICLES.
Motion to approve was made by Council Member Moore, with a second by Council Member Williams.
Motion passed unanimously.
With no further business to come before the Council a motion was made by Council Member Moore,
with a second by Council Member Williams.
